IMPROVEMENT PROJECT #146 AND WITHDRAWAL FROM
CAPITAL RESERVE FUND #61

WHEREAS, the Queensbury Town Board previously established a Capital Reserve Fund
known as the Recreation Reserve Fund No. 61 for future capital projects, and
WHEREAS, by Memorandum dated May 7, 2020, the Town Recreation Commission and
Director of Parks and Recreation have requested that the Town Board authorize the withdrawal and
expenditure of $21,000 from Reserve Fund No. 61, a $5,000 balance transfer from the Freedom Park
Capital Project Account #190 and a $4,000 transfer from Wages Account No.: 001-7020-1010 to
fund $30,000 in specific capital improvements and certain maintenance projects for the Hovey Pond
Park as follows:
$9,000 – Upgrade to use a paver block instead of concrete around Maine Pavilion;
$8,000 – Install a 90’ level walkway on Glenwood Avenue;
$5,000 – Install proper drainage under Memorial Garden;
$8,000 – Contingency funding for site work;
and
WHEREAS, in accordance with New York State General Municipal Law §6(c), the Town
Board is authorized to withdraw and expend funds from Fund No.: 61 subject to permissive
referendum,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby finds that the withdrawal and
expenditure for the Hovey Pond Park Improvement Project is an expenditure for a specific capital
project and certain maintenance projects for which the Reserve Fund was established and therefore
hereby authorizes the specific capital improvements and certain maintenance projects for the Hovey
Pond Park as set forth in the preambles of this Resolution and expenditures in the total amount of
$30,000, and
BE IT FURTHER,
RESOLVED, that the Town Board hereby authorizes a $21,000 transfer from Fund No.: 61, a
$5,000 balance transfer from Freedom Park Capital Project Account #190 and a $4,000 transfer from
Wages Account No.: 001-7020-1010 to Hovey Pond Park Improvement Project Fund #146 and the
Town Board further directs that in the event there are funds remaining in Fund #146 after completion
of the projects or in the event that the projects are not undertaken, the moneys in Fund #146 shall be
returned to the Recreation Reserve, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Budget Officer to
amend the Town Budget, make any adjustments, transfers and/or prepare any documentation
necessary to adjust appropriations and estimated revenues, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor, Parks
& Recreation Director and/or Town Budget Officer to take all actions necessary to effectuate the terms
of this Resolution, and
BE IT FURTHER,
RESOLVED, that this Resolution is subject to a permissive referendum in accordance with the
provisions of Town Law Article 7 and the Town Board hereby authorizes and directs the Town Clerk
to publish and post such notices and take such other actions as may be required by law.

RE: HOVEY POND CAPITAL PROJECT—BUDGET INCREASE
We are requesting a budget increase for the Hovey Pond Capital Project in the amount of$30,000 using
$21,000 from the Recreation Reserve Account—Fund #61, $4,000 from Account 001-7020-1010 and
$5,000 from a balance transfer from the Freedom Park Capital Project Account (#190). The increases
would address several present concerns as well as to provide for continued contingency funds.
CURRENT CAPITAL PROJECT BUDGET BALANCE (#146): $361,000
• $245,000—Contract award to Grasshopper Gardens to perform majority of project work
• $ 91,250- Contract award to Playsites Plus Surfaces, Inc. to install a poured-in-place surface
• $ 7,500—Grasshopper Gardens to install irrigation system for plantings
• $ 8,000—The Play Pro to install all play area equipment
• $ 3,500—Chazen Engineering to perform project oversight and supervision
• $ 5,000—contingency funds
$361,000— Project Account Total
FUNDING REQUEST: $30,000: As outlined above from the three funding accounts listed
• $9,000—Upgrade to use a paver block instead of concrete around Maine Pavilion
• REASON: pavers will look better, have better longevity in clay soils, are easier to
install and repair and is less time and weather dependent than concrete
• $8,000—Install a 90', level walkway on Glenwood Ave.
• REASON: Councilman Freer was approached about providing a safer and
improved walkway to enter the park from Glenwood and Quaker Rds. The cost to
perform work will be at its lowest with the contractor's equipment and staff
already on-site performing landscaping work.
• $5,000—Install proper drainage under memorial Garden
• REASON: This drainage issue was identified due to the predominately clay soils at
Hovey Pond. If the issue is not mitigated, it will cause damage to the stone work
on the memorial walls and the pathways will be under water during heavy rain
events. The repair consists of drainage tile, stone and filter fabric.
• $8,000—To provide contingency funding for site work
• REASON: This would provide funds if the drainage at the play area is also poor
With the Town Board's approval, resolutions can be drafted for the May 18 meeting to increase capital
project account#146 by$30,000.
