Cover Sheet Changes listed GENERAL Appropriations 5,655,644. Revenues 4,682,580. Applied Fund Bol. 969,264. Amount to be raised by taxes 3,800. HIGHWAY Revenues 1, 748,000. Am't Raised 414,697. The amount to be raised by taxes under general Town wide basis of 445,497. Tax rate being 43, 110670392 cents per thousand that is down from last years rate of 56¢ per thousand. The Fire/Emergency Services amount to be raised b taxes is 7,534,700 y which would mean a tax rate of $1.35 per thousand Reservoir Park Sewer Dist. Amount to be raised 14,300. Asked if there were any questions about the budget? Councilman Potenza-No question just a comment, there is a decrease in the Town ... and an increase in the Fire Protection...My hat is off to you for the work and effort you have put into this and I am pleased with the preliminary budget that is being presented. Supervisor Borgos-Noted that no contract has been signed as of this date in regard to the Fire or Emergency Services. Noted that the Fire Companies have been asked to cut 40,000 from their proposals... we should have a contract by the end of the year. i Review of line items to be changed... Heads for all their good work in preparing the requests and 'complimei the Town Board and staff for their work in putting it together. Discussion held in regard to the wording of the proposed resolution...it was noted that the salaries for Elected Officials are listed in the budget but on January Ist. may be lowered but not increased over that amount advertised... Councilman Montesi-Mr. Flaherty has asked that I relate to the Board that we are running into problems with the utilities be it gas, elec. or phone or cable in subdivisions or commercial developments where there is not good coordination, with who is going where and when the problem is heightened by the fact that in Queensbury Central we have 8" force mains in the ground and l6" transmission lines...noted that there are mandates on the placement of utilities next to each other it is critical in Queensbury Central where there are stream crossings he would like to form a committee that he would head for the Town of Queensbury and try''ond work out some communications with NiMO, Cable and N. Y. Phone and I think although it may not have authority at least we would meet once a month to put together all the on going projects we might have a better plan of action. I am not sure it needs a Board resolution I think more than anything Tom would like to have the Board's approval that he could proceed with this. Councilman Monahan-it is an excellent idea and l am glad Tom has taken the initiative because I know it has been a problem when we have done sewer districts In the past and water districts they have run into things that they have not foreseen and certainly when we are doing new subdivisions we ougf,t tc get things coordinated right off the bat. Councilman Monter%-It is an interesting problem, they had to put a new gas line up Bay Ro ` and they did it on the right hand side of the road as you go south in the right of way that o new sewer dist. expansion is going. Councilman Monahan-Do they have to get permission? Councilman Montesi-That is the question we have to ask.... Councilman Potenza-noted that there had been problems in the past when there seemed to be problems in the coordination of water pipe placement and the preliminary blacktopping... j Councilman Montesi-We are going to resolve that...I believe the problem was with taps being placed...we will have to change the ordinance on that. Councilman Potenzo-The Advisory Committee suggested that but it was tabled. 1. do not see why the Town Board has to be involved with that, each department should work together and some mutual agreement be reached. Councilman Monahan-Ron, right now you are more concerned with the Telephone and Cable Co. the Utilities etc. Councilman Montesi-Also Paul Naylor would be part of that of that committee too because they have drainage easements Deputy Highway Supt. Missita-Mr. Naylor should be the head of the committee, r fr. Fiaheri has no say what so ever with our roads, where they put anything or anything else. Supervisor Borgos-Starting Monday we can work together... Councilman Montesi-1 am not avocating that he tell them, at this point we would like to know where they are going, l do not know who has authority Deputy Highway Supt. Missita-We do. Councilman Montesi-7 he Highway has the authority. Supervisor Borgos-1 hf lieve the Highway does have the authority but l am sure all departments can work together ... Deputy Hi . Missita-Nimo, p Y hwa 9 Y Supt.P N. Y. Tel. and Cable al/ work one toot out of the right of way...that is what the Highway Supt, had told the three utilities to do in new subdivisions. The Highway Dept. has authorizes what the utilities hove to do. Councilman Montesi-Great, then we can continue along those lines. One of the things that happened along Bay Road Deputy Highway Supt.-That is a County Road. Councilman,Montesi-We need to get this thing coordinated... Councilman Potenza-...if it is a Town Road, a County Road or a State Road if it is in the Town of Queensbury, at least we should have some sort of... Councilman Montesi-The most important thing we could have resolved, was whether it's run by Tom or Paul is immaterial to me, but the important thing was at a monthly meeting a guy said we are running an 8" gas line up Bay Road wait a minute fellows that is ok but you know water is o one side de and.we are gong on the other for sewer.. Councilman Potenza-lt is kind of ludicrous not to be able to tell what is what on any road whether F it be State, County of Town.... - E Councilman Montesi-We-are looking for better communications.. Councilman Monahan-Rick, What kind of mapping is done by the public utilities after they lay lines, pipes, what ever? i Deputy Highway Supt. Missita-They have to submit a permit to the Highway Dept. before they con even dig on the road:,..they tell us where they ore going how many feet etc. and it is filed. Mr. Kurosaka RESOLUTION REGARDING DISCHARGE OF MORTGAGE RESOLUTION NO. 515, Introduced by Mr. Ronald Montesi who moved for its adoption, seconded by Mrs. Betty Monahan: WHEREAS, the Town of Queensbury presently holds the mortgage against certain premises in the Burnt Ridge Subdivision owned by Cobe Inc. as security for payment due in connection with capital contribution charged owed by the developer in the creation of the water district in that subdivision, WHEREAS, Cabe In-. has request the Town of Queensbury to execute a discharge of e mort a 4 9 pursuant the agreement that was marked March 18, 1986 it has promised to make full payment on that mortgage, NOW, THEREFORE RI: IT RESOLVED, that the Town Board of the Town of Queensbury hereby authorizes the execution of discharge of the aforesaid mortgage such discharge to effect all parcels covered by the mortgage. AND BE IT FURTHER RESOL VED, that the Supervisor is hereby authorized and directed to execute such discharge the original of which the Town Attorney has presented at this meeting. McCormack have offered deeds dedicating t^- the Town of Queensbury the following roads: Extension of Courthouse Drive and Equinox Drive and has also offered to convey a drainage easement in the Courthouse Estates Subdivision whit are more particularly described in the survey map presented at this meeting and the origin deed being presented to this meeting, and WHEREAS, Paul H. Naylor, Superintendent of Highways of the Town of Queensbury has advised that he has inspected the said roads proposed to be dedicated to the Town of Queensbury and that he finds the some in their current condition to meet the Town of Queensbury specifications, and a WHEREAS, Thomas K. Flaherty, Superintendent of Water of the Town of Queensbury, has advised that he has made n inspection of water mains and appurtenances along said roads proposed for dedication and finds that the installation is in accordance with the requirements of the Town of Queensbury Water Department, and that said installation is approved, and WHEREAS, the forr,-i of the deed and title to the roads offered for dedication have been reviewed and approved by Pai.riB. I am under the understanding that the acceptance of Phase I of Section 3 has been conditioned to you not building more than four homes per year Mat at correct? l Mr. McCormack-Yes. I Supervisor Borgos-Questioned if an agreement can be worked out with the County would you s be willing to construct another entrance would you do so? Mr. McCormack-Yes. 1 Councilman ,'Monahan-If there was a chance to put in another entrance not on County lands would he do so? Mr. McCormack-If such became available... a Councilman Monahan-Reviewed a section of the new road that had a bank, requested that he j review this situation with Mr. Naylor to protect this area...
