The official meeting of the QUEENSBUY ZONING BOARD OF APPEALS held
~~ne 19, 1974 at 7:34 P.M. There were present:
Charles Sicard
Jack Fitzgerald
Charles Hut ton
being the members of the board.
On a motion by Mr. Fitzgerald seconded by Charles Sicard, the minutes
of the last meeting were approved as read.
OLD BUSINESS - Pyramid Companies, Inc. requested application for ex-
tension of their building permit which expires June 19, 1974 (today) for an
additional six months period.
On a motion by Charles Sicard seconded by Charles Hutton, this six
months extension was granted. Unanimous.
Variance #354 - Virginia Chrostowski - Route 9 - Zoned C-3, to
~lace an apartment over an existing garage. Mrs. Virginia Chrostowski was
present. There were no appearances for or against. The Warren County and
the Town Board both approved.
A motion was made by Jack Fitzgerald in favor of t he approval in
keeping with the recommendations of both planning boards. This was seconded
. by Charles Sicard. Unanimous.
Variance #355 - Lawrence C. Lussier - Main and Caroline Streets,
Zoned R-4, to enlarge a non-conforming use of an auto upholstery and auto
top garage.
Mr. William schmerhorn appeared on behalf of the applicant. Mr. Schmer-
horn said the enlarging would be a place for storage. Both the Queensbury
1d Warren County Planning Boards approved with no comments.

Charles Sicard made a motion that this variance be approved as it is in
conformance with both boards. This was seconded by J. Fitzgerald. Unanimous.

Variance #356 - Dale M. Taylor - Corner West Mt. Road and Bronk
Dri ve,
..to place an addition to a dwelling 21 ft. front setback in lieu of the re-
~quired 30 ft. on the property situated at the comer of West Mountain Road
and Bronk Drive.
Mr. Dale Taylor, owner appeared.
Mr. Fitzgerald - "How long have you owned this property1"
Mr. Taylor - "Since 1960."
Mr. Fitzgerald stated that this addition would be 9 ft. over the set-
back.
Mr. Joseph Fry of Bronk Drive wanted to know where the entrance of
this new addition would be.
Mr. Fry was mown on the map where this addition would be and Mr. Fry
said he would have no objection to the addition.

Mrs. Bovair - a neighbor appeared and also said she had no obJection
to his proposal.
Both the Town and County Planning Boards approved.
Charles Hutton made a motion that this variance be approved. This was
seconded by Mr. Fitzgerald - Unanimous.
Variance #357 - Allyn Fehl - Route 9 Zoned C-3, to place a free stand-
ing, double faced sign 2 ft. front setback in lieu of the required 50 ft.
setback on the property situated at Route 9.
Mrs. Fehl appeared on her behalf and said that she owned a Gift Shop
but was ob~tructed by trees and no one could see her business. She pre-
sented the board with pictures making her point and the board agreed that
't was almost impossible for a motorist to see her business.

Mr. Jay Wassel appeared and agreed that she needs a sign and had no
obj ec'tions .

The Warren County Planning Board disapproved as the sign would be to
close to the right of way. The Town Board approved.
Mr. Fitzgerald told Mrs. Fehl that this board would need a majority
plus one because of the Warren County disapproval. He reccammended that
she ask for an adjournment until the next meeting, which she did.
Mr. Fitzgerald also asked Mrs. Fehl to go back to the Warren County
Planning Board because maybe they didn't understand her application.
Variance #358 - Carswell's Truck Center, Inc. - to place a sign less
than the required 50 ft. setback on the property situated at 685 Glen St.
Mr. Bernard Holley, Vice President of Carswell's and Bob Pratt of Signs
of Progress appeared on behalf of Carswell's. The only thing non-conform-
ing is the setback of the sign.
Mr. Holley was asked if ~e sign revolved. He said it does not revolve
~nd will not be lit all night.

The Warren County and Town Boards both approved.
On a motion by Jack Fitzgerald, seconded by Charles Sicard, this appli-
cation was approved. Unanimous.
Variance #359 - Theron G. Egley - East Sunnyside Roa:l Zoned R-3, to
continue making and selling handmade hunting knives in a barn after the
sale of his residence on the property situated at East Sunnyside Road.
Mr. Fitzgerald disqualified himself as he had done some legal work for
Mr. Egley. Mr. Fitzgerald said that the board would have to set up a
special meeting for the variance as the board had people out sick and there
was not a quorum to act on tns application. He told the people they wo~ld
be notified of the sp ecial meeting and testimony:would be heard then.

Variance #360 - Landco Services, Inc. - North Side Weeks Road - Zoned R-5.
to waive the minimum yard requirements in an R-5 zone on the property sit-
~ uated at North Side Weeks Road.
Mr. Gary Watkins, President of Kingswood Limited was present and ex-
plained that Landco had changed their name to the above. Mr. Andrew McCor-
mick also was present. They explained they are the planners of a 100 unit
townhouse-type development on Weeks Road. He also explained that there was
no allowance in the ordinance for this type of construction and need a
variance to build.
Ted Zoli of Torrington Construction expressed his opinion by saying
that he thinks this development is excellent and should have occured prior
to this, and would recommend approval.
Both County and Town boards approved with the following recommendations:
Large scale residential development approval. Sewage easement and

elevation drawings(';to be submitted. Queensbury Beautification Committee
approval needed. Outline of Homeowners assocation date to be submitted.
Jack Fitzgerald made a motion that this be approved subject to the Town
Beautification committee. Charles Sicard seconded - Unanimous.
Mr. George Liapes asked the board for some advice about Special Pe~it
#36 - Glens Falls Commercial Properties., This had been approved but since
that time there has been different changes in the plot plan that was origin-
ally voted on. Mr. Robert Stewart, Attorney, appeared and stated that there
had been some diviation because of different stores coming in, and when
new tenants are acquired, some internal changes are required.
Mr. Fitzgerald said when the planners "twist around" the original plans,
'-parking, a major factor in the proposal approved earlier by several area
boards, might be affected. All of the boards should have something to say

about any changes that are to be made.
Mr. Fitzgerald said that he wanted to make sure that their original
__plans are not diviated from unless they are okayed by all of the boards.
On a motion by Jack Fitzgerald, seconded by Charles Sicard, the board
moved that it would approve the location of a Chase Manhattan Drive-In Bank
near a steak house as long as there is adequate parking, and entrances and
exits for the mall.
Mr. Fitzgerald - "We do not want any more traffic congestion problems
in this area. II
Mr. Fitzgerald also added that the Zoning Board's approval was subject
to the approval of the town planning board, State Transportation Depart-
ment and Town Beautification committee.
The meeting was adjourned at 8:50 P.M.
