WHEREAS, by Resolution No: 293,2019, the Queensbury Town Board authorized
submission of an application for a Justice Court Assistance Program (JCAP) Grant from the New
York State Office of Court Administration (OCA) to be used by the Town for Town Court
improvements, such improvements including the purchase of an audio/pa system and a
heating/cooling system for use in the Town Courtroom, and
WHEREAS, the grant application was submitted and the Town was awarded a grant in the
amount of$12,258 and by Resolution No.: 79,2020,the Town Board accepted such grant funds,
WHEREAS, by letter of January 29, 2020, the Town Justices advised that the Town Court
lacks$8,089.49 to purchase the audio/pa system and heating/cooling system,and
WHEREAS, the Town Board wishes to authorize $8,089.49 in appropriations toward the
remaining balance of the cost of these items,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes the allocation of
$8,089.49 towards the acquisition of an audio/pa system and heating/cooling system for the Town
of Queensbury Justice Court to be paid from Office Supplies Account No.: 001-1110-4010, and
BE IT FURTHER,
RESOLVED, that the Town Board authorizes and directs the Town Budget Officer to
amend the Town Budget to transfer $8,089.49 from Contingency Account No.: 001-1990-4400 to
Misc. Contractual Account No.: 001-1110-4400 and take all other actions necessary to effectuate
the purchases, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Budget Officer
to make any necessary adjustments, budget amendments, transfers or prepare any documentation
necessary and authorizes the Town Supervisor, Town Justices, Town Court Clerks and/or Town
Budget Officer to take all other actions necessary to effectuate the terms of this Resolution.

estimated revenues in the amount of$12,258 for such grant funds as follows:
• Increase Appropriation 001-1110-2010 Town Justice Office Equipment by
$12,258;
• Increase Revenue 001-0000-53021 State Aid, Court Facilities by $12,258;
and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Budget Officer
to make any necessary adjustments, budget amendments, transfers or prepare any documentation
necessary to establish such appropriations and estimated revenues and authorizes the Town
Supervisor, Town Court Clerks, Accountant and/or Town Budget Officer to take all other action
necessary to effectuate the terms of this Resolution.

Dear Supervisor Strough and Town Board Members:
We are pleased to advise that the Town of Queensbury Justice Court has received
a grant from the Justice Court Assistance Program (JCAP)for 2019-2020 in the
combined amount of$12,258.00. The award of this grant is due in substantial part to the
excellent efforts of our court clerk Peggy Quintal. Enclosed please find a copy of the
award letter and the detail information regarding the grant.
Obviously, although we very much appreciate the JCAP grant award we remain
"short" in the amount of$8,089.49.
There were two items requested in the grant: (1) Audio/PA System for use in the
Courtroom. The Courtroom acoustics are problematic. Installation of an audio system
will correct and improve the opportunity for witnesses, the Judge,jurors and the attorneys
to be heard during hearings and jury trials;(2) Heating/Cooling System. The courtroom
was expanded to include renovated public access, public bathrooms,jury room and
security facilities, however,existing heat and air was never properly extended into the
area resulting in freezing cold in winter and stifling hot in summer.
As in the past, we are somewhat on the horns of a dilemma in that if we do not
purchase the intended items, the JCAP does not allow us to automatically substitute other
court needs. Also if we do not complete the purchase we must send the money back.
Based upon the above we would ask that the Town Board give consideration in
providing us with $8.089.49 which we will apply with the grant funds to complete the
acquisitions. You are .welcome to visit at our court and inspect the attorney/inmate
meeting room and the Court staff office space.

We are pleased to advise you the Queensbury Town Court has been awarded a grant under the 2019-20
cycle of the Justice Court Assistance Program(JCAP).
JCAP was established by the New York State Legislature in 1999, at the request of the Unified Court
System, to help provide our State's town and village courts with the resources and equipment necessary to
fulfill their critical role in our justice system. Under the Court System's Action Plan for the Justice Courts,
JCAP has been expanded, both in the level of funding and the scope of the projects funded.
The Queensbury Town Court is one of 278 courts receiving JCAP funding this year. Details regarding
your award are set forth on the enclosed 2019-20 Justice Court Assistance Program Award Reconciliation
Report. Funds will be sent on or before April 1, 2020 to your municipality via direct deposit or check and
must be spent within 180 days. if the amount you spend purchasing the items(s) approved on the enclosed
JCAP Reconciliation Report is less than the amount awarded, leftover funds are not to be used to offset the
cost of another grant item awarded at a set monetary amount. Piease contact the Office of Justice Court
Support at 800-232-0630 for further direction. The Reconciliation Report, along with paid receipts that certify
total amount spent, are required to be returned to the Office of Justice Court Support via fax: (518)471-4807
