S. GRADE PLANE: A reference plane representing the average of finished ground level
adjoining the building at exterior walls.Where the finished ground level slopes away from the
exterior walls, the reference plane shall be established by the lowest points within the area
between the building and the lot line or,where the lot line is more than 6 feet from the building,
between the building.and a point 6 feet from the building.
9. MEZZANINE: An intermediate level or levels between the floor and ceiling of any story with
an aggregate floor area of not more than 1/3rd of the area of the room or space in which the

Regarding the,above referenced project and the Town of Queenst�ury's Framing
Inspection Report of 19 January 2005, the following as-built structural
modifications are acceptable:
1. Replace the double 1 3/"x 11 7f8" LVL headers over the doers for bays 5
& 6 with three courses of 8"x8"x16" concrete bloats (cells filled with'
concrete) on top of a double L4"x4" steel reinforcement,
2. Two 2"x4"s sistered to the damaged lateral chord on the fii'st roof truss in
from the north wall is acceptable,
3_ Eliminate the north 6"steel pipe column and bear tho north and of steel
roof girder onto the comer of the concrete block wall—corner cells of the
Olock wall filled with re-bar and concrete•-bearing down to footing below.
4, Eliminate the 6" steel pipe column shown 10 feet In from the corner and
replace the W18x97 steel roof girder with a W20103 steel roof girder
spanning the entire 46' 9" opening in the renovation.
5- The 2x12 roof rafters trimmed to 7" bearing along the west wall are
acceptable,
Regarding the Town of Queensbury's comment that they mood a new set of
staimped drawings showing the modifications, check with the Building Inspector
to see if this letter will suffice. Otherwise, contact Williams Williams and they
will provide a new set with my seal.

Dear Mr. Hatin:
This afternoon Mr. David Howard asked me to look at the footing for the northernmost
foundation wall he is constructing for the addition to Meineke Muffler on Lafayette Street. He
explained that he poured the original footing too far to the north and that the foundation wall
would have overhung the southern edge of the footing. He explained that he corrected the
problem by extending the footing to the south. He stated that he used dowels to attach to the
existing footing and put an additional longitudinal bar in the new concrete, The existing vertical
dowels between the footing and foundation wall were cut off and new dowels grouted into the
footing in the correct location.
I examined the modified footing this afternoon and found the method of correcting this layout
problem to be acceptable. Given the light footing loads for this building end wall, I do not have
any concern regarding the structural integrity of this modified footing and foundation wall.

The following items still need:to be addressed on the plans in order for us to issue
a building permit for the Meineke Muffler addition.
1. The door swing between the repair bays and the customer waiting area
must swing in the direction of exit travel, and therefore the door swing
must be reversed.
2. The calculations provided by Ed LaPointe do not show any calculations
for wind or snow load, and therefore he must provide calculations that
show that this building has been reviewed, and some type of calculations
to go along with that review provided to this office.
3. There are no canopies shown over the north exit door or the west exit
door, as were mentioned in our last review. Both doors must lead to legal
open space.
Please provide the above information so we can review for acceptance and
issuance of a building permit. Thank you for your attention in this matter.

The following list provides more detailed description of the requirements in Section 4 of the Mechancal Compliance
Certificate.
Requirements Specific To:HVAC System 1
1. The specified heating and/or cooling equipment is covered by the New York State Energy Conservation Code
and must meet the following minimum efficiency: Heat Pump: 3.0 COP, 10.8 EER
2. Heat pumps having supplementary electric resistance heat must have controls that,except during defrost,
prevent supplementary heat operation when the heat pump can meet the heating load.
Generic Requirements: Must be met by all systems to which the requirement is applicable
1. Design heating and cooling loads for the building must be determined using procedures equivalent to those in
Chapters 27 and 28 of the ASHRAE Handbook of Fundamentals or an approved equivalent calculation
procedure.
2. All equipment and systems must be sized to be no greater than needed to meet calculated loads. A single piece
of equipment providing both heating and cooling must satisfy this provision for one function with the capacity
for the other function as small as possible,within available equipment options.
-Exception: The equipment and/or system capacity may be greater than calculated loads for standby purposes.
Standby equipment must be automatically controlled to be off when the primary equipment and/or system is
operating.
-Exception: Multiple units of the same equipment type whose combined capacities exceed the calculated load
are allowed if they are provided with controls to sequence operation of the units as the load increases or
decreases.
3. Each heating or cooling system serving a single zone must have its own temperature control device.
4. Each humidification system must have its own humidity control device.
5. The system or zone control must be a programmable thermostat or other automatic control meeting the following
criteria:a) capable of setting back temperature to 55 degree F during heating and setting up to 85 degree F
during coolingb) capable of automatically setting back or shutting down systems during unoccupied hours using
7 different day schedulesc) have an accessible 2-hour occupant overrided) have a battery back-up capable of
maintaining programmed settings for at least 10 hours without power.
-Exception:A setback or shutoff control is not required on thermostats that control systems serving areas that
operate continuously.
-Exception: A setback or shutoff control is not required on systems with total energy demand of 2 kW(6,826
Btu/h)or less.
6. Outdoor-air supply systems with design airflow rates>3,000 cfin of outdoor air and all exhaust systems must
have dampers that are automatically closed while the equipment is not operating.
7. The system must supply outside ventilation air as required by Chapter 4 of the Mechanical Code for New York
State.If the ventilation system is designed to supply outdoor-air quantities exceeding minimum required levels,
the system must be capable of reducing outdoor-air flow to the minimum required levels.
8. Operation and maintenance documentation must be provided to the owner that includes at least the following
niformation:a) equipment capacity(input and output)and required maintenance actionsb) equipment operation
and maintenance manualsc) HVAC system control maintenance and calibration information,including wiring
diagrams,schematics,and control sequence descriptions;desired or field-determined set points must be
permanently recorded on control drawings,at control devices,or,for digital control systems,in programming
commentsd) complete narrative of how each system is intended to operate.
9. Stair and elevator shaft vents must be equipped with motorized dampers capable of being automatically closed
during normal building operation and interlocked to open as required by fire and smoke detection systems. All
gravity outdoor air supply and exhaust hoods,vents,and ventilators must be equipped with motorized dampers
that will automatically shut when the spaces served are not in use.
Exceptions:
-Gravity(non-motorized)dampers are acceptable in buildings less than three stories in height above grade.
-Ventilation systems serving unconditioned spaces.
10. Individual fan systems with a design supply air capacity of 5000 cfin or greater and minimum outside air supply
of 70%or greater of the supply air capacity must have an energy recovery system with at least a 50%
effectiveness.
Exceptions:
-Systems serving spaces that are not cooled and heated to<60 T.
-Commercial kitchen hoods(grease)classified as Type 1 by NFPA 96
-Systems exhausting toxic,flammable,paint,or corrosive finnes or dust
If an air economizer is also required,heat recovery must be bypassed or controlled to permit air economizer
operation.
11. Individual kitchen exhaust hoods larger than 5000 cfin must be provided with make-up air sized for at least
50%of exhaust air volume that is uncooled and either unheated or heated to no more than 60 T
Exceptions:
-Where hoods are used to exhaust ventilation air that would otherwise exfiltrate or be exhausted by other fan
systems.
-Certified grease extractor hoods that require a face velocity no>60 fpm.
12. Buildings with fume hood systems having a total exhaust rate>15,000 cfin must either have variable air volume
hood design,exhaust air heat recovery,or separate make up air supply.
