QUEENSBURY RECREATION COMMISSION
MINUTES OF MEETING
NOVEMBER 4, 1997
Minutes of the regular meeting of the Recreation Commission of the Town of Queensbury
held Tuesday, November 4, 1997, at the Queensbury Town Office Building, Queensbury,
New York. Chairman Simmonds called the meeting to order at 7:00 p.m.

APPROVAL OF MINUTES
None.
COMMUNICATIONS AND REMARKS FROM VISITORS
Commissioner Hersh questioned whether past minutes needed to be more accurate and
provide any additional information. After further discussion of the subject it was the
consensus that the minutes were accurate and reflective of past meetings.
The assistant director briefly reviewed the monthly correspondence which included; Bob
Eddy's "report of the '97 season for the Hovey Pond Park gardens" and a letter from Joe
Martens, Open Space Institute (OSI), concerning the management agreement between the
Town and OSI to acquire the Faith Bible Church property.
HUDSON RIVER PARK (HRP) UPDATE
The commission was briefed on the status of the HRP project (remaining work to be
completed verses percent of retainage). The assistant director explained that 10%
($14,000+) was being retained from the original contract amount, in the évent that
additional and/or corrective measures were necessary to complete the park. Commissioner
Hersh wondered about the status of the boat launch and why there was a trailer blocking
access. The assistant director explained that although construction of the boat launch was
substantially complete, per Jim Miller's project notes, the drop off from the end was too
severe and should be checked when the water level was lower (additional stone may be
required). The trailer was positioned so as to restrict access since there were some
attempts to launch boats before the project was finished and available for public access.
SKATEBOARD FACILITY MEETING REPORT
Commissioner Schachner and the assistant director relayed their conclusions and updated

the commission about the recent skateboard meeting held by the City of Glens Falls
Recreation Commission. The assistant director stated that in his opinion, the meeting was
good, if only to provide a forum for community leaders to express their thoughts regarding
skateboarding and the possibility of constructing a regional facility.
1998 DEPARTMENT BUDGET UPDATE
The assistant director gave an overview of the department's 1998 budget and commented
on the recent workshop meeting with the Town Board. Highlights included; monies
budgeted for the commission's survey, the purchase of one replacement vehicle (car) and
the restoration of overtime money for park maintenance.
COMMITTEE REPORTS
The date and time of the annual joint school/commission meeting was announced
(November 13th, 7:00 p.m., in the elementary school conference room). The assistant
director commented that all commission members were welcome and reminded
Commissioners Hersh, Maine and LaBombard that they were members of this committee.
Commissioner Carusone pointed out that the personnel committee's recommendation with
regard to employing relatives of commission members had not been resolved. He
mentioned that formal action on the recommendation had not occurred (motion died for lack
of a second) and that this should be a priority as soon as possible. Those in attendance
agreed and requested that the appropriate information (committee recommendation, staff
input, etc.) again be distributed in the next meeting packet. Thereafter, the commission
should be prepared to discuss and bring it to a vote as soon as possible.
There being no further business, the Commission meeting was adjourned at 7:45 p.m. The
next meeting will be held on December 2. 1997, beginning at 7:00 p.m., in the Supervisors
conference room (#37), at the Queensbury Town Office Building.
