2010-04-12 MTG. #14 SPECIAL TOWN BOARD MEETING 04-12-2010 MTG. #14 746 TOWN BOARD MEETING MTG. #14 APRIL12, 2010 RES. 165 7:00 PM TOWN BOARD MEMBERS PRESENT SUPERVISOR DANIEL STEC COUNCILMAN ANTHONY METIVIER COUNCILMAN RONALD MONTESI COUNCILMAN JOHN STROUGH COUNCILMAN TIM BREWER The Post Star Representatives of Queensbury Central Vol. Fire Dept. Mr. Rodd Shimkus President and Chief Executive Officer of Chamber of Commerce DISCUSSION: QUEENSBURY CENTRAL VOLUNTEER FIRE CO. BUDGET Representative of Queensbury Central Fire Company-Dropped the operating budget 2% and did the overall budget at 3%. Presented a five year projection, no big spikes. In 2015 it would drop down to 3%. Supervisor Stec-The Capital Reserve/Debt Payment future money to be used for a combination of the building expansion and in three years or engine rescue replacement. Representative of Queensbury Central Fire Company-We projected a cost of $850,000 for the engine rescue replacement. Councilman Montesi-Questioned what small equipment was for $60,000 per year? Representative of Queensbury Central Fire Company-When you see small equipment you think axes and sledge hammers, but that is not the case it encompasses a large amount of our equipment, annual turn over in gear which is coat and pants, ten sets a year, approximately $15,000 a year. Any type of fire fighting equipment that is less than a thousand dollars. If it is maintaining something we already own it is put under R&M (repair and maintenance) lines. Councilman Brewer-If you are buying sixty thousand dollars of new stuff every year why is there such an expense for R&M? Representative of Queensbury Central Fire Company-R&M would be the required annual test to test our ladders, hose tests, packs tested, all the testing that is associated with the fire fighting equipment. Fire fighting equipment is everything over a thousand. Replacement of air packs, jaws of life equipment, CO Meters etc. Supervisor Stec-Building and Grounds, the snow plowing, lawn care and custodial… Representative of Queensbury Central Fire Company-Also fire alarm system testing, fire suppression testing, sprinkler system testing, and generator testing. Snow plowing we paid eighty six hundred for snow plowing and close to eight thousand dollars for lawn care. We bid that out every few years. Councilman Metivier-Spoke to a landscaper last week he is working a proposal for all five to give us a gage. Representative of Queensbury Central Fire Company-We all have to be first, that is the biggest problem. Councilman Metivier-Also looking at insurance policies, would like copies to review. Representative of Queensbury Central Fire Company-There are some areas that need to be addressed. Supervisor Stec-Part of the MMA report was an analysis of how long it takes to drive expanding circle from the station and where the rings intersect that is where the line should be. Councilman Montesi-Need the input from the fire companies regarding the lines. Councilman Strough-Central is the only company that I know of that has not asked for an increase in territory. Representative of Queensbury Central Fire Company-It cannot be just a combination of those circles it has got to be a combination of how densely populated the fire area is, where the firemen live you lose more time from firemen getting to the truck then the truck getting to the fire. Supervisor Stec-Your building desires, how long would it take to go out to bid? Representative of Queensbury Central Fire Company-Mid August of this year…we do need site plan review for the project. Start project construction mid September with a seven month construction. Supervisor Stec-How much to do site plan and get it out to bid? Representative of Queensbury Central Fire Company-Two hundred thousand dollars. Supervisor Stec-The capital reserve/debt payment is basically the left over from the way you have run this out if held to a 3% increase over the next three years, and you subtract out all your operation needs and your tower payment then the number above it is the balance that would be available into a restricted capital account. The restricted account would be for the expansion of the building and the next vehicle in 2013. Councilman Montesi-Could use the $165,000 for the plans and then they would be done. If things look good then you could go ahead and do it, if not we still have the money to pay for the plans without hurting the budget. Representative of Queensbury Central Fire Company-The only problem is the potential impact three years from now when we buy a truck because that was going to be used for the down payment. Supervisor Stec-The Contact for three years seven hundred, seven twenty one, seven forty three…the question for the Board is are we comfortable with a three year contract with a three percent annual increase for Central knowing that the first year the hundred and fifty three thousand the second year the one sixty five and the third year one seventy eight is essentially capital reserve/future debt payment for the two projects. The secondary question is do we want to acknowledge in a contract and allow them to spend money getting these things out to bid? Councilman Montesi-I think the guys have done a due diligence, we have three percent I want to see them go to bid it is hard to say yes to the building without having that…If the number comes in extraordinary high then we would have to look at it with you, and say what you really needed was a roof and a heating system. Representative of Queensbury Central Fire Company-If we come in cheaper then what was anticipated then we have to warm reception to say look good job continue it. Supervisor Stec-If it comes in really favorable then obviously the term of your debt we may shoot to keep the payment similar or shorter years, or accelerate payments on the truck. SPECIAL TOWN BOARD MEETING 04-12-2010 MTG. #14 748 Councilman Montesi-If you want a reaction, we like the three year contract, and we want you to go to bid. Supervisor Stec-A three year contact with these numbers and we leave it open ended that the balance money goes to a restricted reserve that they need to come back to us to use for whatever with the proviso that they can use for professional services getting ready to th bid in this year. On April 19 set a public hearing date for a three year contract. We want you to pursue the plowing the lawn care the cleaning contract the insurance contact, I think when you pull your buying power there is money to be saved. Representative of Queensbury Central Fire Company-Will structure the bids in phases, phase one, phase two and combined. DISCUSSION: ADIRONDACK REGIONAL CHAMBER OF COMMERCE- TOWN MARKETING PROPOSAL Mr. Todd Shimkus President and Chief Executive Officer of the Chamber of Commerce- would support the Lake George Convention and Visitors Bureau (CVB) on promoting Queensbury. Supported the Rack Card out there at visitor centers at the expos the shows absolutely should be done, creation of a sales portfolio and presentation kit to promote the businesses in Queensbury that have the capability of hosting meetings and functions and connections and there is a number of them…that is one of the most important new things that the CVB largely with Warren County Bed Tax money is doing now. Trying to get travel writers from outside the area to come here … in hopes that they will go back to there area and write about Queensbury as a destination to go to, noted Warren County does a lot of that. When doing brochures recommended using Queensbury Businesses for the work. Suggested that rather than starting a new website with CVB the town join into a new regional marketing website, www.glensfallsregion.com partner with us and Mannix Marketing … The Town of Queensbury would have their own micosite on the page..if you put an event on your micosite it will automatically go on the glensfallsregion.com at no additional cost…showing up on all five sites. Councilman Montesi-Who decides what goes on? Mr. Shimkus-It is entirely up to the individual organization…Mannix Marketing updates the data. Councilman Strough-We need to sit down with Sarah Mannix and Mannix Marketing and work out what direction we want to go with not only for marketing in general but the website as well. Supervisor Stec-Does she come in as independent person for that conversation? Mr. Shimkus-She is the best person to talk to. The proposal that makes the most sense to her is to build all the information on the glensfallsregion.com. Regional integration makes the best sense. Councilman Metivier-You did not make clear to us that we couldn’t have Queensbury.com as a website our own branded website, where we would go in or Sarah or whatever and create the website and say all the wonderful thing about Queensbury. At the end of the day will we have Queensbury.com? Supervisor Stec-We want to waive the flag at how great we are and in addition to that there is more that can be gotten from this and I think that is what you are trying to emphasize. Councilman Montesi-You are saying a syndicated concept will work better for us and John and Toni’s concern is how will we zero in on Queensbury. Mr. Shimkus-There is no doubt in my mind we could do a better job of promoting the assets and all the things that John has on his list, the question is what platform do you use. Councilman Strough-The Lake George Regional Chamber of Commerce put together a comprehensive program, we spent a lot of time talking about the website but the website was just one facet. th Board agreed to have all parties present for a workshop on April 26…Lake George Convention and Visitors Bureau, Adirondack Regional Chamber of Commerce, Mannix Marketing, Warren County Tourism Dept. and EDC Warren County.
