WHEREAS, Thomas J. Murphy was a dedicated public servant for sixteen
years, and
WHEREAS, Thomas J. Murphy represented his constituency in the Town of
Queensbury with vigor and determination and
WHEREAS, Thomas J. Murphy was a congenial colleague and faithful friend,
and
WHEREAS, Thomas J. Murphy's presence will be sorely missed by those who
knew him,
_- NOW, THEREFORE BE IT
RESOLVED, that the Queensbury Town Board on behalf of the people of
Queensbury wishes to express its profound sympathy to Elaine, Kathy,
Karen and Brian Murphy on the untimely passing of their devoted husband
and father.

The proposed amendment to the subdivision regulations increases the
application filing requirements from 10 to 21 days before a Planning
3oard hearing or action. Subdividers would be required to submit
+pplication material to the Clerk of the Planning Board at least 21 days
prior to meetings on sketch glans, preliminary plans, and final plot
approval.
DEPUTY SUPERVISOR DANIEL OLSON - asked for input from public, none was
heard.

COUNCILMAN BORGOS - Stated that he agreed with the resolution as written.
Time is needed to review and study packet and ask questions before they
are presented.
COUNCILMAN MONAHAN - Noted how important it is for the Planning
Board to review the applications before their meetings.
DEPUTY SUPERVISOR OLSON - Asked for further input - hearing none the
public hearing was closed. 7:38 PM.
OPEN FORUM
MR. BRANDT - I have read quite a bit in regards to the adopting of payment
of either $1,000 or 1,000 square feet of land for each housing unit,
be it house, apartment, condominium or town house.I am not opposed to
the concept, but I am opposed to the $500.00 and the fact that it would
have to be paid up front. Noted he felt that the fee will effectively
stop development in the town, and that the town has a surplus of funds
amounting to nearly $4 million and that long-term planning for recreation
and other purposes is lacking. . . . pointed out that the town needs to
put facilities where needed, such as fix up Gurney Lane, develope
neighborhood parks and also upgrade school facilities. The fee of $200
was livable and maybe even $250 but $500 is blocking growth.
COUNCILMAN MONTESI - Described the funding of the recreation programs
and Queensbury recreation master plan.
COUNCILMAN MONAHAN- Described the upgrading of Gurney Lane, and that
the Town Board is in the process of deciding what to do with land it
owns on Hovey Pond, the Hudson River and Ridge Road. Mrs. Monahan stated
that the town is aware of the need for long-term planning.
MR. JEFF KELLY - 6 Meadowbrook, Developer in Queensbury, off Aviation
Road, questioned the Town Board if the developer will have a choice between
giving a fee or giving land?
DEPUTY SUPERVISOR OLSON - Stated that you can offer land but it has to
be acceptable to the Planning Board.
TOWN COUNSEL - In the proposal before the Board, the developer will have ~
to propose at least ten acres, there will be no choice, it has to be
a parcel of ten acres.
MR. KELLY - Will the property have to be deeded to the Tot-a?
TOWN COUNSEL - Either way. . .The Town may opt to accept the property but
it will be up the decretion of the Town.
MR. KELLY - Will these areas be left to the developers to maintain?
COUNCILMAN MONTESI- If the property is accepted by the Town it will be
the Town's responsibility.
COUNCILMAN MONAHAN - Stated that these parks will be open to all. residents
of the town not just residents of the subdivisions.
MR. KELLY - Asked, what guarantee do I have that this money is going
to be put to good use in my development?
COUNCILMAN MONTESI - Stated that the fee paid will assist recreation ✓
in the capital fund.
MR. KELLY - Questioned why the fee is not being divided up more equally?
COUNCILMAN MONAHAN -Stated that some areas are going to need more
resources.
COUNCILMAN MONTESI - Stated that as growth expands out West Mountain
Road, we have to handle the influx of new families, this also applies

to South Queensbury.
MR. ED GRANT - Grant Acres, will present the Planning Board with a plan
for fifteen lots in addition to what already had preliminary approval.
The residents of Grant Acres do not want recreation in their subdivision.
The extra fees for recreation will simply be added to cost of a lot.
. . .Disagreed that money should be up front because the small developer
just cannot afford it.
DEBBIE COLLINS - Presented the Board with a signed petition regarding
idewalks along the Aviation Road. Petition as follows:
.O WHOM IT MAY CONCERN :
We the Citizens, of the Town of Queensbury, are requesting the
nstallment of sidewalks, complete with curbing running down the entire
— Length of Aviation Road, and on both sides. Due to the increase in
population, Aviation Road is very heavily traveled by many types of motor
vehicles. The increase in commercial establishments have made it more
appealing for people of all ages to walk to and from their destinations.
But Aviation Road is very dangerous to walk on. ( Three children have
been killed on this road) . On file
DEPUTY SUPERVISOR - Accepted petition - requesting reports from Highway
Superintendent.
MR. HARRY GUTHEIL - Realestate' - Suggested that recreation revenues be
raised from taxes across the board. A fee of one thousand dollars is
ridiculous and developers cannot afford to pay this large fee and
especially up front.
ANDREW MCCORMICK - Surveyor - Asked for a clear definition of usable
land area. . .
COUNCILMAN KUROSAKA - Noted that the Planning Board will have the decretion
of picking the recreation area . . . some recreation areas may be areas
tsed for scenic walking areas not just strutured recreation sites.
-,:OUNCILMAN MONTESI - Pointed out that some land such as wet land could
be make excellent green areas, some could be used for walk areas. The
Planning Board would ask developers what their thoughts are.
MR. MCCORMICK - Asked if the word developers applied to commercial ?
COUNCILMAN MONTESI - Commercial has a different type of impact.
MR. MCCORMICK - Asked whether any real study had been done and if any
questionnaires had been sent out as to the need for recreation areas?
COUNCILMAN MONAHAN- Stated that recreation should be in walking distance
for children.
MR. MCCORMICK - Asked if the Planning Board was looking throughout
the town for recreation sites?
COUNCILMAN MONAHAN - Answered yes.
MR. MCCORMICK - Asked about the liability aspect connected with recreation
sites
;OUNCILMAN MONAHAN - Stated liability problem is at a peak - The
legistature is working on legislation regarding liability insurance.
COUNCILMAN MONTESI - Stated that this issue has been raised - liability
will probably be increased and we have to live with it.
COUNCILMAN MONAHAN - Stated that we are not going to duplicate if we
can help it. . .that she would be glad to discuss the needs of the residents
in different areas of the Town.

CLJ-,,N CRT-,,GORY - West Glens Falls - Stated that the Queensbury School has
told the Emergency Squads that they will charge $250.00 for training
out at the school pool.
COUNCILMAN BORGOS - Stated that he would write a letter to the School
Board in regards to this fee.
MICHAEL CARUSONE - Developer - Asked whether the developer col>ld donate
land other than that contiguous to the development?
COUNCILMAN MONAHAN - Stated that would be up to the Planning Board.
MR. CARUSONE - Questioned the density in developments and has the Town
Counsel reviewed the concept of clustering?
MR. KELLY - Stated that the Town needs a traffic light at Quaker and r-
Glenwood Roads and also wanted to know if there had been anymore studies
about widening the Quaker Road.
COUNCILMAN KUROSAKA - Stated that Quaker Road was a County Road and the
Town could only make suggestions.
DEPUTY SUPERVISOR OLSON - Stated that the Town is encouraging the widening
the Quaker Road. Stated that there are three Queensbury Town residents
now sitting on the Glens Falls Urban Area Transportation Council.
COUNCILMAN MONTESI - Stated that Quaker Road will be torn up because
of the sewer project and it might be a good time to put the pressure
on regarding the widening to four lanes.
COUNCILMAN MONAHAN - Stated that the Town is at the point that where
should be lighting consultants brought in to help with the traffic light
problem.
MR. KELLY - Spoke regarding the traffic control study done by the Stop
and Shop between Grossmans and Doyles. Noted that the r';.-.udy was made
in mid January between 4:30 to 5:30 P.M. , this being the peak of the
traffic flow, when every 2 1/2 seconds a car goes by. Ile asked that
in order to solve the problem, shouldn't some engineering planning be
done?
COUNCILMAN KUROSAKA - Stated that it would help a great de.1 if the road
was widened.
COUNCILMAN MONAHAN - Stated that she would like to have a copy of the
packet regarding the supermarket planning on the Quaker Road.
DEPUTY SUPERVISOR OLSON - Noted that he would get a packet to the Board
Members.

WHEREAS, the Town Board of the Town of Queensbury has determined the
need to revise and modernize the regulations concerning the site plan
review of condominiums and apartments within the Town of Queensbury,
and
WHEREAS, the Town Board has recognized the importance of open space,
recreation and park lands to the residents of the Town and has determined
that the need to provide such open space, recreation and park lands is
in the public interest, and
WHEREAS, The proposed local law above captioned has been prepared, a
copy of which is annexed, and
WHEREAS, the proposed local law is worthy o- consideration for legislative
action,
NOW, THEREFORE, BE IT
RESOLVED, that a public hearing be held concerning the proposed adoption
of said local law and that said public` hearing be held at 7:30 p.m. in

RESOLUTION AUTHORIZING LEASE FOR 1986 JOHN DEERE 544-D FRONT END LOADER
RESOLUTION N0. 107 Introduced by Mr. Stephen Borgos who moved for its
adoption, seconded by Mr. George Kurosaka:
WHEREAS, Thomas K. Flaherty, Town of Queensbury Water Superintendent
has determined that a frontend loader is required by the Town of Queensbury
Water Department to efficiently and effectively carry out its programs
of pipe laying and maintenance, and
WHEREAS, an "equipment operating lease" for twelve months of a 1986 John
Deere 544-D frontend loader has been proposed by Schroon Lake Tractors,
Inc. , and
WHEREAS, the proposed lease agreement shall conform with the provisions
contained in the General Municipal Law. -
NOW, THEREFORE, BE IT
RESOLVED, that the Supervisor or her Deputy of the Town of Queensbury --�.... 4
is hereby authorized to execute an equipment lease for one 1986 John
Deere 544-D Frontend Loader in a form approved by Wilson S. Mathias,
Counsel to the Town Board, and be it further

RESOLUTION NO.108, Introduced by Mrs. Betty Monahan who moved for its
adoption, seconded by Mr. Ronald Montesi:
WHEREAS, the Town Board of Town of Queensbury has proposed to amend the
Town of Queensbury Zoning Ordinance to permit the siting of individual
mobile homes outside of mobile home courts in certain areas of the Town,
and
WHEREAS, the Town Board has determined that there is a need for public
input and comment on the regulations governing the siting of individual
mobile homes in certain areas without administrative body review, and
WHEREAS, the proposed amendments have been prepared, a copy of which
is attached,
NOW, THEREFORE, BE IT
RESOLVED, that a public hearing be held concerning the proposed adoption
of said amendments to the zoning ordinance and that said public hearing
be held at 7:30 p.m. in the meeting room of the Town of Queensbury Office
