DISCUSSION: MAIN STREET UPDATE – BARTON & LOGUIDICE
Supervisor Stec-Opened the Meeting – noted that all Board Members are present except
for Councilman Metivier who is out of town. Update on underground utilities and bids
on the project.
Representative of Barton and Loguidice-Costs: Water and Sewer - All the easements
have been secured, over thirty.
Town Counsel Hafner-What we have paid landowners is just under six hundred and sixty
thousand all have been paid except one that will be about four thousand. Explained
eminent domain procedure.
Representative of Barton and Loguidice-The utilities were strip easements along the
frontage with box out for the above ground structures. The water is in the roadway on the
north side on the west bound lane, the sewers are under the sidewalk which is in the road
right of way. All the private utilities are in a common utility strip mostly on the south
side.
Councilman Montesi-Did we figure that we would pay that much?
Town Counsel Hafner-That was in our expectation.
Representative of Barton and Loguidice-Bids were let by Warren County three bids
received-low bid was slightly under the bid estimate, 15,346 million, the entire project.
The recommendation for award has been completed by Clough Harbour the County’s
consultant, the County has sent that on for DOT approval. This covers everything
except the work that the utility companies were going to do. National grid will have their
own contractor. Verizon and Time Warner will also run utilities through an underground
conduit. Those companies will have their own inspectors reviewing the conduit
installation.
Councilman Strough-We will have several conduits that are empty that we own and we
could lease to those that need it in the future.
Representative of Barton and Loguidice-All the services going from the main line trench
to the houses and reup the houses.
Supervisor Stec-No out of pocket to the homeowner unless they need to upgrade their
own services.

Representative of Barton and Loguidice-This will not include interior wiring, we will go
only to the meter and all the lateral work. Eighty percent funded by Federal and fifteen by
State five percent the Town. Spoke about the kiosk and the Richardson Street
enhancements.
Supervisor Stec-Spoke to Lake to Locks Passage Program, to possibly fund the kiosk ..
looking into occupancy tax funds as a source.
Councilman Strough-Talked about having a bus stop site at the kiosk.
Representative of Barton and Loguidice-The County will be paying for part of the water,
whatever they disturb they pay for, we decided to upsize so the Town will pay the
difference and the addition of new water lines the Town will pay for and a portion of the
road where they were not affecting the profile.
Councilman Montesi-Total water improvements is a million three and our share will be
five hundred thousand.
Representative of Barton and Loguidice-We are about a half million under the figures of
June. Regarding Water, we did a map and plan of the district for the improvements we
estimated one three for everything, the town portion to be paid from the district fund is
five hundred and fifty thousand. Sewer-total estimated cost in the map, plan and report,
was one point five six million the bond resolution for the district was completed in Dec.
of 08 at one four … bid and contingency and ten percent CACA came to about one
million four we are well under what as estimated for the sewer.
Supervisor Stec-When will the project be started?
Representative of Barton and Loguidice-I am hearing they want to start in December….in
the contract all the utility work will be done by March 25, 2011, all water, sewer and
drainage and making sure the underground trench is placed, the wires pulled and
energized the services are re-upped and all the poles are gone. It is a two year
construction period, all of next year will be utilities, all the year after will be the road.
Wastewater Supt. Shaw-This project is out of the norm for both water and sewer,
basically when we do a project it is under our control, this being under a County Project I
need to be clear on what my responsibilities will be as far as daily issues or payment
requests coming from contractors who authorizes and reviews and who pays for it and
who keeps track of change orders and how is the Board involved?
Representative of Barton and Loguidice-When the agreement is put in place between the
County and the Town, regarding payments, a contractor will submit a pencil copy of the
estimate together we have our inspector review it, if everything is fine he will send it to
us we communicate with you and you review it before it all gets authorized. It will not
go to the Town Board for approval it will go thorough Clough Harbour and the County
process for payment to the contractor.
Wastewater Supt. Shaw-Does a change order happen the same way?
Representative of Barton and Loguidice-A change order will be the same way.
Water Supt. Ostrander-The five hundred and fifty thousand will go into a fund that the
County controls?
Representative of Barton and Loguidice-Yes.
Supervisor Stec-The sewer bond is in place the water money is there already, the balance
is what we will end up bonding. Will we front them all the money all at once?
Representative of Barton and Loguidice-That is they way DOT requires it.

Supervisor Stec-Discussed open supplement to contract with Barton & Loguidice
Representative of Barton and Loguidice-Everything that we have billed has been paid.
We have estimated that we will have one construction observer for one year, for sewer,
water, under-grounding trenching, all the services kiosk and trail, including change
orders, submittals, payment request reviews, project meetings this will be part of the
numbers that have been talked about. All the pole boxes, hand holds, three phase
transformers, they are all provided in the two million dollar fee from National grid, but it
is all installed under the one point four by the contractor.
Councilman Strough-The three hundred and ninety nine thousand four hundred, does that
take us up to putting in grass and trees?
Representative of Barton and Loguidice-That should be it.
Supervisor Stec-The three hundred and ninety nine four, there is some of it in the water
numbers, and some in the wastewater numbers…
Representative of Barton and Loguidice-We will track it because we know it goes Town
General Fund, Sewer Dist.,…
Supervisor Stec-My concern is that it is not over and above the four point nine …
Representative of Barton and Loguidice-It is part of those numbers.
