Supervisor Borgos -There are two new positions in the salary schedule,one being Supt. of the
Waste Water Department, Mr. Flaherty will assume the duties of this department, by year
end this will be a full time position but we are unsure at this time. Second position is the Director
of Bldg. and Code Enforcement, we are at the point where, we need a full time person to administer
the operations, we will be advertising for this position soon.
RESOLUTION AUTHORIZING SUPERVISOR TO FILE COMPLAINT ON TENTATIVE STATE
EQUALIZATION RATE

Rate, and

WHEREAS, the State Equalization Rate is utilized to apportion school taxes, allocate state
aid to education, establish tax and debt limitations, apportion the County tax levy, and distribute
sales tax, and
WHEREAS, The Town Board of the Town of Queensbury finds that such tentative rate is incorrect
and will result in financial hardship to all tax payers within the Town,

Supervisor Borgos - This resolution is to authorize me to write a letter to file a formal complaint
about the equalization rate. Before I do that I want to take some extra time to be sure that
the numbers that we are fighting for are beneficial to the people in the Lake George School
District as all the residents of the town. There is concern in my mind as to how this formula
works, rather than looking for a lower rate when indeed we may want a higher rate.
RESOLUTION REGARDING DRAFT ENVIRONMENTAL IMPACT STATEMENT SUBMITTED
BY WEST MOUNTAIN VILLAGES INC.
RESOLUTION NO. 23, Introduced by Ronald Montesi who move(. for its adoption, seconded

WHEREAS, WEST MOUNTAIN VILLAGES, INC. has made applicstion to the Town of Queensbury
for approval of a Planned Unit Development (PUD) and for the creation of a PUD District,
and
WHEREAS, WEST MOUNTAIN VILLAGES, INC. has submitted for consideration by the Town
Board, a Draft Environmental Impact Statement (DEIS), and
WHEREAS, The Town Board of the Town of Queensbury, as lead agency, has determined that
the DEIS must account for, address and amplify as an alternative action, a plan of development
based upon the existing zoning classification and permitted density for the property proposed
to be included in the PUD, and
WHEREAS, WEST MOUNTAIN VILLAGES, INC. has stipulated and consented to extend any
and all time periods within which any Board of the Town of Queensbury is required to act by
law, statute or ordinance with respect to the Draft Environmental Impact Statement until
such time as all additional desired information is submitted by WEST MOUNTAIN VILLAGES,
INC. to the Town Board of the Town of Queensbury, and
WHEREAS, WEST MOUNTAIN VILLAGES, INC. has agreed that the Town Board reserves unto
itself any and all rights that it may have with regard to the consideration or determination
of the PUD application or the Draft Environmental Impact Statement,
NOW THEREFORE, BE IT

Supervisor Borgos - This particular resolution is intended to protect the town from whatever
time clock maybe out there working even on the filing of DEIS whether or not its been excepted
as complete also to protect West Mountain's legal rights to be sure that we don't do something
improper. What it essentially says is that West Mountain brought in a document, we don't
believe it is complete we don't believe that it properly addresses anything but rather than
reject it out of hand we are saying to them, if and when you bring in the rest of it in compliance
with the rules and regulations as they currently exist, we will look at it again, In the meantime
its going to sit there. We are not saying no to the project, we are just putting it on hold. They
have agreed to this, with this understanding. I will be meeting with some of the representatives
tomorrow to continue to go through the project.

Supervisor Borgos - There is one resolution that is not here that has been here in past years
and that is the resolution appointing the Town attorneys that have been here for the past few
years. Those of you who follow the budget process will recall that this year the town budget
for a full time in house attorney as well as a full time in house town engineer. Neither of those
positions have been advertised or filled yet. In relation to the attorney rather than have any
`- official town attorney as we have had in the past, we have asked our current attorneys Mr.
Mathias for the Town Board, Mr. Prime for the Planning and Zoning Board, and Mr. Paltrowitz
for the Labor Negotiations, Labor matters to stay with us. At such time and hopefully within
the next two months when we select an official Town Counsel, Town attorney, we will have
a resolution here appointing that person as Town attorney. In the meantime those other people
will stay here on an as needed basis. We have spoken with both Mr. Mathies and Mr. Prime,
we were not able to contact Mr. Paltrowitz today. They have agreed to this arrangement
they will stay through a transition period. What we are saying is that we are looking for someone
new and as soon as that new person has been selected we will introduce that person to the
public.... We should call attention to the fact there is one new committee on here, simply
called Lake George. Mrs. Monahan will serve as chairperson and I will be on with her. That
committee recognizes and brings very public our deep concern for Lake George. Those of
us who sat through meetings last year heard about the problems of Sandy Bay, heard about
the about the problems of Milfoil, heard about the problems of assessment, heard about the
problems of sewer problems and sewage treatment problems, we are saying to the residents
of Lake George we know your there we are going to try to respond to you, we have a committee
for you now and this committee will not be an inactive committee it will be a very busy committee
This is not to say that the other lakes are going to be left behind but Lake George is a very
special jewel and a gem in the Adirondacks and we are going to work hard to protect it.
