To\~ of QueenHl~lry Planning Board
held at
Quesnsbur~r Public, School
Wednesday, April 6, 1966 at 8:15 P. M.
Presiding: George Kushner
Present: Cushing, Demboski# Laakso, Norton, Sinnott
Absent:: Kirkpatrick
Visitors: Zunde, Haynes, McI1lvaine, Peter M~rtin ?nd
John Matthews of Candeub, Fleissig & Assoc.
l. Minutes of the last meeting were approved.
2. Zunde reported he had talked with Kestner and found
'that expansion of the water is in 8 preliminary state.
3. Received revised Community Facilities Plan.
4. Reviewed comments of 3/21/66 meeting with the Town
Board. We have the following cl')mments::
a. We should do the best we can in developing the
master plan ~nd hope some of the suggestions will
occur.
b. The Zoning Board of l"ppeals is to interpret, and
act on special exceptions and variances of the
Zoning Ordin8nce. We should therefore make the
Ordinance as complete as possible if we want real
planning~ A loose ordinance invites mishandling
of appeals. A tight ordinance is in the best public
interest. Cutting down on the number of zOnes will
give no control over t.he densities. .
c.= A profession8l office zone would be hard to develop
and people would not all want to be in the same area.
d.Regionsl motor park area shown is mostly owned by
Wood except where the town has an option for well
fields. Should carry commercial to Birdsall Road.
The Regional park idea should occur on the concept
plan not the Zoning as this would be too binding.
e. An area may stay as IA. for the planning period of
20 years but may be changed to 1/2A as needed. We
should carry 1/2A. to West Mountain Road. Light
industrial should go to County Line Road 0 perhaps
water from Lake George should go down Ridge rather
than Bay as this is more developable.
f.
The Town should acquire park and school sites
near the town office building.
g.
Too mar.y of the comments were on what is wrong
rather than where are we going.
h.
Felt ,we could not develop light industry west
of the Northway near Corinth Ro~d and there
are '<many small holdings which cannot be pack-
aged easily..
West Glens F~lls could be a good rehabilitation
project. Big Bay area is good residential but
the topography is against commercial.
Variance is a mechanism by which a developer can
present a package and provide services and buffers,
etc.
i.
j.
Zunde feels we have put in more time and given more
corrections than any other board he has worked with.
5. Received preliminary draft of Fiscal Anslysis.
k.
6. Established priorities of community facilities and
traffic suggestions.
Webster, Robertson,'Lampson & Kestner arrived at this time.
7. Reviewed water. Best source at Lake George is off
Plumb Point whe.t:e you get good depth 500' out next 4 or 5
years. South Queensbury next water district then West
Glens Falls - maybe this year, depending on federal money.
Glen Lake area wells take care of several years.
Regional study should be completed within year. Probably
water for region would come from Lake George which would
help on Oueensbury getting Lake George water.
8. Next meeting, Queensbury School, M~y'4, 1966.
