SUPERVISOR WALTER-The first order of business this evening is a presentation that
the Town Board wishes to make on behalf of fire prevention month, our awareness
month and in recognition of an individual who has done a great deal as far as fire
awareness in the Town of Queensbury. I would like to ask Mr. Charles Tisinger
if he would rise and come up to the front of the room.
We have a resolution to present to Mr. Tisinger.
RESOLUTION OF APPRECIATION
RESOLUTION NO. 330, Introduced by the Entire Town Board.
WHEREAS, Charles Tisinger, a lifelong resident of the area for his 82 years, has
served the Town of Queensbury since nineteen seventy-eight as an assistant to the
Fire Marshal's office under the auspices of the Green Thumb Program, and
WHEREAS, Charles Tisinger, known to all as Smiling Charlie, has been an invaluable
asset to the Town through his faithfulness and diligence in distributing fire prevention
brochures and pamphlets and informing the public on a one-to-one basis of fire
safety measures, and
WHEREAS, due to his dedication, the Fire Safety records of the Town reflect in
a positive way Charlie's contribution to the information and education programs
conducted by the Fire Marshal's office, and
WHEREAS, during his nine year tenure, Charlie has never missed a day's work; has
never been deterred by sweltering summers or frigid winters; and moreover, has
never failed to impart a wonderful sense of humor as he presents his lifesaving
messages,
NOW, THEREFORE BE IT
RESOLVED, that the Town Board, in observance of the month of October as Fire Prevention
Month, and on behalf of the residents of the Town of Queensbury, wishes to say
"Thank You" for his contribution in making the Town of Queensbury a better and
safer place to live. With this Resolution, the Town Board recognizes Charles Tisinger's
past and present efforts in promoting Fire Safety on a year-round basis, and extends
its heartfelt gratitude to him as he continues his work.

SUPERVISOR WALTER-Noted that Mr. Bodenweiser has made us aware through his office
�--' of fire prevention tactics in the town and he has had Charlie at his side.
COUNCILMAN MONAHAN-I think this is another example of the people in Queensbury
making Queensbury a great place to live.

CHARLES ADAMSON: Ward I, I gather that any further discussion at this point of

the equalization rate in the Lake George School District is premature. I understand
you have made an effort to get to Albany and see what is going on.
TOWN COUNSEL-To bring you up to date, I have had several phone calls with the General
Attorney's office. The town is certainly concerned about the rate that the state
has provided for two reasons...the impact that the rate has on the Lake George
School District and the Town of Queensbury residents in there and what appears
to be obviously a shift in terms of the tax burden. In addition to that, that
same rate is also going to have an impact in terms of the funds that the town receives
through the county and the state...its a number that we really want to take a hard
look at. The state rate when they come up with their equalization rate they are
basing the rate on sales that have occurred two or three years ago, which is why
in this instance you have a higher than a 100%. The way to readjust that is something
that I am trying to get some real answers from and will probably involve a meeting
with some officials with The State Board of Equalization and Assessment.
SUPERVISOR WALTER-I will notify you when we can get somebody up here so that you
can bring your group in.
COUNCILMAN MONTESI-Thanked Paul Naylor and Harry Hansen for the good job done in
South Queensbury in the last two weeks, in getting that recreation park complete
before the snow flies. Paul brought in the gravel, the paving dust on and that
took about a week...We've leveled and graded the baseball field, we also graded
an area that will be our ice skating rink for the winter. Next spring we will
be looking to blacktop the basketball court and maybe put some light on the court.
We do have the light fixtures available we just need some electricity and poles.
JAMES WINCHESTER-Pitcher Road, presented a letter signed by the residents of Pitcher
Road to the Town Clerk regarding the speed limit on Pitcher Road. There is no
speed limit on Pitcher Road, there is a 30mph on VanDusen, and a 50mph on West
Mountain Road and a 40mph on Luzerne Road and nothing on our one mile that is hemmed
in by two T intersections. Everybody on the street is in favor of a 40mph on Pitcher
Road.
SUPERVISOR WALTER-Asked Mr. Naylor if Pitcher Road was included last year.
PAUL NAYLOR-No it was not one of the road specified.
SUPERVISOR WALTER-We will take your petition, this Board does not have the authority
to set speed limits. We will pass a resolution to have the county Highway Superintendent
refer this to the State of New York. Noted that it does take awhile to get response
from the state, they will do a study out there and report through the Town Clerk
at a public meeting what their findings are.

RESOLUTIONS
RESOLUTION TO SET PUBLIC HEARING ON THE ESTABLISHMENT OF AN IMPROVEMENT DISTRICT
RESOLUTION NO. 331, Introduced by Mrs. Betty Monahan who moved for its adoption
seconded by Mr. Stephen Borgos.
WHEREAS, a map, plan and report have been prepared by Kestner Engineers, P.C. in
the manner and detail as determined by the Town Board of the Town of Queensbury
regarding the creation of the Hiland Park Water District, and
WHEREAS, such map, plan and report have been filed in the Town Clerk's Office in
the Town and
WHEREAS, The boundaries of the proposed Hiland Park Water District are described
in Schedule "A" hereto annexed, and
WHEREAS, the improvements proposed consist of the installation of water mains and
appurtenances, together with other construction and materials as described in the
map, plan and report, and
WHEREAS, the maximum amount proposed to be expended for the aforesaid improvements
is $2,210,000.00, and

WHEREAS, the proposed method of financing the cost of improvements shall not be
through the issuance of bonds, notes, certificates or other evidences of indebtedness
of the Town of Queensbury, but rather shall be borne by the developer in accordance
with the Memorandum of Understanding of July 1, 1987 annexed and marked Schedule
"B", and
WHEREAS, the map, plan and report describing the improvements are on file in the
Town Clerk's Office for public inspection, and
WHEREAS, the costs aforesaid shall be assessed, levied and collected from the lots
and parcels of land within the boundaries of the district heretofore described.
in the same manner and at the same time as other Town charges and further pursuant
to an agreement made in accordance with Section 277 of the Town Law between the
Town of Queensbury and Hiland Park Corporation guaranteeing the payment of the
assessments and the costs for the extension of such district,
NOW THEREFORE BE IT
ORDERED, that a meeting of the Town Board of the Town of Queensbury shall be held
at the Town Office Building at Bay & Haviland Roads in the Town of Queensbury on
the 10th day of November, 1987 at 7:30p.m. for the purpose of conducting a public
hearing on the proposal to establish the Hiland park Water District with the improvements
specified as aforesaid and to consider the map, plan and report, and to hear all
persons interested in the subject thereof, concerning the same, and to take action
as may be required and authorized by law, and it is further
ORDERED, that the Town Clerk of the Town of Queensbury is hereby authorized and
directed to publish a copy of this order on the sign board of the Town of Queensbury
in the time and manner required by Town Law.

RESOLVED, that this Town Board does hereby prepare and approve as the Preliminary
Budget of the Town for the Fiscal Year beginning on the first day of January, 1988
the itemized statement of estimated revenues and expenditures hereby attached and
made a part of this resolution, and be it further
RESOLVED, that such Preliminary Budget shall be filed in the Office of the Town
Clerk where if shall be available for inspection by any interested person at all
reasonable hours, and be it further
RESOLVED, that this Board shall meet at 7:30 P.M. on the 5th day of November 1987

DISCUSSION HELD BEFORE VOTE:
SUPERVISOR WALTER-Stated that the Town Board would be going line by line through
the budget to make any changes necessary.
COUNCILMAN BORGOS-Last night we met for six and one/half hours in our four or fifth
or sixth meeting in this budget. We had a tentative budget proposed by the Supervisor
after she had received the requested budget from each department. Noted that the
final numbers were still not done yet and read the changes made in the preliminary
budget.

DISCUSSION BEFORE VOTE: (Budget to be found on page
SUPERVISOR WALTER-Any change in the schedule would not take place until the first
of the year but the Board as the previous Boards, states that the user should be
the payee and that some of these expenses should come out of the general overall
budget where everyone has to pay a share for particular and special services. In
increasing and looking at these schedules that is what the Board has determined.
All of these numbers, if the Board passes a resolution for them to stand will be
on record with the clerk for review and the Town Board will entertain comments
on the budget on Thursday, November 5, 1987, at 7:30 P.M., thats' a special town
board meeting for a public hearing on the budget only.
COMMUNICATIONS:
COUNCILMAN MONTESI-There are two lights that we have had requests for from residents,
one is Griffin Place which is in Central Lighting District and it calls for a light
and pole at the end of Griffin Place which is a deadend street. They have been
having some parking, parkers problem and vandalism at the end of that street.
The other light is in Ward 4, Haviland Avenue, Pole #12 and that is along stretch
of Haviland when you leave the city line and get into Queensbury. Asked to have
a copy of resolution sent to NIMO. Noted that it cost $250.00 a year to keep a
light.

COUNCILMAN MONTESI-This is an unusual situation, there is only one house that this
traffic problem impacts on...the Beaman's old house near the Tennis and Swim Club.
He has three children now and when you drive in from Quaker Road and until you
hit the city line there is no posted speed limit and as they go by his house the

cars go pretty fast. I asked him to address a letter to us so we could pass it
on to Mr. Austin.

the Board to pass a resolution to send both request to Mr. Austin.

COUNCILMAN MONTESI-Stated that the posted speed limit on that road is 35mph and
as I pointed out driving from Dixon Road there is one speed sign on the right hand
side of the street half-way in.
PAUL NAYLOR-There is one right on the corner.
SUPERVISOR WALTER-Stated that the next thing the Town could do is to designate
truck routes. We will have to have somebody take a look at that and see where
they are.
COUNCILMAN KUROSAKA-Noted that a weight limit should be looked into.
PAUL NAYLOR-Would it be advantageous to hire somebody to look at the area for a
couple of days to see just how many trucks do go through that area.
COUNCILMAN BORGOS-Asked if he thought it would be a fair time of year right now?
SUPERVISOR WALTER-We have to make a differentiation as to what is local traffic
and what is traffic passing through.
PAUL NAYLOR-Noted that the Board could ask the Sheriff how many tickets had been
given out for trucks...he might give some input. Stated that this route has been
used for many years and the older residents had never complained...also there has
been a lot of construction going on there but a lot of it is over with. Once it
is marked 5 ton, its forever.
COUNCILMAN BORGOS-Asked about putting up a sign...No Thru Truck Traffic without
putting a weight limit.
TOWN COUNSEL-No enforcement.
COUNCILMAN KUROSAKA-If you say no truck traffic, I've got a truck.
PAUL NAYLOR-I don't think it is a straight forward type of thing, no more than
Meadowbrook or Garrison.
COUNCILMAN MONTESI-The sign that went up at Garrison solved the problem.
PAUL NAYLOR-I've got a lot of phone calls from Webster.
SUPERVISOR WALTER-You are saying that before we set a public hearing, we should
have somebody else take a look at it.
PAUL NAYLOR-It would give the Town Board an idea of what we should do with our
truck traffic. The guys pay for tickets and they are tax payers to and they pay
a lot of bucks to run their trucks on the road.
SUPERVISOR WALTER-Thanked Paul and said that is what they will do...try to contact
somebody, maybe even in the Sheriff's Dept.
