Discussion: Westbrook Sewer-Gurney Lane
Supervisor Stec-Director Shaw has a fair amount of discretion as to whether or not to grant out
of district contract for sewer, on things that are a little bit larger in nature Mike has always
checks with the Town Board. You have been through site plan review process so, while the
Planning Board did not get into specifics of a sewer design they approved something that has
public sewer. You are now ready to get this into the ground but you need to know from the town
where you are.
Attorney Lapper-We have received approval from DEC and DOT to go under the Northway
which have been submitted to Mike Shaw, he has the plans and we need an out of district
contract because is it not in the sewer district, that is what we are here to ask for. Dan and Mike
had called me to say they want to know what the capacity as it is designed is big enough so that
if in the future somebody for example from the County wanted to hookup the County home that
there would be capacity. Tom Nace prepared a letter, with two office buildings totaling forty
thousand square foot which is the maximum he could have on that site, there is certainly no plan
to do any office buildings at the moment in this economy, would be seventeen thousand six
hundred gallons.
Councilman Brewer-What is the maximum flow –
Unknown-Designed to cover the Westmount Health Facility and all of the campus over there. It
was not designed for future use for anyone else.
Councilman Brewer-The pipe that they will hook into, how much capacity will that handle?
Director Shaw-Currently there is capacity to handle this, in the future we don’t know. If this
came forward the town may have to do a study to see what the capacity limitations are.
Councilman Brewer-When we built the pipe we must have had a number for capacity…
Director Shaw-It is not just one pipe it is the whole system.
Attorney Lapper-The line the way it is configured now can handle thirty four thousand gallons
which is double what Rich … Engineer Nace has indicated that with a thousand dollar change to
the motor it could handle forty five thousand gallons. He believes that the four inch line could
handle a hundred thousand gallons.
Supervisor Stec-Right now we have the capacity on Route 9.
Director Shaw-Correct. The estimate of seventeen six is not that much of flow per minute.
Councilman Montesi-Who will maintain the pump station?
Director Shaw-Mr. Schermerhorn. He will maintain the pump station and force main.
Supervisor Stec- He is asking for an out of contract user, it does happen to be sized that if we
wanted to do something in the future different and extend the district and even include the
County Campus and probably cover all of it…
Councilman Montesi-How much capacity do we have left with the city?
Director Shaw-This will not cause a problem with capacity. Noted only once did we exceed
capacity, large rain storm.
Councilman Brewer-Mr. Schermerhorn, if your buildings are seventeen six why did you
build…?
Mr. Schermerhorn-You cannot put in less than a 4” line.
Councilman Brewer-Over sizing is good, but why almost triple the capacity?
Unknown-The design capacity of the pump station is controlled by the fact that the minimum
size of the force main permissible for handling raw sewage is four inch. The pump has been
sized to maintain cleansing velocity in that size force main.
Supervisor Stec-The resolutions that I saw you can sign the contact but if we need one we will
have it prepared, I do not think we do.
Mr. Schermerhorn-Spoke to the Board regarding his work and expansion at the airport.
Councilman Montesi-Spoke about the expansion of the runways at the airport.
Mr. Schermerhorn-The County did get funding for the fencing. Part of my contact is de-icing
equipment…
Councilman Montesi-Questioned the helicopter business is not a problem?
Mr. Schermerhorn-No, Paul Dusek is reviewing the permit agreement and I have set up office
space for them to lease.
Supervisor Stec-Regarding property near airport, Mr. Macri has some other acreage that he
wants to develop, looking at PCID, basically a PUD for commercial, noted it is zoned for what
he wants to do.
Councilman Montesi-Looking for the Town Board to be lead agent for SEQRA for his Phase II.
Supervisor Stec-Mr. Brown thinks he should stick to the Planning Board process. Mr. Macri
would like to come before the Town Board.
Councilman Montesi-He wants to explain what he wants to do.
Supervisor Stec-Will tell him to continue with the Planning Board process.
Director Shaw-If the Town Board gets involved, any next step he does over there he has to sewer
the rest of his properties and one connection to a place he agreed to years ago.
Councilman Montesi-Will Walmart be connected to the sewer.
Director Shaw-It will be.
Councilman Strough-Warren County Safe and Quality of Bicycling Organization – group of 20
people – we developed an update for the Comprehensive Plan – also includes part of Glens Falls
and will be going before their Board for preliminary review…- shows tentative bike trails in the
watershed area – includes the Rush Pond Trail – includes Gurney Lane Trail system – and
Warren County Bike System- trying to show interconnection of the systems…good for the
quality of life for the local residents to have a Comprehensive Bike program and for
tourism…Need preliminary approval if the Board feels this is ok, we may need a resolution
down the road that the Board is in agreement with the Comprehensive Bike Plan. Looking for
grant funding.
Councilman Montesi-Noted if we are looking at this plan, somewhere along the line we will have
to think about a small paver…
Councilman Brewer-Would like to see something in writing regarding this Comprehensive Plan
and what is needed from the Town.
Councilman Strough-I can get that. It is ok to go in that direction.
