8. GRADE PLANE: A reference plane representing the average of finished ground level
adjoining the building at exterior walls.Where the finished ground level slopes away from the
exterior walls,the reference plane shall be established by the lowest points within the area

between the building and a point 6 feet from the building.
9. MEZZANINE: I An intermediate level or levels between the floor and ceiling of any story with

Dear Harry:
The following items need to be addressed on the plans for Castaway Marina in
order for us to issue a building permit.
The door swing of one of the exit doors from the main repair shop must
swing outwards and be provided with a canopy and exit to grade. This
also applies to the exit from the basement. These doors must also be
provided with a low threshold to meet the handicap standards. r
The stairs need to be shown with the proper run and rise and headroom.
The maximum rise is seven inches. The headroom needed is six foot eight
inches, and handrails must be shown to eAfend one foot .beyond top and
bottom of stairs.
3 We need all the structural calculations provided by Ed LaPointe for this
building. This would include ground snow load, roof load, seismic
calculations, and floor loads.
` I would ask that you get together with the Fire Marshal's Office to provide
the appropriate exit lights and emergency lights throughout the building,
and those be added_to the plans.
The handicap bathroom does not meet the dimensional requirements for
handicap standards. The wall on which the fixtures are placed must be a
minimum of seven foot three inches inside dimensions. We also need a
blow up of the bathroom showing all detailed dimensions and handicap
requirements.
There must be a 36 inch section of the service counter that is no higher
than 34 inches above the finished floor.

7. We need a detail on a floor drain system and oil separator system which
will daylight to a retention area exterior of the building. ;zed/oP, ca�L
,KThis occupancy must be provided with either a drinking fountain or some
type of bottled water system.
XWe need a layout of the heating system. It is my understanding that
radiant heat will be provided throughout the building. Therefore we need
to know the BTU Rating on the boiler to see if it requires a one hour rating
within the Mechanical Room enclosure.
10.The Energy Code submission is not adequate. According to John
Matthews, the maximum R-Value on the exterior walls would be R-20 or R-
22. Therefore, the: plans must reflect the ComCheck submitted for the
Energy Code evaluation.
At the present time, these appear to be the issues that need to be dealt with.
Once you submit a set of plans, we will review them for any further Code issues
that may arise from the revisions.

adequately sized to accommodate the 500 gallons of oil within the tanks.
All commercial buildings are now required to be identified that there is
truss construction within the building. As this has steel trusses in the roof
structure, identification signs are required at all exit area doors. Please
make notes on the plans to provide truss identification signage at each
exterior door of the building.

§P1003.4 Oil separators required. At repair garages; gasoline stations
with grease racks, grease pits or work racks; car washing facilities with
engine or undercarriage cleaning capability; and at factories where oily
and flammable liquid wastes are produced, separators shall be installed
into which all oil-bearing, grease-bearing or flammable wastes shall be
discharged before emptying in the building drainage system or other point
of disposal.
§P1003.4.1 Separation of liquids. A mixture of treated or untreated
light and heavy liquids with various specific gravities shall be
separated in an approved receptacle.
§P1003.4.2 Oil separator design. Oil separators shall be designed in
accordance with §P1003.4.2.1 and §P1003.4.2.2.
§P1003.4.2.1 General design requirements. Oil separators shall have a
depth of not less than 2 feet (610 mm) below the invert of the
discharge drain. The outlet opening of the separator shall have not
less than an 18-inch (457 mm) water seal.
§P1003.4.2.2 Garages and service stations. Where automobiles are
serviced, greased, repaired, washed or where gasoline is dispensed, oil
separators shall have a minimum capacity of 6 cubic feet (0.168 m3)
for the first 100 square feet (9.3 m2) of area to be drained, plus 1
cubic foot (0.28 m3) for each additional 100 square feet (9.3 m2) of
area to be drained into the separator. Parking garages in which
servicing, repairing or washing is not conducted, and in which gasoline
is not dispensed, shall not require a separator. Areas of commercial
garages utilized only for storage of automobiles are not required to be
drained through a separator.
§P1003.5 Sand interceptors in commercial establishments. Sand and similar
interceptors for heavy solids shall be designed and located so as to be
provided with ready access for cleaning, and shall have a water seal of not
less than 6 inches (152 mm) .

The following list provides more detailed description of the requirements in Section 4 of the Mechancal Compliance
Certificate.
Requirements Specific To:HVAC System 1
Generic Requirements: Must be met by all systems to which the requirement is applicable
1. Design heating and cooling loads for the building must be determined using procedures equivalent to those in
Chapters 27 and 28 of the ASHRAE Handbook of Fundamentals or an approved equivalent calculation
procedure.
2. All equipment and systems must be sized to be no greater than needed to meet calculated loads. A single piece
of equipment providing both heating and cooling must satisfy this provision for one function with the capacity
for the other function as small as possible,within available equipment options.
-Exception: The equipment and/or system capacity may be greater than calculated loads for standby purposes.
Standby equipment must be automatically controlled to be off when the primary equipment and/or system is
operating.
-Exception: Multiple units of the same equipment type whose combined capacities exceed the calculated load
are allowed if they are provided with controls to sequence operation of the units as the load increases or
decreases.
3. Each heating or cooling system serving a single zone must have its own temperature control device.
4. Each humidification system must have its own humidity control device.
5. The system or zone control must be a programmable thermostat or other automatic control meeting the following
criteria:a) capable of setting back temperature to 55 degree F during heating and setting up to 85 degree F
during coolingb) capable of automatically setting back or shutting down systems during unoccupied hours using
7 different day schedulesc) have an accessible 2-hour occupant overrided) have a battery back-up capable of
maintaining programmed settings for at least 10 hours without power.
-Exception:A setback or shutoff control is not required on thermostats that control systems serving areas that
operate continuously.
-Exception: A setback or shutoff control is not required on systems with total energy demand of 2 kW(6,826
Btu/h)or less.
6. The system must supply outside ventilation air as required by Chapter 4 of the Mechanical Code for New York
State.If the ventilation system is designed to supply outdoor-air quantities exceeding minimum required levels,
the system must be capable of reducing outdoor-air flow to the minimum required levels.
7. All pipes serving space-conditioning systems must be insulated as follows:
Hot water piping for heating systems:
1 in.for pipes<=1 1/2-in.nominal diameter
2 in.for pipes>1 1/2-in.nominal diameter.
Chilled water,refrigerant,and brine piping systems:
1 in. insulation for pipes<=1 1/2-in.nominal diameter
1 1/2 in.insulation for pipes>1 1/2-in.nominal diameter.
Steam piping:
1 1/2 in.insulation for pipes<=1 1/2-in.nominal diameter
3 in. insulation for pipes>1 1/2-in.nominal diameter.
-Exception: Pipe insulation is not required for factory-installed piping within HVAC equipment.
-Exception: Pipe insulation is not required for piping that conveys fluids having a design operating temperature
range between 55 degrees F and 105 degrees F.
-Exception: Pipe insulation is not required for piping that conveys fluids that have not been heated or cooled
through the use of fossil fuels or electric power.
-Exception: Pipe insulation is not required for runout piping not exceeding 4 ft in length and 1 in.in diameter
between the control valve and HVAC coil.
8. Operation and maintenance documentation must be provided to the owner that includes at least the following
information:a) equipment capacity(input and output)and required maintenance actionsb) equipment operation
and maintenance manualsc) HVAC system control maintenance and calibration information,including wiring

diagrams,schematics,and control sequence descriptions;desired or field-determined set points must be
permanently recorded on control drawings,at control devices,or,for digital control systems,in programming
commentsd) complete narrative of how each system is intended to operate.
9. Stair and elevator shaft vents must be equipped with motorized dampers capable of being automatically closed
during normal building operation and interlocked to open as required by fire and smoke detection systems. All
gravity outdoor air supply and exhaust hoods,vents,and ventilators must be equipped with motorized dampers
that will automatically shut when the spaces served are not in use.
Exceptions:
-Gravity(non-motorized)dampers are acceptable in buildings less than three stories in height above grade.
-Ventilation systems serving unconditioned spaces.
10. Individual fan systems with a design supply air capacity of 5000 cfin or greater and minimum outside air supply
of 70%or greater of the supply air capacity must have an energy recovery system with at least a 50%
effectiveness.
Exceptions:
-Systems serving spaces that are not cooled and heated to<60 T.
-Commercial kitchen hoods(grease)classified as Type 1 by NFPA 96
-Systems exhausting toxic,flammable,paint,or corrosive fumes or dust
If an air economizer is also required,heat recovery must be bypassed or controlled to permit air economizer
operation.
11. Individual kitchen exhaust hoods larger than 5000 cfin must be provided with make-up air sized for at least
50%of exhaust air volume that is uncooled and either unheated or heated to no more than 60 T
Exceptions:

The proposed mechanical design represented in this document is consistent with the building plans,specifications
and other calculations submitted with this permit application. The proposed mechanical systems have been designed
to meet the New York State Energy Conservation Construction Code requirements in COMcheck-EZ Version 2.5
Release la and to comply with the mandatory requirements in the Requirements Checklist.
The.design professional shall provide to the code enforcement official a written certification that the required HVAC
tests,system balancing,etc.,have been performed and the system is operating as designed. The design professional
shall retain copies of the test reports to be provided to the code enforcement official,if requested. When a Registered
Design Professional has stamped and signed this page,they are attesting that to the best of his/her knowledge,belief,
and professional judgment,such plans or specifica Ions are in compliance with this Code.

The following list provides more detailed description of the requirements in Section 4 of the Mechancal Compliance
Certificate.
Requirements Specific To: HVAC System 1
Generic Requirements: Must be met by all systems to which the requirement is applicable
1. Design heating and cooling loads for the building must be determined using procedures equivalent to those in
Chapters 27 and 28 of the ASHRAE Handbook of Fundamentals or an approved equivalent calculation
procedure.
2. All equipment and systems must be sized to be no greater than needed to meet calculated loads. A single piece
of equipment providing both heating and cooling must satisfy this provision for one function with the capacity
for the other function as small as possible,within available equipment options.
-Exception: The equipment and/or system capacity may be greater than calculated loads for standby purposes.
Standby equipment must be automatically controlled to be off when the primary equipment and/or system is
operating.
-Exception: Multiple units of the same equipment type whose combined capacities exceed the calculated load
are allowed if they are provided with controls to sequence operation of the units as the load increases or
decreases.
3. Each heating or cooling system serving a single zone must have its own temperature control device.
4. Each humidification system must have its own humidity control device.
5. The system or zone control must be a programmable thermostat or other automatic control meeting the following
criteria:a) capable of setting back temperature to 55 degree F during heating and setting up to 85 degree F
during coolingb) capable of automatically setting back or shutting down systems during unoccupied hours using
7 different day schedulesc) have an accessible 2-hour occupant overrided) have a battery back-up capable of
maintaining programmed settings for at least 10 hours without power.
-Exception:A setback or shutoff control is not required on thermostats that control systems serving areas that
operate continuously.
-Exception: A setback or shutoff control is not required on systems with total energy demand of 2 kW(6,826
Btu/h)or less.
6. The system must supply outside ventilation air as required by Chapter 4 of the Mechanical Code for New York
State.If the ventilation system is designed to supply outdoor-air quantities exceeding minimum required levels,
the system must be capable of reducing outdoor-air flow to the minimum required levels.
7. All pipes serving space-conditioning systems must be insulated as follows:
Hot water piping for heating systems:
1 in.for pipes<=1 1/2-in.nominal diameter
2 in.for pipes>1 1/2-in.nominal diameter.
Chilled water,refrigerant,and brine piping systems:
1 in. insulation for pipes<=1 1/2-in.nominal diameter
1 1/2 in.insulation for pipes>1 1/2-in.nominal diameter.
Steam piping:
1 1/2 in. insulation for pipes<=1 1/2-in.nominal diameter
3 in.insulation for pipes>1 1/2-in.nominal diameter.
-Exception: Pipe insulation is not required for factory-installed piping within HVAC equipment.
-Exception: Pipe insulation is not required for piping that conveys fluids having a design operating temperature
range between 55 degrees F and 105 degrees F.
-Exception: Pipe insulation is not required for piping that conveys fluids that have not been heated or cooled
through the use of fossil fuels or electric power.
-Exception: Pipe insulation is not required for runout piping not exceeding 4 ft in length and 1 in.in diameter
between the control valve and HVAC coil.
8. Operation and maintenance documentation must be provided to the owner that includes at least the following
information:a) equipment capacity(input and output)and required maintenance actionsb) equipment operation
and maintenance manualsc) HVAC system control maintenance and calibration information,including wiring
diagrams,schematics,and control sequence descriptions;desired or field-determined set points must be
permanently recorded on control drawings,at control devices,or, for digital control systems,in programming
commentsd) complete narrative of how each system is intended to operate.
9. Stair and elevator shaft vents must be equipped with motorized dampers capable of being automatically closed
during normal building operation and interlocked to open as required by fire and smoke detection systems. All
gravity outdoor air supply and exhaust hoods,vents,and ventilators must be equipped with motorized dampers
that will automatically shut when the spaces served are not in use.
Exceptions:
-Gravity(non-motorized)dampers are acceptable in buildings less than three stories in height above grade.
-Ventilation systems serving unconditioned spaces.
