1999-05-04 QUEENSBURY RECREATION COMMISSION MINUTES OF MEETING MAY 4,1999 Minutes of the regular meeting of the Recreation Commission of the Town of Queensbury held Tuesday, May 4, 1999 at the Queensbury Town Office Building, Queensbury, New York. Chairman Simmonds called the meeting to order at 7:00 p.m. PRESENT: Commissioners Auer, Carusone, Hersh, LaBombard, Maine, Simmonds ALSO PRESENT: Councilmen Irish and Tucker, Director Hansen ABSENT: Commissioner Schachner( ex) VISITORS: Roland Akins, Tom Condon and Robin Brewer APPROVAL OF MINUTES None COMMUNICATIONS AND REMARKS FROM VISITORS Chairman Simmonds welcomed the three visitors and Mr. Condon spoke briefly on the Hudson River Preservation Group's interest in future land development along the Hudson River corridor. They were specifically referring to the Faith Bible Church - OSI (Open Space Institute) situation and the Director relayed that negotiations concerning this acquisition were still ongoing. He also mentioned that the Faith Bible Church organization had requested to keep additional acreage (approximately 18 acres instead of 12 acres) and that this proposal was still under consideration. There was further discussion and it was agreed that the Commission would tour this site as well as the Hudson Pointe area which is now under Town ownership. The items of correspondence included in monthly packet were briefly reviewed and there was no further action. The director relayed some additional information on Hudson River Park (bluebird houses, Voluntary Action Center offer of clean up work and ----_...._.-~- funding for additional facilities) and there were comments on the park fencing and the scheduled remedial work. Recreation Commission Survev Recommenctations The 4/15/99 short term program-facility recommendations draft was reviewed and there was discussion on the Hiland Park area and how the new housing project development would affect the department's plans. The commission briefly discussed program-facility long term recommendations and it was the consensus that a separate meeting to formulate these was necessary. The chairman will select a number of alternatives and notify all commissioners by mail. Freedom Park Update The director relayed the most recent information on the Freedom Park project and explained that the time table for construction of the park had been rescheduled for the year 2000. Adirondack Community College (ACC) The chairman briefed the commission on her recent tour of ACC facilities with the director and assistant directors and indicated that the meeting was very positive especially in terms of future joint facility cooperation between the college and the department. Hovev Pond Memorial Garden Discussion The commission reviewed the Hovey Pond Park (HPP) memorial garden notice and after discussion it was agreed that the June meeting would be scheduled at HPP and that M.L. Gosline and the Friends of Hovey Pond group be invited to join us. The subject of concrete picnic tables being donated to the town for HPP was also discussed and it was agreed that if the location is coordinated with the department that this might be a worthwhile donation. -2- Personnel Committee Reoort Committee Chairman Carusone reported on the hiring of Diane Herald, the Aquatics Supervisor and there was some discussion. The director reported Diane will begin employment on May 24th and will be officially introduced to everyone at the upcoming June commission meeting. MQNTHL Y DEPARTMENT REPORT The director briefed the commission on the status of a number of programs which were scheduled to start shortly and there was no further comments. Councilman Irish briefly explained the situation with the Indian Ridge site (14 acres available for sale) and after discussion it was agreed that the commission should tour the site. In addition, the subject of possible Little League funding by the town for maintenance purposes was also discussed. Considering the proximity of the two areas it was the consensus to visit both on one day. A 4:00 pm meeting on Tuesday, May 18th was scheduled and the director will send out a reminder notice. There being no further business, the commission meeting was adjourned at 8:21 PM The next meeting will be held on June 1, 1999, beginning at 7:00 PM, at the Hovey Pond Park site on Lafayette Street.
