BOARD MEMBERS PRESENT SUPERVISOR DANIEL STEC COUNCILMAN ROGER BOOR COUNCILMAN THEODORE TURNER COUNCILMAN JOHN STROUGH COUNCILMAN TIM BREWER SUPERVISOR STEC-Opened meeting, noted Dr. Garner present, entertained motion for Executive Session regarding vacant Health Officer position. After further discussion it was the decision of the board to put up lighting for the sidewalks. Councilman Brewer recommended CT Male to give recommendation on how far apart they should be due to the curb cuts would like to see if they could close some of the curb cuts. At the design stage talking about using a hundred and fifty watt high-pressure sodium, yellow light, with louvered optics to cut off the glare will decide on the finish of pole later hopefully to install these next spring. Councilman Boor asked if there are designated crosswalks and will there be when everything is done, should a light be near a designated crosswalk? CT Male Representative, spacing will be fairly proportional to each other that you will probably not have many spots that are going to be dark. Crosswalks are almost always where the curb cuts are. Supervisor Stec asked how long before they would have an answer to how many they need? CT Male Representative, in a week or so. SANDY RIST, JAYME WEBER FROM AFLAC PRESENT REGARDING FLEXIBLE SPENDING ACCOUNTS/CAFETERIA PLANS Supervisor Stec spoke to the board regarding Town Budget Officer, Jennifer Switzer working on the idea of flexible spending/cafeteria plans. Based on the board’s direction this will likely go to bid for some sort of package for benefits. The cafeteria plan once its set up its not really at a cost to the Town it is actually a savings to the Town. Thinking of tying this in possibly together with some other policy such as the Employee Handbook. Town Budget Officer, Switzer it has come to the time when there is a chance to offer additional benefits to the employees without it costing the Town money, the Town actually saves money instituting this. Jayme Weber and Sandy Rist presented to the board a Flexible Spending Accounts review regarding Cafeteria Plan, AFLAC, Reimburse Medical and Dependant Daycare Expense Accounts. NORTH QUEENSBURY EMERGENCY SERVICES PAY FOR SERVICE – TOWN BUDGET OFFICER JENNIFER SWITZER Town Budget Officer, Switzer noted there was suppose to be a representative from North Queensbury EMS noting they were suppose to bring information. When we met with them they were told they needed to know how much it was going to cost. Supervisor Stec they are interested in one person for the summer time between Memorial Day and Labor Day they would like to hire an ALS tech, five days a week, 6:00 a.m. to 6:00 p.m. Whoever the volunteer on call would be this person would be in touch with the guy in the station when a call went out this would coordinate between the two of them. They suggested they have a similar arrangement as West has with Keena. They are looking at thirty five hundred to four thousand on the high end per month, eleven to twelve thousand dollars per year to do this. Their backup plan was Empire if they don’t go with Keena they are working on a backup plan. Councilman Brewer questioned if it would be beneficial to them to tag on a person to the contract? Supervisor Stec, it is their headache their money. We don’t send any checks to Keena so there isn’t anything to be gained. Budget Officer, Switzer, understood that they needed to come needed to talk more with Keena and they needed to be here. Supervisor Stec, the time line we worked out in the meeting last week, we were going to talk in workshop tonight on the seventieth have a resolution to set a public hearing for the first meeting in June. SPECIAL TOWN BOARD MEETING 05-10-2004 MTG#21 678 Decision of the board to have Councilman Boor contact Dave from North Queensbury noting they would prefer the contract be for five days. Supervisor Stec asked the board if they would be offended if they set a public hearing on the seventeenth for the seventh of June? Councilman Strough, noted if they go with Keena, Keena has a contract with West Glens Falls our Attorney reviewed this noting there are problems with the contract nothing was ever resolved asked if this comes back to the Town? Supervisor Stec-no they are private non-profit we are not responsible for their contract. Councilman Brewer-would prefer them to come in and explain this to us before we have the public hearing. After further discussion it was the decision of the board to set the public hearing for the th seventeenth and have North Queensbury come to the May 24, workshop. Town Counsel, Hafner to review the contract before they come in for the workshop. DISCUSSION HELD SUPERVISOR STEC-Spoke to the board regarding his attendance at a meeting off site last Friday with Councilman Brewer, Executive Director, Chris Round, Town Counsel Schachner. They met with applicants, agents, to discuss issues surrounding our process in the Planning Department specifically Code Enforcement, Building and Codes, Zoning Administration, Zoning Board, Planning Board. They suggested having the Town Engineer from CT Male to sit at the meetings to answers some of the questions. Talked about setting agendas regarding projects that require a lot of review they recommended putting the shorter projects on the first meeting, larger projects on the second meeting. Noted he thought the meeting went very well. Spoke to the board regarding the employee photo ID’s noting they need a policy regarding wearing them. In the easement from the Homeowners Association the Town cut a swath in the back noting the Town needs to replant this in the agreement it says they will replant it. Need the money to hire someone to put the trees in or have Highway put them in, but need the money to buy the trees. Councilman Boor asked for copy of letter. Asked for the board’s approval to do this, board in agreement. Budget Officer Switzer need three written quotes under five thousand. Councilman Boor asked if this would come from the beautification fund? Budget Officer Switzer, yes. Supervisor Stec spoke to the board regarding check received from Baybridge noted Town Counsel has it. Spoke to the board regarding DEC mining sand pile within twenty-five feet of property not applicable. Spoke to the board regarding Schermerhorn and Walker Lane noting he has agreed to burrow back under Walker Lane. Spoke to the board regarding the Transfer Stations Agreements.
