2011-07-18 SP MTG #20 SPECIAL TOWN BOARD MEETING MTG. #20 JULY 18, 2011 RES. 230 TOWN BOARD MEMBERS PRESENT SUPERVISOR DANIEL STEC COUNCILMAN ANTHONY METIVIER COUNCILMAN RONALD MONTESI COUNCILMAN JOHN STROUGH COUNCILMAN TIM BREWER Town Counsel Bob Hafner G.F. Post Star-Maury Thompson Members of the Glen Lake Protective Association Chuck Rice-Superintendent of Building and Grounds Supervisor Stec-Councilman Montesi will be here shortly. 1. DISCUSSION: GLEN LAKE NUISANCE AQUATIC PLANT DISTRICT Supervisor Stec-Presented the draft Glen Lake Nuisance Plant District and received today the survey of the district. Vision Engineering Representative-If this is adopted the first issue is to do a full scale analysis of the lake to determine what areas of treatments are necessary. The report assumes seventy five acres of hand harvesting and a hundred and sixty nine acres of aquatic herbicide treatment. The district formation and the capital costs associated with the project; $18,000 engineer and legal. Yearly costs: $130,000 for a two year program, it would be basically a study, aquatic herbicide, hand harvesting and then repeat. The Town has the ability each year to assess the district based upon more information that is coming in as this district is moving forward to adjust the tax rate as necessary. Councilman Brewer-Who determines how much harvesting, needs to be done in a year? Vision Engineering Representative-The Town would hire engineers or someone familiar with the process. Member Glen Lake Protective Assoc.-We have an issue with this budget, we were looking at a three year cycle budget to generate a hundred and thirty thousand not every year. Vision Engineering Representative-The first order is to get a full blown survey done to understand what is going on inside the lake at fifty foot or less depth to define the areas and that will define the budget a lot better. That could be the first year and the town can re-assess the following year for the treatment methods. Member of Glen Lake Protective Assoc.- Have had surveys done since 2004, yearly they are pretty detailed, GPS sites, densities and identified all the plants that they are finding. Vision Engineering Representative-They may be able to fine tune the areas of treatment based upon what they are seeing. Supervisor Stec-If you have something more up to date that you have done on your own that you could give to our engineer that he can amend the map, plan and report that will save us the cost and time associated with the study … Vision Engineering Representative-Ideally the district once it is formed and you start treatment the cost will go down and the Town Board has the ability to assess the district every single year and say ok well the tax is going to be X… Supervisor Stec-In order to form a district we have to hire an engineer to give us a budget, the Glen Lake Protective Assoc. have a detail of what the costs have been, we want to come to a middle ground…I would like to set upon a budget tonight that is reasonable by their experience and the engineering. Then get a new draft put together. Member of the Glen Lake Protective Assoc.-These are the numbers we estimated – One hundred and a hundred and fifty thousand for every three year cycle for large scale aquatic plant management. Councilman Metivier-Where do you see prices are they stable? Vision Engineering Representative-Everything is going up it is hard to say. The objective is to hit the lake as hard as you can and get the pollution out of the lake so that the lake can re-establish growth of native species so the milfoil cannot come back up. You are taking measures that are improving the health of the lake. Member of the Glen Lake Protective Assoc.-I think there are some issues with the language and things and I would suggest that we sit down together and hash through items. Page 4 strengthen word non- native…change two year cycle to three year Supervisor Stec-Need to get changes done quickly or there will not be a district for next year. Councilman Strough-The other thing that is not addressed here is the Glen Lake Fen which seems to be the feeder for milfoil. I want to make the lake better, but we are not getting to the route of the problem. It is not clear to me from reading the report what the government structure is. Supervisor Stec-We can add that in. Councilman Strough-In discussion equability; if I own a single family four thousand square foot, assessed at two hundred and fifty thousand dollars a camp, with fifty foot of lake front, I am assessed at the same amount as someone with a three thousand square foot house, a hundred and fifty feet of lake front and a house assessed at a million dollars. Supervisor Stec-Tony and I attended a meeting two years ago in the Activity Center, extremely well attended, and if there was one thing that I was amazed at that they were in virtual unanimity about was that they wanted it to be exactly the way this is laid out. If you on the lake whether you are big house or little house they wanted everyone counted the same. Councilman Metivier-Even commercial properties. Supervisor Stec-If you are on the lake you are treated equal if you are off the lake you are half. Councilman Strough-Questioned if the town lands were part of the formula? Vision Engineering Representative-The intent was that the Town properties be eliminated from the lot number. Town Counsel Hafner-The default of this type of district is that it would be based on ad-valorem. The Town Board could decide to do a benefit tax and that is what we have. Supervisor Stec-You have got until the end of July to have final draft to us, so we can set a public hearing at our first meeting in August for the second meeting in August. Town Counsel will find out if we have more time than that. Member of Glen Lake Assoc.-Questioned if for some reason the association did not want to participate in the district in the future is that possible? Town Counsel Hafner-The law has changed, the State put in a new law to foster decreasing government and as part of that is provisions that lets you dissolve a district now. Supervisor Stec-In a nut shell we have to factor in governmental structure and you need to also factor in force account language and you need to get on the same page with what a typical household is going to be able to pay if that means to change it to once every three years and revisiting the hand harvesting budget and you have two weeks to do it. (Councilman Montesi entered the meeting at 7:30 P.M. it is now 8:15P.M.) 2. DISCUSSION: VISION ENGINEERING PROJECTS UPDATE Vision Engineering Representative- 1. Soil remediation-Contractor is moving ahead to get the contamination out, just about finished also working with DEC on that project. Above original estimate…when extracting the tanks there were other tanks that were there previously that were also removed. Those sites were also remediated. The project should be done by the end of the week. Supervisor Stec-Town Counsel will be preparing a bond amendment resolution increasing the original bond to $750,000 2. Roof Town Office-noted there is a flashing issue with the roof where the glass comes down with six inches to the next roof, they were not able to flash off that piece so that is the point where the snow gets built up on it and ice and leaks at that point, that is a design flaw from day one…proposed to put flat roof structure bumped off the main roof replacing the glass roof…also replace rest of roof system. Interior alteration-Counter for Recreation Dept. Supervisor Stec-Funds to be from Capital Reserve Councilman Montesi-Spoke to the Board regarding a future project of fixing the facade of the office building. Councilman Metivier-Spoke to the Board regarding the windows and doors over at the activity center. Vision Eng. Will look into that. Supervisor Stec-What is the time line for the roof? Vision Engineering Representative.-This fall 3. Court Project – That project is well underway, a couple of weeks off from finishing they are waiting for some equipment to come in. Project came in at $80,000 will be looking at different layouts for the workers in the office. 4. Highway Heating and Air-conditioning – We established a capital budget of a hundred and fifty thousand. Basically the project was to replace the Heating unit in the building, upon further investigation that when the Court and the Police left the building and then the Highway went in there the walls were demo out and the space reconfigured without looking at the HVAC system. Basically you have walled up where the returns are to compound the problem there was insulation put up on the ceiling that was covering all the return vents. We could replace the unit but you would still have the same problem. The solution is to put in a Carrier System and put in a new duct system where each space that is configured now in that building has a supply and a return. Looked into natural gas and also the boiler system and asbestos issue and removing the fuel oil tank. Supervisor Stec- Removal of the tank, air-conditioning and the boiler – Vision Engineering Representative-Estimate more than a hundred thousand dollars. Chuck Rice-Would like to see the tanks removed, and both boilers one in Highway and one in Town Office to natural gas need a plan to do this work down the road. Vision Engineering Representative-recommended doing this project in the spring. Will price out equipment to monitor the tank. Board agreed to replacement of the air-conditioning unit and duct work in spring. 3.
