1.0 Ridge Jenkinsville Maintenance Building
Supervisor Stec-The barn has seen better days, we have a need to phase ourselves
out of that barn and into something new. The Recreation Commission wishes to
speak to the Board in regards to a new building next to the existing barn and using
the first floor of the barn for the near future for cold storage.
Director Lovering-The barn is over a hundred years old, built for livestock and hay
not for what we are using it for, but has served us well for over thirty years. We
need an area to safely store our equipment, both large motorized and equipment
that is currently in the second floor of the barn. We think twenty six hundred
square foot building will work very well.
Councilman Montesi-I do not have a problem with what you are proposing, my
concern about the condition of the second floor of the barn, need to clean it the best
you can and try to keep the rodents out and around the base seal it up.
Director Lovering-Noted there are no plans to do that, it could be done if you want
to spend the money. We can look at some modifications to the barn...
Member of the Recreation Commission-We have talked about this, we thought it
would be extremely difficult to make that building a 100% varmint proof.
Councilman Brewer-Spoke on purchasing screening to secure it ...
Supervisor Stec-Whatever the life is for the rest of the barn as far as using the first
floor if it is ten years wonderful, if it is five years it is five years, but someday that
barn will be to the point where you say now it is time to take some money to take it
down, there may be some value to it in the wood.
Ethan Hall Architect-There could be temporary measures to seal the building up.
Bring the items from the second floor to the first there would be no need to ever go
up there, on the upper floor, it could be completely sealed off.
Supervisor Stec-You will use the existing septic field?

Director Lovering-We will tie into the current septic field for the new structure, it
is a thousand gallon tank. We are looking at bidding a steel building.
Supervisor Stec-Single story, no basement, a slab.
Councilman Metivier-If the barn collapses will you need more space?
Director Lovering-We would need something not the size of what is there.
Councilman Brewer-Why don't you make this building so that in the future when
the barn does go, you can tie onto the back of it and make your cold storage right
off the back of it.
Architect Hall-We have actually kind of done that, the nice thing about the pre-
engineered metal building is just add another ridged frame ... add a couple more
bays...estimate of building $300,000. this is not a bid,just estimate including
prevailing wage...which runs the cost up 30 to 50% more than what that building
cost is based on prevailing wage.
Supervisor Stec-That is your tax dollars at work, this is when we talk about
unfunded mandates, if you are not around at all it sounds like a bunch of elected
officials making excuses, but you see the waste it is the same building and is going
to cost thirty to fifty percent more because it is the taxpayers money.
They have a recreation reserve fund number 61 that has got fifty thousand in it so
they are talking about a quarter of a million more from us, we have room for that in
the capital reserve. I do not think there is any debate amongst the Board about
whether or not we need a new building and I do not think anyone is going to
complain about a hundred a foot given prevailing wage, it is pre-engineered steel
building.
Board agreed to place the building out to bid.
Architect Hall-Showed the layout of the building, thirty five by seventy five with
three overhead doors, covered cold storage, maintenance bay for the shop,
mechanical room which will include lockers for the workers, toilet room and an
office.
Councilman Montesi-What are you doing for the roof?
Architect Hall-It is a single pitch, standing seam metal roof.
Supervisor Stec-What are the heights on the two doors?
Architect Hall-Twelve, ten and ten. We have talked about, replacing the pair of
swing doors with an eight foot wide overhead door.
Supervisor Stec-Are there a lot of possible bidders?
Architect Hall-Yes. Cautioned the Board when talking about pre-engineered
buildings there are varying scales of pre-engineered metal buildings, make sure we
write a specification that is tight enough.

Supervisor Stec-Energy efficiency should be good.
Architect Hall-Yes. Looking for a full eight inch wall insulation and full eight or
ten inch roof insulation, close to an R-30 in the walls.
Councilman Strough-Six inch wall insulation?
Architect Hall-Yes.
Councilman Montesi-Heat the whole building?
Architect Hall-Everything except for cold storage ...
Supervisor Stec-What is the life expectance on this building?
Architect Hall-Easily seventy years. Heat building by propane.
Supervisor Stec-Would the propane tank be above or underground?
Architect Hall-Above ground, if you wanted to bury it you could.
Director Lovering-What size tank?
Architect Hall-Five hundred gallon.
Director Lovering-Then you bury it.
Architect Hall-Recommended buying the tank, then you can buy the propane from
whoever you want.
Supervisor Stec-Are you ready to put this out to bid?
Architect Hall-We have to go through some design, write the specification, we
have a schematic design concept, we still have to do construction drawings and
write the specifications for it. We could do that in a month.
Supervisor Stec-You would hope to get this out to bid and construct this spring?
Director Lovering-Yes, in April.
Member of Recreation Commission-How long to put this up?
Architect Hall-To be up and finished you are looking at eighty days.
Supervisor Stec-What would be the color of the building?
Director Lovering-A tan color.
Architect Hall-Recommended a silver color for the roof, tan siding with green trim
to match the other building.

Councilman Montesi-There is only one bathroom, is that a unisex bathroom, would
that fit with those working up there?
Director Lovering-I would say so.
Supervisor Stec-Do any of the Board Members have a hard spot with either the
concept or the ball park price tag?
Board agreed to go ahead.
Councilman Montesi-Questioned if the leak has been fixed at Gurney Lane Pool?
Director Lovering-Every single year before we open we will be doing concrete
work, patching and sealing, it is twenty six years old that is just what you have to
do now.
Councilman Strough-Suggested that the raising of the per unit rate for the
recreation fee should be done before construction season.
Supervisor Stec-We do need to do it, the Recreation Commission should research
this and make a recommendation to the Town Board.
Director Lovering-Noted some research has been done comparing other townships,
anywhere from a thousand to fifteen hundred as the per unit fee. Suggested that
commercial development be also looked at.
