8. GRADE PLANE: A reference plane representing the average of finished ground level
adjoining the building at exterior walls.Where the finished ground level slopes away from the
exterior walls, the reference plane shall be established by the lowest points within the area
between the building and the lot line or,where the lot line is more than 6 feet from the building,
between the building and a point 6 feet from the building.
9. MEZZANINE: An intermediate level or levels between the floor and ceiling of any story with
an aggregate floor area of not more than 1/3rd of the area of the room or space in which the
level or levels are located. (Mezzanine area does not contribute to the building area or the
height in stories but does contribute to the fire area, aggregate area)..
10. SMOKE BARRIER: A continuous membrane, either vertical or horizontal, such as a wall,
floor, or ceiling assembly,that is designed and constructed to restrict the movement of smoke.
(Required to have a 9 hr. fire rating).
11. STORY ABOVE GRADE PLANE: Any story having its finished floor surface entirely above
grade plane, except that a basement shall be considered as a story above grade plane where
the finished surface of the floor above the basement is: 1. More than 6 feet above grade plane
or 2. More than 6 feet above the finished ground level for more than 50% of the total building
perimeter or 3. More than 12 feet above the finished ground level at any point.

Dear Bob:
The following items need to be addressed on the plans for the All State
Insurance building before issuance of a permit can be granted.
1. The second floor storage room must be rated and details must be shown
on the plans as to how a one hour rating will be achieved in this room.
2. There is no attic access shown in the ceiling of the second floor nor the
attic of the detached garage, if it is to be sheet rocked.
3. We need to assure that the building is provided with a four percent
ventilation through the windows for each room or that fresh air will be
introduced in to the building at a rate of 20 cubic feet per person installed
with the HVAC system.
4. The door going on to the existing porch that is to be relocated must be a
Low Threshold 36 inch door and be ramped to the porch.
5. It is not clear as to what stairs will be existing and what stairs will. be new.
Any new stairs are required to have a seven inch rise and eleven inch
tread, with handrails and guards per Code Section 1003.3.3.11 and
1003.3.3.2.12.
6. We need to know the types of interior finishes that will be provided
throughout the building.
7. There is no detail on the handicap ramp or the front entry porch as far as
size dimensions and details on railings required by the Code. A detail plan
needs to be shown for this ramp and entry area.
8. There are no details on the handicap bathroom fixtures. We need
elevations showing location of handrails, height of the handicap sink and
fixtures associated with the bathroom.
9. All new doors must be 36 inch with lever handles.
10.A drinking fountain or water cooler needs to be provided in the space.
11.We need a garage foundation layout. Also, elevations for the garage.
On the cross section ice and snow shield must be shown two feet inside
the exterior walls.
12.We need all structural loads regarding wind, snow, and seismic pertaining
to the garage with engineer stamp on those calculations as well as the
drawings for the garage.
13.Emergency lights need to be shown throughout the building to light up the
path to the exit door within the building. Please add emergency lights as
needed. Also, the garage will need to be provided with an exit light
emergency light combination unit.
14.Is there to be a fire alarm system installed within this building or not?
15.Fan shutdown is requested on the furnace, HVAC System if it is over 2000
CFM with a monitoring system.
Once the above items have been addressed satisfactorily, a building permit will
be issued. The above information as based on the plans currently submitted to
this Office.

This office area is identified by the U>S> Department of Agriculture Soil Survey of Warren County, New York by Map
#36. The soil in this area is of the Oakville Series which is relatively flat and very sandy. Bedrock (limestone) is usually
over 5ft. below grade and the frost action is low. The office to be reconstructed is located in Seismic Use Group I (very
limited public liability), Section 1616.2.1. Its site class is A, Section 1615.1.1. The Importance Factor for this property
shall be Ic = 1.00, Table 1604.5. The Seismic Design Category, Sds = <.167g, Table 1616.8.1. The Seismic Design
Category Sd1= <.067g, Table 1616.3.2.
The construction of the office section will not increase or decrease any element of the existing adjoining structure by
more than 5%. The basic seismic-force-resisting system is that of a conventional bearing wall system and a moment-
resisting frame system for support of vertical and lateral forces.
Design requirements for Seismic Design Category A are as follows:
