SUPERVISOR WALTER-The purpose of the meeting is to review the tentative budget and to
receive comments from the Councilmen as to which codes they wished to see changed. Before
we begin the process I wish to let the Board know I was at an intracounty meeting at Ballston
Spa. The IntraCounty Legislative Committee of the Adirondack unanimously approved to oppose
the Bond Issue...there is no information in the Bond Issue saying exactly what this area is going
to receive as to benefits from the Bond issue... they did support the Warren County efforts
on the Lake George Law.

SUPERVISOR WALTER-The person that has been hired is temporary now, filling in for Mack
Dean and we wish to keep that position after the first of the year.
COUNCILMAN MONTESI-Having a third person in that department will give the department
the flexibility to allow the employees to attend schooling.

SUPERVISOR WALTER-Under the code Unallocated Insurance I asked the Board not to even
consider it because we are waiting for insurance rates....Under Municipal Association Dues,
the increase that is shown reflects the joining of the N.Y. State Association of Urban Towns.

SUPERVISOR WALTER-This figure will reflect the City Transit Contract and also the maintenance

of the bus shelters...
COUNCILMAN MONTESI-The Library Account shows a 20,000 increase from last year, one
thousand goes to Mountainside Library the rest to Crandall Library, this brings us to 5.55 per
capita...in the Museum Contractual this is for the Hyde, 5000 building fund and 2800 operations
fund.

COUNCILMAN MONAHAN-Regarding Senior Citizens, the Queensbury Senior Citizens group
is growing and with the new building they will grow even more, we will be putting less strain
on the Glens Falls Association.
SUPERVISOR WALTER-In regard to the statutory bond in the A account reflects the last
payment on the telephone system...The Capital reserve accounts are basically for vehicles
in the various departments...every five years they will have enough to buy a vehicle...in youth
services it will be for a car and truck and for recreation projects...

SUPERVISOR WALTER-The Capital Reserve Assessment Project is for the reevaluation project,
this is the third year we are into that project...

the Highway Dept. request...some of the drainage work monies came from the FRS funding
we still have drainage projects that have to be handled and therefore we put in half of what

COUNCILMAN BORGOS-Prior to the conclusion of the ambulance contract last year,the budgeted
amount was lower than what the final contract came out to be, this years budget reflects not
only the increase but the unappropriated amount that had to be drawn from other areas last
year to make up the difference.

Discussion held in regard to the fees the County and Town Clerk take in verses the amount
that is allowed by the State to be kept by the municipalities...
COUNCILMAN BORGOS-The 555AI733389 just about covers the expenses of the Fire Marshal's
Office...

SUPERVISOR WALTER-Regarding Sales Tax the 2,350,000.00 is a conservative figure...Cablevision
was raised due to new customers, interest earned has never been worse due to percentage
points...Regarding Per Capita funds from the State, currently we have received 248,000. I
am hoping we can make 261,000. The mortgage tax comes from mortgages and is allocated
through the County Treasurer, this figures depends on the closing and is a guess...Under the
Cemetery code Sale of Lots I have cut the estimate of what the Cemetery Supt. projected
due to the fact that his estimate has not been met this year, under the code Cemetery Services
he has listed 15000 but we are doing very well under those so I have up that from 15,000 to
20,000...Under 555132832401 interest was lowered due to the schedule of payments to the fire
companies and under 555JI263232130 was 221,800 and was changed to 275,000.
RESOLUTION REGARDING PREPARATION AND APPROVAL OF PRELIMINARY BUDGET
RESOLUTION NO. 273 ;, Introduced by Mrs. Betty Monahan who moved for its adoption, seconded
by Mr. Stephen Borgos:
RESOLVED, that this Town Board does hereby prepare and approve as the Preliminary Budget
of the Town for the Fiscal Year beginning on the first day of January, 1987 the itemized statement
of estimated revenues and expenditures hereby attached and made a part of this resolution
and be it further
RESOLVED, that such Preliminary Budget shall be filed in the Office of the Town Clerk where
it shall be available for inspection by any interested person at all reasonable hours and be it
further
RESOLVED, that this Board shall meet at 7:30 P.M. on the 6th day of November 1986 at the
Queensbury Town Office Building for the purpose of holding a Public Hearing upon such Preliminary
Budget, and be it further
RESOLVED, that the Town Clerk give notice of such Public Hearing in the manner provided
in Section 113 of the Town Law, and that such notice be published and posted in.substantially
in the following form:
NOTICE OF HEARING ON PRELIMINARY BUDGET FOR THE TOWN OF RUEENSBURY FOR
THE YEAR 1987
NOTICE is hereby given that the Preliminary Budget of the Town of Queensbury, County of
Warren, State of New York for the Fiscal Year beginning January 1, 1987 has been completed
and filed in the office of the Town Clerk of said Town where it is available for inspection by
any interested person at all reasonable hours.
FURTHER NOTICE is hereby given that the Town Board of said Town of Queensbury will meet
and review said Preliminary Budget and hold a Public Hearing at 7:30 P.M. on the 6th day of
November, 1986 at the Queensbury Town Office Building, Bay at Haviland Roads, Queensbury,
New York, and that at such hearing any person may be heard in favor of or against the Preliminary
Budget as compiled for or against any item or items herein contained.

RESOLUTION DESIGNATING ROUND POND AND ADJOINING LANDS AS CRITICAL
AREA OF ENVIRONMENTAL CONCERN
RESOLUTION NO. 160, Introduced by Mrs. Betty Monahan who moved for
its adoption, seconded by Mr. George Kurosaka:
WHEREAS, the Town Board is authorized to designate specific geographic
areas within the Town of Queensbury as critical areas of environmental
concern, and
WHEREAS, on May 27, 1986 and June 10 , 1986 the Town Board held public
hearings on a proposal to designate Round Pond and the area within
500 feet of the high water line of Round Pond as a critical area
of environmental concern, and
WHEREAS, prior to such hearings, the Town Board caused to be published
in the official newspaper of the Town written notice of the time , place,
date and subject matter of such public hearings , and
WHEREAS, members of the general public and the representatives of owners
of the land to be effected were afforded the opportunity to be heard
and provided the Town Board with testimony regarding the proposed designa-
tion, and
WHEREAS, the members of the Town Board have personally inspected investi-
gated and have expressed their familiarity and knowledge of the area
proposed for designation.
NOW, THEREFORE BE IT
RESOLVED, that based upon the testimony heard at the aforesaid public
hearings and upon the personal inspection and investigation of the
individual members of the Town Board finds as follows :
1. Round Pond is a unique, glacial kettle pond
of exceptional beauty;
-•. �_ 2. The open space and pastoral setting of the
area surrounding Round Pond is an exceptional
aesthetic benefit to all who view the scene;
3. Round Pond and the area within 500 feet of the
high water line of Round Pond have remained open
and undeveloped and could be and adversely affected
by any change in use or intensity of use;
4 . The quality of the water within Round Pond could
be adversely affected by any change.
BE IT FURTHER
RESOLVED, that based upon the foregoing findings the Town Board of the
Town of Queensbury hereby designates Round Pond and the area within
500 feet of the high water line of Round Pond as a critical area of
environmental concern, azd

RESOLVED, that copies of this resolution be forwarded to the Commissioner
of the Department of Environmental Conservation in accordance with
§ 617. 4 (k) of Title 6 (Conservation) of the Codes, Rules and Regulations
of the State of New York
