Remarks:
David,
Enclosed are updated drawings for proposed changes to our permit drawing set-dated 11/11/2005. The
changes are an addition of a bathroom, a future washer and a secure storage room at the new full
basement.
Also enclosed are revised elevation drawings showing window and column changes. We would like to
change the originally approved double hung windows to sliders with grilles as shown and add windows to
the exit stairwells as shown. Please note we have eliminated the smaller original wood posts at the first
floor exterior sidewalks to allow the proposed new larger columns to become more dominant.
We would also like to change the main entry door system from a single T-0"door with sidelites to a 2-
leaf 4'-0"entry aluminum door system.
If you have any questions, you may call Todd Howard or I at our office. Thank you in advance for you
considering of these changes.
Signed:
Donald Davis

Dear David;
We are writing this letter; to address your two concerns for the interior suite and bathroom configuration
changes.
Bathroom sink clearances: Attached are plan sheets at W scale for the rear and the front second
floor sink locations. They have been shifted over to show clearance compliance.
Required habitable ventilation compliance: I have attached a copy of the Building Code of New York
section 1202.4, Natural Ventilation and Building Codes commentary - section 1202.4, Natural Ventilation;
both reference the use of doors as a means for ventilation. It is our opinion and interpretation that the
entry doors allow for compliance; however as a compromise, a screen door shall be installed as part of
the entry door assembly.
It is our hope that these changes will be acceptable to you. Due to the construction time constraints could
you please call me at my cell 518-321-4954; if you have any further questions.

Mr. David Hatin -Director of Building and Code Enforcement
Town of Queensbury
742 Bay Road
Queensbury, New York 12804-5902
Dear David;
We are writing this letter, addressing your concerns and per your request from our mtg. at your office on
October 27, 2005.We each item is addressed individually:
Item 1. As mentioned in our meeting and our subsequent telephone calls—we have combined the two
phases under on "bind set of drawings"; they also include the rear eight unit structure. This accomplishes
two goats — allows us to avoid losing or obtaining co-ordination errors by reconfiguring the construction
drawing/bid set. It also allows the simplication of similar details and design features as were approved by
the Zoning and Planning boards.
Item it. Truss ID symbols /notes as per your request; are placed on the Life Safety drawings We have
also noted both the Construction Manager, (Steven Chester) and the building Owner, (Shaki Bhatti)
about the purpose and their responsibility for posting on site, once the building is constructed.
Item/it.Door schedule is submitted —combined showing all doors for both phases; with their respected
fire ratings and hardware requirements. Note: I have spoken with Mr. Gerard Hathaway Building Code
interpreter at the State Codes Division-he concurs that our doors of 7-6°wide are acceptable—per code
section 1003.3.1.1, page 208 — exception 7; which allows bathroom doors to not be adaptable in width.
This is also an important space consideration;considering our existing conditions.
Item IV:Calculations are attached to this written letter, signed and stamped.
Item V. To my knowledge I am told those contracts as well as a contract for us to perform site
supervision(Construction Administration) has been submitted to your attention.
item VI: Entire project design is for an automatic sprinkler system NFPA-13R. First, second and
basement/crawl spaces will be sprinklered.
Item V11. A second exit is being provided—exterior stair—due to the anticipated occupancy load—not the
calculated occupancy load—,which is less than 10.
Item Vlll. Canopy details are provided for exterior door exits.
Item IX: We have attached a Room Finish Scheduled —detailing those flame-spread requirements — it
also includes the closets and stairwells.
Item X: Presently the south —west room at the existing first floor unit is used / designated as the H.C.
room. Plan shows it being renovated to become compliant to the standards required in the 2003 Building
Code of New York State.
s
Item XI: Electrical plans— indicate all emergency lighting, exit signs, Fire alarm horn I strobe light, wall
mounted fire alarm strobe lights. In addition a typical mounting height elevation is included on electrical
plans—showing the pull station, telephone and intercom.
Item X11. Lighting evaluation form is included—form was previously completed.
Item Xlll:Sound transmission detail shall be the same as designed for infill phase.
Item DOG Ice and water shield locations and sizes were indicated previously on the roof plan—see roof
plan drawing.
The following items address comments of Fire Marshall,Mr.Michael Palmer.
Item 1. This floor plan drawing shall be placed on all suite doors before the final Certificate of Occupancy
is approved; by the Construction Manager and Owner.
Item ll: This item is addressed—see response to item#2 first page.
Item M: Electrical plans indicate all items;also refer to response item number 11 page 2.
Item IV: Same as item III above.
Item V. Locations are shown, which we believe is compliant
General. We have also added to the E-1 drawing sheet a Typical Mounting device elevation diagram.
Respectfully submitted,
Donald Davis Jr. R.A. (N.Y. and N.J.)

RE: Budget Inn,Building Permit No.2005-790 and Building Permit No.2005-819
Dear Don:
The following items need to be addressed in order for us to issue a permit for the additions and
alterations to the Budget Inn on Route 9.
We need new applications submitted so that Building Permit No. 2005-790 will
reflect the Phase I and Phase II of the front two motel units, and that Building Permit
No.2005-819 will reflect the rear proposed eight unit motel unit.
You must submit truss ID paperwork on the plans that shows the correct
identification sign for the truss ID and they mint be at all exi s er
connections and any fire alarm panel or doorway. r4l.,
3. You must submit a door schedule that shows that the door width an&ntl6g of all
doors to be installed within the building are the correct dimensional requirements
and correct rating of 20 minutes. ve-e/10W ' ;-1,.< C4 C-
We need the calculations for floor loads.
We will need contracts from Steve Chester for soA& y4s, eefte=c testing, and
structural inspections submitted to this office prior to issuance of the permit.
We need a note on the drawings that states that the first story will be sprinklered,as
well as the second story additions on Phase I and Phase II project.
The rear eight unit apartment building needs to be provided with a second exit.
We need a detail on the canopies over all exterior exit doors from the stairwells.
! We need notes on the plans that reflect that all interior finishes in the rooms will be
Class C,and the corridors will be Class B.
We need to identify one additional compliant handicap room in Phase I or Phase II,
and drawings submitted to show that it will be handicapped accessible.
"HOME OF NATURAL BEAUTY . . . A GOOD PLACE TO LIVE"
SETTLED 1763
11.> We need a complete fire alarm plan layout, including all detection devices and alarm
devices and also appropriate detection and audio visual within the handicapped
rooms,as well as pull stations and any other devices required by the Building Code.
We need the lighting evaluation for Phase II submitted as a part of the Energy Code.
` We need the sound transmission on the plans upgraded to an STC of 50 showing the
appropriate UL design.
Please show the appropriate ice and snow shield on roofs that shows it two feet
inside any exterior walls on all cross sections and any appropriate elevations as
needed.
As of now, this,I believe, identifies all the issues that are currently outstanding.
Also attached is the Fire Marshal's request, some which duplicate my request, but that need to be
addressed on the plans before a permit can be issued.
As always,if you have any questions, please don't hesitate to contact me at 761-8253. Thank you
for your attention in this matter.
Sincerely,

Dear David;
We are writing this letter, submitting the attached Xerox"cut sheets" and revised drawings as a response
to your code review letter of October 13, 2005. We have addressed your items individually as follows:
E
Truss ID paperwork as per your request. This will be copied to the Construction Manager, (Steven
ter) and the building Owner, (Shaki Bhatti); for their purpose of producing and posting on site, once
the building is constructed.
Item Il: The basement is proposed to be sprinklered — both in this Phase I and Phase II. We had noted
this in drawings A-LS, "Sprinkler System Notes" and the Plumbing Cover sheet "Fire Protection Data",
sheet P-O.
Item Ill:Two fire penetration / stopping details have been drawn (provided). One is for electrical / small
piping penetrations; the other is for Plumbing vent/ sanitary (large) penetrations. Also enclosed are "cut
sheets" from the manufacturer— 3M; an industry leader in fire stopping products. ("Fire Barrier 2000 +,
silicone sealant. Collars to be 3M Ultra—plastic pipe Device and 3M Interam Ultra GS intumescent tape.)
Item IV: I have reviewed the light / vent and windows relative to all the room areas. Please review
attached Room/Space Natural Light, Ventilation and Egress Information Schedule. I have modified room
space areas— because my original area room calculations included the entry circulation corridor spaces
into the sleeping rooms. This entry circulation corridor spaces does not fall under the category of habitable
space—therefore needs not natural light or ventilation. I believe that the present window sizes and design
are compliant.
Item V. Phase II—which has been submitted will provide for all required exiting.
Ppplication.
We believe a door schedule was provided in the specifications booklet as submitted with the However we are providing another copy along with the hardware schedule'`
Ite : Handrails at both sides of stairs were indicated; however we have extended the handrail at the
om runs for both the first and basement levels. See revised drawings A-1 and A-1A.
lte A wall assembly detail showing the required STC rating has been added to the drawing A-LS.
Ei=gn
ieve calculations were enclosed with the original building department submittal. I may have
and stamp them; which I have done in this submission. Design (structural) loads were
provided on the framing plans—see sheets A-4 and A-5.
ItemX. We show this in plan sheet A-1, note number 12 and Section / Elevation sheet A-6 drawing
number 2 at the bottom of that sheet.
r` R
i
It 1: Sink in ADA bathroom of the ADA room shall be changed to match that as proposed in the public
A bathroom. Sheet A-9 has been changed, and is attached.
(:
Item XII: Soils, Concrete and Structural inspections will be separate contracts. The building Owner shall
be r nsible for obtaining and submitting to your office those contracts. However; once the project is
nderway and roof/floor framing truss shops have been received and reviewed by our office; copies will
then be distributed to the building department office for their files.
Ile ►t: The site utility work scope is part of the site engineering work. Our plumbing engineer has
!Ile
the water and sewer details for leaving/entering the building structure. I do not have the expertise
in this area; however I will follow up with Mr. Mike Shaw to try and understand any concerns; and will also
request for the site/civil engineer Mr. Tom Jarrett to speak directly with Mr. Shaw as well.
Zne
The signing of this document may have been an oversight. We have provided another copy
d; along with the required lighting evaluation information.
General. As per Mr. Craig Brown's request we are providing the color of all items as approved at the
Planning Board meeting of April 26, 2005.
The following items address comments of Fire Marshall.Mr. Michael Palmer.
Item As noted in the Life Saftey drawings and specifications; sprinkler diagrams / shops will be
s mitted to the Architect for review by his Plumbing Engineer. This is also stated in response to item
umber 11.
tem II: y e will add three new smoke / heat detectors to the basement level. See attached revised
N3aselnent drawing,A-0. See also attached"cut sheets". IV
f,T XJ-1 `
em to ddressed in Item III P 9 a e one.
Item I : Please review revised drawing E-1 with schedules and symbol legend.

RE: Budget Inn,931 State Route 9
BP File No. 2005-790
Dear Don:
The following items need to be addressed on the plans for the Budget Inn addition
between the two existing motel units.
l. Truss Id signage must be provided in accordance with New Ygrk State legislative
law identifying buildings having roof trusses.
2. The basement is being proposed as storage and therefore must have a 5/8 on
the ceiling of the entire basement area unless sprinkler protection is going to be
provided in the basement area.
3. There is no firestopping shown for penetrations through the floor. We need detail
in what type of materials will be used to provide firestopping through floor
systems.
4. The window schedules do not appear to provide enough fresh air for the rooms
shown on the specs supplied with the light and ventilation charts. Please re-work
these to assure that we enough ventilation for each room.
5. The code requires that the second story be provided with 2 exits. You are not
allowed to build a 2-story building with one exit on the second story. Therefore, a
second means of egress must be provided through stairs or rated corridor or
exterior stairwell to grade.
6. There is no door schedule shown on the plans.
►nwFniar!RAd RGAI!'rN/ n rnnr rc nor rn . r
October 13,2005
Don Davis, Jr.
7. Handrails are required on both side of stairwells and must be 12 inches beyond
top and bottom of stairwells. The detail on the plan appears to not be 12 inches
beyond the top and bottom step.
8. There is no detail on the plans to show that you will be providing a sound
transmission barrier of 50 between the rooms.
9. We need floor load calculations to be provided with the structural calculations.
Also the structural calculations must be stamped by the engineer of record.
10. There must be a handicapped service counter provided at the service desk no
more than 34 inches in height by 36 inches in width.
H. You are showing a base cabinet in the handicapped bathroom for the sink. The
sink itself cannot have a base cabinet and must be open underneath in order to
meet the handicapped requirement.
12. We need contracts for the soils, concrete and structural inspections.
13. 1 am asking that you contact Mike Shaw of the Sewer Department to assure that
the connection to the sewer main is correct for the details provided on the plans.
14. The Energy Code evaluation of the building is not stamped or signed by the
engineer of record. Also, there is no lighting evaluation shown as a part of that
submittal.
15. Also, attached please find a letter from Mike Palmer, Fire Marshal regarding the
concerns he has.
If you have any questions you may reach me at (518) 761-8253 or Mike Palmer (518) 761

RE: Budget Inn,931 State Route 9
BP File No. 2005-790
Dear Don:
The following items need to be addressed on the plans for the Budget Inn addition
between the two existing motel units.
1. Truss Id signage must be provided in accordance with New York State legislative
law identifying buildings having roof trusses.
"HOME OF NATURAL BEAUTY . . . A GOOD PLACE TO LIVE"

IL.
If you have any questions you may reach me at (518) 761-8253 or Mike Palmer (518) 761-
8206.
Thank you for your attention to these matters.

Re: Budget Inn
I have reviewed the submittals of, and have the following comments:
1)Provide complete sprinkler drawings with hydraulic calculations. FDC to be 5"
storz.
2)Provide information on smoke detector units. It does not appear that(1)detector
is adequate in the basement area, when the coverage distance is generally 30sf
3) Truss ID signage required.
4)Electrical plan legend doesn't include exit signs and emergency lighting. Please
provide details.
5)Fire extinguisher locations to be discussed
Respectfully,
