DISCUSSION: SUBDIVISION REGULATIONS
Sr. Planner Baker-Reviewed the proposal as follows:
Changes requested by Councilman Strough
Section 179-11-040 Standards
1.Article 11 –
Base Residential Density- under b. last three words change to lower case
D. 1. (page 11.2) for clarity add (See 179-11-040 D-8)
2. (page 11.3) Open Space – no mention of public access to this allocated
space The Planning Board should consider access to these properties if
appropriate.
7. (page 11.5) take out Planning Board put in Town Board
C.1. (page 11.6) Lands of Conservation Interest- we do not have that category
Areas identified in the currently adopted Open Space Plan.
183 – SUBDIVISION OF LAND
Sr. Planner Baker-Noted there are not a lot of changes.
183-13 F Plat void if revised after approval Insertion material outlines the
criteria that would need to be met. This language would give the Zoning Administrator
the authority to approve lot line adjustments only. This can only be done if 1. does not
increase an existing nonconforming area condition 2. does not change the total number of
lots in an approved subdivision 3. does not affect the location of any existing or
proposed public infrastructure or any existing or proposed private storm water
management system or device.
Councilman Strough-Requested that the Highway Supt. review the Subdivision
Regulations
Councilman Strough-Review 183-1 B. eliminate (all proposed lots shall be so laid out
and of such size as to be in harmony with the development pattern of the neighboring
properties) (Board agreed) after Comprehensive Land Use Plan add and Town Code
Chapter 179 (Board agreed)
183-6Plan details and requirements should be labeled Sketch Plan details and

does that mean the department head or their designee can do this? Sr. Planner Baker that
allows for either of those.
Article VII Public Streets, Sanitary Sewer Infrastructure, Parks, Open Space and
Natural Features
Definition of Open Space are not really in accord with 179 Article 11
183-17 Streets
A. references Town Comptroller Board agreed to take it out. Replaced with
Notwithstanding the above, in extraordinary circumstances, upon approval of the Town
Board an irrevocable letter of credit may be used.
Councilman Strough-spoke on house numbering in the Town, noted problem with the
buildings at ACC not being numbered…Sr. Planner Baker-That is normally done at the
time of approval of the final plat.
183-18 Parks, open spaces and natural features
B. The subdivider proposing land dedication shall file with the Town
Board…correct to state file with the Town
Recreation space shall be provided by the subdivider on the basis of at least 1,000
square feet per lot, but in no case shall the amount be more than 10% of the total area of
the subdivision. Discussion held-In the case of a conservation easement and a person
kept 50% of the land forever wild does he have to give up to 10% - Sr. Planner Baker-
the 10% would be part of the 50%. Suggested to add a sentence If it is a conservation
subdivision the recreation area can be part of the 50%.

Board requested that Town Counsel review this section, requested that Recreation

Supervisor Stec-Spoke to the board regarding the acquisition for the roundabout, we need
to know the right parcels that would be needed for the proposal.
Mr. Breda-Will be starting his project as soon as he receives all the approvals, breaking
ground in September, work will be on the back acre, as far as the purchase of the property
that the town would need we do not have to do that until you are ready.
Supervisor Stec-When Chazen indicates what the Town will need in property acquisition
then we will work out the needed real estate transactions. Will have a resolution on next
Monday night to engage Chazen for this project.
DISCUSSION: West Glens Falls EMS Contract with Warren County Sheriff flat rate for
EMS for a year… requested from West Glens Falls a new draft contract including this …
our contract says that they need our approval before entering into any contacts.
Dock at Glen Lake Boat Launch…we now have a portable dock that is
removed every year. $19,400. would place a permanent dock at that location…our
Highway Dept. will move the suction line for the dry hydrant.
