DISCUSSION:
1. Hillman Road Drainage Project – reviewed drainage situation- Engineer Farrell-design of the
project, installation of catch basis along with solid pipes to stop collecting ground water in the area and
let the ground water naturally make its way to the lake, this being phase I..also in phase I we also
propose to do ditching along Hillman to pick up drainage off of the road. Phase II – in the future replace
12 inch drainage line with 24 inch line, proposed new site on Hillman property. Secondary Phase II
increase capacity into the lake looking to put in a surface depression swale infiltration for treatment of
water prior to entering the lake, this is proposed on the Takundewide property along Hillman.
Councilman Montesi-Discussed the possibility of reconfiguring the intersection into a T, if that was done
the town would have land on either side of the road for a rain garden or sediment area for phase I.
Residents of the area requested that we look at the catch basins on Cleverdale Road, they may not be
functioning properly. Councilman Strough-Another issue was given the history of where the road was
put, there are sheds on the towns right of way. Town Counsel Hafner- We need a survey to confirm
that. Supervisor Stec-Do we control our own destiny in Phase I? Engineer Farrell-We would need a
construction easement from the Hobbs. Phase I will increase water quality to the lake. Councilman
Montesi-Is Phase I more expensive than Phase II? Engineer Farrell-No. Supervisor Stec-Which phase
would give the most improvement? Engineer Farrell-Phase II from a water quality perspective. Phase I
will only stop the e-coil going into the lake. Supervisor Stec-When is the construction window for phase
I? Engineer Farrell-Two hundred feet of pipe and four basins, work to be done by the Highway
Department, depending on scheduling of Highway Department. Supervisor Stec-What is the cost of
phase I? Engineer Farrell-Approximately $10,000 in materials. Board agreed to go ahead with Phase I
this year. Supervisor Stec-The Engineer provide a cost estimate for Phase I, Town Counsel will be
submitting the formal resolutions needed for the project and also notifying property owners that if they
have connected their sub-pumps to the existing line it will be cut off…
DISCUSSION:
2. Lake Sunnyside milfoil-1. Need access point on the lake to perform work from 2. Want to
make sure that we have community support from those that will be in the district. Councilman Metivier,
need access to the lake and then determine how we will be charging people for the cleanup. Town
Counsel Hafner-As opposed to Glen Lake we have no access to Lake Sunnyside, it is surrounded by
private property. If we form an aquatic management district one of the things we would be responsible
for doing is trying to control the plants, access would be needed. Two types of treatment, harvesting of
plants, and chemicals every other year. Councilman Metivier-Mr. Toomey does not want to give a
written easement for access from his property. Engineer Farrell-Possibly need access a couple times a
year. Will need to do a stone area for accessing the lake, and a fence or gate system to prevent people
from using it to access the lake. Councilman Brewer will contact Mr. Monahan to see if he would be
willing to have town access through his property…Town Counsel Hafner-Will need to know the
dimensions necessary to carry out the harvesting from the site… Engineer Farrell-Spoke to the Board on
the use of hand harvesting in conjunction with herbicides in an alternating sequence. Herbicides would
restrict water use throughout the course of approximately thirty days such as swimming etc. hand
harvesting is more expensive over time. Estimated cost to treat eight acres, twelve thousand dollars a
year. Lake front parcels with one residential dwelling unit would be equivalent to one benefit unit, a
non lake front parcel that has lake access with one residential unit would be a half a benefit unit it
equated the same way for vacant property for two residents or for vacant with improvements. We are
looking at a benefit unit tax of about a hundred and fifty dollars for one benefit unit. Councilman
Brewer-This would go down as time went on if this was successful? Engineer Farrell-Ideally that is the
situation. The Town would have the ability to assess each year. Councilman Strough-The Town has

suggested that this also be a pollutant control district. Engineer Farrell-The Association came to us and
they proposed a tax benefit analysis based on any parcel has lake access whether a lake front parcel or
off the lake parcel, if they have lake access they would be charged one benefit unit and vacant parcel
whether on or off the lake would be charged point two benefit units. The number broke down to One
hundred and thirty five dollars for each individual benefit unit. We told them we would bring this to the
Town Board. There are sixty four total parcels on the lake and fifty lake access that are non lake
frontage. Representative of PALS-The organization felt that anyone that had use of the lake should be
treated equal. Supervisor Stec-We want the support of the residents of the district, do we want to ask
the hundred and fourteen property owners if they support this district formation with a simple survey?
Representative of PALS-We will do the survey and bring back the results to the town. Supervisor Stec-
The survey will have no legal standing but will give the Town Board the knowledge of what the will of
the people are in that area. Engineer Farrell-Noted for engineering and various fees there is a cost of
approximately twenty thousand dollars for this proposal. Board agreed to proceed after the easement
is in place and treat the taxing all the same one and point two. Town Counsel will review how the
district formation costs will be handled.
DISCUSSION:
3. Lester Drive/Applehouse Lane drainage project-Engineer Farrell-Replace the old drainage
system in the area of Lester and Applehouse Lane will need easements, cost estimates will be prepared
for further discussion…long time existing drainage problem..suggested that the Town High Department
do the drainage work…Board requested that the information be available for the next workshop.
DISCUSSION:
4. Hayes and Hayes Project- Councilman Strough-Reviewed the history of the project…
Board agreed to go into Attorney Client Privilege after this meeting …
Councilman Strough-The veterans have land at Pine View Cemetery they want to know if burial
charges could be picked up by the cemetery or the Town? At Saratoga National everything is free for
the veterans. Councilman Brewer-How many plots are involved? Board agreed to look into this
request.
