SUPERVISOR STROUGH-The agent for the applicant is present. Would you please introduce
yourself for the record and feel free to elaborate on anything that I have said so far.
DENNIS MACELROY-Thank you John. I am Dennis MacElroy with Environmental Design
representing the Seguljics for this Board of Health variance request. You covered it John, there’s
two variances required for this replacement field. The Seguljics hope to move on further with
some Planning Board Site Plan Review for an addition or an improvement to the house to make

it more of a year round residence for their use in the future. So we want to upgrade their or
rebuild the absorption field system and to do so requires the two variances that were explained.

applicant’s agent?

2. 13’ from the foundation instead of the 20 required setback;
on property located at 32 Forest Road in the Town of Queensbury, and
WHEREAS, the Town Clerk’s Office published the Notice of Public Hearing in the Town’s official
newspaper and the Local Board of Health duly conducted a public hearing concerning the variance request on

WHEREAS, the Town Clerk’s Office has advised that it duly notified all property owners within 500
feet of the subject property,

RESOLVED, that
1. due to the nature of the variances, the Local Board of Health determines that the variances
would not be materially detrimental to the purposes and objectives of this Ordinance or other
adjoining properties nor otherwise conflict with the purpose and objectives of any Town plan

2. the Local Board of Health finds that the granting of the variances is necessary for the

2.1 PUBLIC HEARING -2022 EMERGENCY AMBULANCE SERVICES
AGREEMENT WITH WEST GLENS FALLS EMERGENCY SQUAD, INC.

SUPERVISOR STROUGH-We do have two members of West Glens Falls present.
We’ve had conversations with the EMS Squads, quite a few of them actually. In
today’s world, it’s probably no surprise to anybody that the squads are having trouble
functioning. The volunteerism is not there anymore. The training is tremendous. A
lot of people don’t have that kind of time to donate for those services anymore.
Anyway so we’re going to have to reopen their contracts for next year because we’re
going to be doing a little bit of rearranging to try and make this work. So, we told them
that we would give them five percent knowing that we are going to reopen up the
contracts. Paid services is probably the biggest challenge. You know, for advanced
life system person we are paying twenty dollars an hour. They’re not getting any
benefits really and a lot of training goes into being an advanced life support. So we
know that we’re going to have to put together some kind of a package, we don’t know
exactly what it looks like. Alright, so just as a preface or preamble, West is giving
New York State some of their services and they’re paying for those services. And New
York State is a little bit slow in getting financial reimbursement back to them. So they
expressed that they may before the end of the year come into a bit of a cash shortage,
they may not but they said they may. So we are trying to be proactive here in that we
took their contract plus five percent, that’s what we agreed upon for now. We usually
pay them in six installments. The Town Counsel divided up, he came up with a way
to give them cash early and we’re going to divide that into seven payments. If this gets
approved tonight, one payment can be picked up tomorrow so that they can have some
cash and not worry about having a cash shortage. Alright so with that said, West Glens
Falls’ contract last year, 2021 last year, was $986,224 dollars. So with the five percent
increase which is about $49,000 the new proposed contract for 2022 would be
$1,035,535 dollars. And like I said this resolution if passed tonight would enable them
to get a cash payment tomorrow, as soon as tomorrow. As I’ve told you before, I will
tell you again, we’ve got some serious work to do with the EMS Squads. That’s
forthcoming this year, in the beginning of the year. Will get to that, we don’t know all
the details yet but this is just to keep things rolling. Alright, any Town Board questions
on this before I have the public hearing? Ok, I will open up the public hearing on the
resolution approving 2022 Emergency Ambulance Services Agreement with West
Glens Falls Emergency Squad as I have described. Any member of the public here

WHEREAS, in accordance with Town Law §184 and General Municipal Law §122-b, the Queensbury
Town Board may contract with ambulance services certified or registered in accordance with Public Health
Law Article 30 for general emergency ambulance services within the Town, and
WHEREAS, the Town’s Agreements with its three (3) Emergency/Rescue Squads, Bay Ridge Rescue
Squad, Inc., North Queensbury Rescue Squad, Inc., and West Glens Falls Emergency Squad, Inc. will expire
as of December 31, 2021, and
WHEREAS, in such Agreements the Town and Emergency/Rescue Squads agreed that the terms and
provisions of the existing Agreements may continue during the interim period pending execution of new
Agreements, and
WHEREAS, the Town and the West Glens Falls Emergency Squad, Inc., negotiated terms for a new
one (1) year Agreement for general emergency ambulance services (Agreement), and in accordance with Town

Law §184 and General Municipal Law §209(b), on Monday, December 20, 2021 the Town Board duly
conducted a public hearing and heard all interested persons concerning the proposed Agreement as presented
at this meeting, and
WHEREAS, due to additional needed services caused by COVID-19 impacts and delays in New York
State reimbursements, such Agreement includes a portion of 2021 and is in addition to the amounts provided
for in the Agreement dated as of January 1, 2021,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby approves the Year 2022 Emergency
Ambulance Services Agreement between the Town of Queensbury and the West Glens Falls Emergency
Squad, Inc., substantially in the form presented at this meeting, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to execute the
Agreement and the Town Supervisor and/or Town Budget Officer to take such other and further actions
necessary to effectuate the terms of this Resolution.

2.2 RESOLUTION ENACTING LOCAL LAW NO.: 5, 2021 TO AMEND INDIAN
RIDGE PLANNED UNIT DEVELOPMENT TO AMEND PUD AGREEMENT AND
PERMITTED USES

SUPERVISOR STROUGH-Indian Ridge was set up as a PUD, that’s a Planned Unit Development.
If you got over thirty acres you can be a little creative. We encourage it to be a mixed kind of
development and in this mix, there was one lot set aside for like a community center thinking perhaps
that would be desirable someday. But a couple of decades have gone by and there appears to be no
interest to create a community center or any commercial use for this particular lot. So there is an
individual that bought it and he would like us to consider a slight amendment to the PUD agreement
and allow it to be residential. He could make use of it that way. So we do have a public hearing on

this. Any Town Board members have any thoughts before we go forward. This did go to the Planning
Board, it did go to the County, no County impact. The Planning Board was fine with it. We are the
lead agency for the SEQRA but we’re going to use the SEQRA that was originally done for this PUD,
if acceptable to the Town Board. Ok, any member of the public wish to speak to this amending of

RESOLUTION ENACTING LOCAL LAW NO.: 5 OF 2021 TO AMEND
INDIAN RIDGE PLANNED UNIT DEVELOMENT TO AMEND PUD
AGREEMENT AND PERMITTED USES
RESOLUTION NO.: 412, 2021

WHEREAS, by Resolution No.: 357, 1996 the Queensbury Town Board (Town Board) approved the
Indian Ridge Planned Unit Development (PUD) subject to execution of a PUD Agreement between the Town
and the Developers, and
WHEREAS, by Resolution No.: 97, 2000 the Town Board approved the PUD Agreement and
authorized the Town Supervisor to execute same Agreement, and
WHEREAS, the PUD Agreement between the Town and Developers was executed on April 12, 2000,
and
WHEREAS, the owner of Tax Map Parcel No.: 295.20-1-4.2 has requested an amendment to the PUD
Agreement and Master Plan for the Indian Ridge PUD to reflect a change of permitted use designation from
commercial services to single family residential, and
WHEREAS, the Town Board desires to consider such changes to the Indian Ridge PUD, and
WHEREAS, changes to PUDs are subject to the requirements of Queensbury Town Code Chapter
179, Article 12, and
WHEREAS, by Resolution No.: 330,2021 the Town Board referred the proposed change to the
Queensbury Planning Board for consent to the Town Board being Lead Agency for State Environmental
Quality Review Act (SEQRA) and for review, report and recommendation, and
WHEREAS, at their meeting on November 16, 2021 the Planning Board passed motions consenting
to the Town Board being Lead Agency for SEQRA and offering a positive recommendation on the proposed
change to the Indian Ridge Planned Unit Development,
WHEREAS, the Town’s Senior Planner has reviewed the proposed change to be sure it is in
compliance with the PUD Ordinance and the Indian Ridge PUD and has recommended that the Town

Board adopt a Resolution affirming that the proposed change is consistent with the Indian Ridge PUD and
the prior SEQRA Negative Declaration for the PUD, and
WHEREAS, the Warren County Planning Department has reviewed the proposed change and on
December 10, 2021 recommended approval, and
WHEREAS, Municipal Home Rule Law §20 requires the Town Board to hold a Public Hearing
prior to the adoption of any Local Law and by Resolution No.: 393,2021 the Town Board scheduled the public

hearing, and on Monday, December 20, 2021 duly conducted the public hearing, heard all interested parties
and closed the public hearing, and
WHEREAS, the Town Board has considered the conditions and circumstances of the proposed Local
Law and wishes to consider adoption of Local Law No.: __ of 2021 as presented at this meeting,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board determines that the proposed modification will not
result in any new or different environmental impacts then those previously analyzed at the time of PUD
approval and that, therefore, no further SEQRA review is necessary, and
BE IT FURTHER
RESOLVED, that the Queensbury Town Board hereby affirms that the proposal by the owner of
Tax Map Parcel No.: 295.20-1-4.2 for an amendment to the Indian Ridge PUD Agreement and Master
Plan to reflect a change of permitted use designation from commercial services to single family
residential is consistent with the Indian Ridge PUD as approved by the Town Board by Resolution Nos:

this Resolution and a copy of the Local Law to the Town Planning Board, Town Zoning Board of Appeals,
Town Zoning Administrator and Warren County Planning Department in accordance with §179-15-080(D) of
the Town Zoning Law, and
BE IT FURTHER,
RESOLVED, that the Town Board hereby authorizes and directs the Town Clerk to file the Local Law
with the New York State Secretary of State in accordance with the provisions of the Municipal Home Rule
Law and acknowledges that the Local Law will take effect immediately upon filing with the Secretary of State.

LOCAL LAW NO.: 5 OF 2021
A LOCAL LAW TO AMEND THE INDIAN RIDGE PLANNED
UNIT DEVELOPMENT TO CHANGE ZONING
OF CERTAIN PROPERTY FROM COMMUNITY SERVICE
TO SINGLE FAMILY RESIDENTIAL
BE IT ENACTED BY THE QUEENSBURY TOWN BOARD AS FOLLOWS:
Section 1. Intent; Authority – The Town Board seeks to change the permitted use
designation of one (1) parcel of land in the Indian Ridge Planned Unit Development (PUD) from
commercial services to single family residential. This Local Law is adopted in accordance with
the New York State Municipal Home Rule Law.
Section 2. Amendment of Indian Ridge PUD Zoning and Agreement The Indian Ridge
Planned Unit Development Agreement (PUD Agreement) approved by Town Board Resolution
97,2000 is hereby amended as follows:
A. One (1) parcel of property on the northeast corner of Farr Lane and Farr Lane East
bearing Tax Map Parcel number 295.20-1.42 and shown on the Indian Ridge
Phase I layout map is changed to reflect a permitted use designation from
commercial services to single family residential.
B. Section 1(a) of the PUD Agreement is amended to read:
Density – The build-out of the PUD is limited to a maximum of (i) seventy-five
(75) seventy-seven (77) single family homes, (ii) a single one (1) acrea parcel,
subdividable into two parcels of at least .4 acres each for use as a community
service center as set forth below, and (iii) 10 acres for use as senior citizen
housing, general recreational purposes and/or educational (library) purposes
(hereinafter “senior citizen parcel”).
C. Section 1(c) of the PUD Agreement is amended to read:
Permissible Areas of Development – The permissible areas of development are
those shown on the attached revised Master Plan depicting the areas for 75 77
single family lots and senior housing and a community center. The parties
acknowledge that the configuration of the lots and the road system may be the
subject of revision by Owners upon site plan approval, provided however, the

final site plan shall, at a minimum, depict the following: (i) no more than 75 77
single family homes, each of which shall not be less than four tenths (.4) of an
acre, (ii) a ten (10) acre senior citizen parcels to be located generally on the
southern half of the Project, (iii) one (1) acre for development as a community
service center(s), (iv) an access road to the lands of the Queensbury Union Free
School District in the area depicted on the attached map and (v) (iv) an
access/recreational parcel connecting the subdivision with the land
conservation parcel as depicted on the attached map.
D. Section 6(a) of the PUD Agreement is amended to read:
a. No. of Lots/Size
i. SINGLE FAMILY LOTS:
-Maximum build-out - 77 lots.
-Minimum size shall be .4 acres.
ii. LIMITED COMMERCIAL LOTS
(depicted on attached map 1 acre):
-Maximum build-out - 2 lots.
-Minimum area - .40 acre.
iii ii. SENIOR CITIZEN PARCEL:
-Maximum housing build-out -61 units.
-Area shall not exceed 10 acres.
-Area may include recreational, educational (library) and related
uses.
E. Section 6(d) of the PUD Agreement is amended to delete the references to
commercial setbacks contained in subparagraph 6(d)(c).
F. Section 7(b) is deleted in its entirety.
Section 3. The map appended to this Local Law is hereby adopted as the official Town
Zoning Map of the Town of Queensbury and supersedes the previously adopted Town Zoning Map.

Section 4 Section 3. Severability – The invalidity of any clause, sentence, paragraph or
provision of this Local Law shall not invalidate any other clause, sentence, paragraph or part
thereof.
Section 5 Section 4. Repealer – All Local Laws or Ordinances or parts of Local Laws or
Ordinances in conflict with any part of this Local Law are hereby repealed. In particular, this
Local Law is specifically intended to supersede the amended provisions of the current Town of
Queensbury Zoning Law.
Section 6 Section 5. Effective Date – This Local Law shall take effect upon filing by the
office of the New York State Secretary of State or as otherwise provided by law.
2.3 PUBLIC HEARING - LOCAL LAW TO AMENT CHAPTER 179 “ZONING” OF
QUEENSBURY TOWN CODE TO AMEND PERMITTED USES IN THE
NEIGHBORHOOD RESIDENTIAL ZONING DISTRICT

SUPERVISOR STROUGH-SEQRA is attached and we will have to do the SEQRA for this one.
Neighborhood Residential is a zone that is around two Churches on Aviation Road, the Methodist
and Catholic Church. It is also the zone for the Masonic Temple which is back of there. We have
several Neighborhood Residential Zones, it was a zone that was designed to be transitional.
Transitional between a pre-dominate residential area and a commercial area. So this is entitled to
have some mixed use in it as long it’s not a kind of use that would have negative impacts on either
of its adjacent zones. So the Masonic Temple, the Masons would like to, they don’t need the whole
building that they have there on off of John Burke Road, behind the Methodist Church, sandwiched
between the Methodist Church and Montcalm Apartments, used to be Burke Apartments. They
would like to put a daycare center. Well currently daycare centers are not allowed in
Neighborhood Residential Zoning. I don’t know why, there’s a growing need for daycare centers.
Clearly, there seems to be some public funding to supplement them in the future because of such
a need for these. It seems that the daycare center would be an appropriate transitional use between
commercial and residential. The Planning Board thought it was proper to add this use to the
Neighborhood Residential Zone as long as the lot size be a minimum of two acres. I think there
is something like thirty-seven available lots throughout the Town of Queensbury that would meet
that. I don’t think we are going to see thirty-seven new daycare centers. This is an opportunity
for the public to tell the Town Board how they feel about this proposal. The proposal being
allowing a daycare center use to be in a Neighborhood Residential Zone as long as they meet the
two acre criteria. Any thoughts on behalf of the Board before I open up the public hearing? I will
open the public hearing. Is there anybody present who would like to speak to this proposal? On
zoom, anybody like to speak to this proposal? Are we all clear Tim?

Section 1. Intent; Authority – The Town Board seeks to change the zoning district
designation of two (2) parcels of land from Moderate Density Residential (MDR) to Recreation
Commercial (RC). This Local Law is adopted in accordance with the New York State Municipal
Home Rule Law.
Section 2. Amendment of Zoning Map – The Town of Queensbury Zoning Map
referenced in Town Code §179-3-010 is hereby amended to reflect a zoning district change for two
(2) parcels of property on West Mountain Road from Moderate Density Residential (MDR) to
Recreation Commercial (RC), such properties bearing Tax Map Parcel numbers as follows:

Section 3. The map appended to this Local Law is hereby adopted as the official Town

extension of the Agreement between the Town of Queensbury and StoredTech Technology Solutions, Inc.,
(Stored Tech) for the continued provision of professional information technology services, and
WHEREAS, Stored Tech has submitted Quote No.: STSQ15495 dated Dec 7, 2021 for the Town’s
purchase and installation of a replacement wireless network for an amount not to exceed $15,613.84, and
WHEREAS, the Town Board wishes to engage StoredTech in accordance with such Quote as such
professional services are consistent with StoredTech’s existing provision of information technology
services and StoredTech has the skill, expertise and an established familiarity and comfort level with the
Town’s building infrastructure, and

WHEREAS, the Town Board wishes to authorize such purchase and services, with funding to be from
Capital Reserve #64, and
WHEREAS, in accordance with New York State General Municipal Law §6(c), the Town Board is

NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes and directs the engagement of
Stored Technology Solutions, Inc., (Stored Tech) for professional services in accordance with Stored Tech’s
Quote No.: STSQ15495 dated Dec 7, 2021 for the Town’s purchase and installation of a replacement
wireless network for an amount not to exceed $15,613.84 and authorizes and directs the Town Supervisor to
sign any needed documentation and/or agreements to effectuate such purchase and services to be paid from
Computer Hardware Account No.: 205-1680-2031, and
BE IT FURTHER,
RESOLVED, that the Town Board hereby finds that the withdrawal and expenditure for such purchase
is an expenditure for a specific capital project and/or certain maintenance project for which the Capital Reserve
Account #64 was established, and
BE IT FURTHER,
RESOLVED, that the Town Board hereby authorizes the Town Budget Officer to take all actions
necessary to amend the Town Budget and effectuate the transfer from Reserve No.: 64 in the amount of
$15,613.84 to Computer Hardware Account No.: 205-1680-2031 to fund such purchase, and

RESOLVED, that the Town Board further authorizes and directs the Town Supervisor, and/or Town

WHEREAS, the Town of Queensbury Highway Superintendent has advised that it is necessary to
remove and replace the traffic signal cabinet with controller at the intersection of Quaker Road and Lafayette
Street, and
WHEREAS, the Highway Superintendent sought quotes for such repair services, and
WHEREAS, Stilsing Electric, Inc. is the only company to submit a quote for these services and also
maintains and repairs traffic signals for the Town and for these reasons, the Town Board wishes to declare
Stilsing Electric, Inc., as a sole source provider, and
WHEREAS, in Section IV, Subsection(3)(C)(2)(f) of the Town Purchasing Procedures, upon the
Town Board considering the reasonableness of the fee, it may engage a particular professional which was
previously used with the Project without soliciting multiple vendors, and
WHEREAS, the Town will adhere to all New York State Law bidding requirements, and
WHEREAS, declaring Stilsing Electric, Inc., as a sole source provider will ensure that the Town’s
traffic lights will continue to operate in a safe and efficient manner,
NOW, THEREFORE, BE IT
RESOLVED, that for the reasons outlined above, in these circumstances the Queensbury Town Board
hereby waives its requirement under the Town of Queensbury’s Purchasing Policy for two (2) written quotes
and declares Stilsing Electric, Inc., as a sole source provider for this Project to help ensure that the Town’s
traffic lights will continue to operate in a safe and efficient manner, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs engagement of the services of Stilsing
Electric, Inc., for the removal and replacement of the traffic signal cabinet with controller at the intersection of
Quaker Road and Lafayette Street for an amount not to exceed $21,800 as delineated in Stilsing Electric Inc.’s
quote presented at this meeting, and
BE IT FURTHER,
RESOLVED, that the Town Board authorizes and directs that payment to Stilsing Electric, Inc., for
their services in the amount of $21,800 shall be made from Traffic Control Repairs Account No.: 001-3310-
4800, and

WHEREAS, as Lead Agency, the Queensbury Planning Board conducted a State Environmental
Quality Review Act (SEQRA) Review, with the Project being an Unlisted Action, of Site Plan 35-2021
Chris Racicot for construction of the 14-unit townhouse style multi-family housing project, and issued a
SEQRA Negative Declaration for this Project and associated work, specifically including this sewer
construction Project,

The above described Sewer Service District Extension is intended to include all of those
parcels as contained within the above described area as shown on the Warren County Real
Property Tax Map in the Town of Queensbury, NY and is not intended for the conveyance
of Real Property.
2. The proposed improvements consist of approximately 400 linear feet of 8” SDR 26 PVC
gravity sewer main extending from the existing manhole at Main Street and Newcomb Street intersections,
northward in the Newcomb Street right of way and approximately 150 linear feet of 8” SDR 26 PVC gravity
sewer main westerly into the Project site. Two new pre-cast concrete manholes will be installed.
3. The facilities for this Sanitary Sewer District Extension to be constructed and capital costs
associated with this District Extension are estimated to be approximately $130,000 to be paid for by the
Developer. There will be no cost to the Town. Developer will be required to dedicate all infrastructure and
take actions to transfer their interest to the satisfaction of the Town Water Superintendent/Wastewater
Director and Town Counsel.
4. The estimated annual cost of the District Extension to the developed parcel would be
calculated as detailed in the Map, Plan and Report. There are residential and commercial lots in the District.
The benefit equivalent of all the units in the District would total 286.2 benefit units for this extension. Such
benefit unit assignments are used to apportion debt of infrastructure across users within the District. The
benefit tax rate in 2021 based on the referenced report is $27.84 per benefit unit. In addition to the benefit
tax, users with the District are also charged a sewer rent based on water consumption. There is no “typical
property” as there is no mode since all properties have a different assessed value. The total estimated annual
cost of the median property located at 122 Sweet Road, having an assessed value of $178,400 per the Map,
Plan and Report, is $459.29. The total estimated annual cost of the mean property located at 7 Luzerne
Road having an assessed value of $450,409 per the Map, Plan and Report is $738.86. The estimated annual
cost of each property in the District is detailed in the Map, Plan and Report filed in the Town Clerk’s Office
and also available on the Town of Queensbury Website: www.queensbury.net.
5. The Developer of the Property will pay all costs of the improvements and has already paid
the one-time buy-in cost and Town connection fee, so there will be no financing required by the Town on
behalf of the District or otherwise.
6. A detailed explanation of how the estimated costs of the District Extension were computed
is included in the Map, Plan and Report which has been filed with the Queensbury Town Clerk and is
available for public inspection.

WHEREAS, the Town’s agreements with the Squads will expire on December 31, 2021, and
WHEREAS, in such agreements the Town and Squads have agreed that the terms and provisions of
the existing agreements may continue during the interim period pending execution of new agreements, and
WHEREAS, by previous Resolution the Town Board authorized a new 2022 agreement with the West
Glens Falls Emergency Squad, Inc., and the Town Board will consider a new 2022 agreement with the Bay

COUNCILMAN MCNULTY (WARD IV)
Gave update regarding traffic study going on for Corinth Road. They have been in contact
with Craig to get information on future planning and Dave Duell about some of the traffic
control measures along the way. They hope to have something done by mid-January, what
we do with that remains to be seen but at least we will have the study done by then.
COUNCILMAN FERONE (WARD III)
Announced that he read in the paper where the Lake George Land Conservancy had awarded
the Ronald Montesi Citizen Conservation Award this year to Sarah Hoffman and Stuart Alex
Novak. I didn’t know there was such a thing. I just thought it was worth noting because Ron
was so involved with this Board, the County and the Community. It is kind of cool that they
have that there for him.
Referred to an article by the National Highway Traffic Safety Administration which said that
speed related crashes cause the United States forty billion dollars a year. That total is trending
upwards and so the story said, why is everybody in a hurry and driving like maniacs? We
always talk about speed in our Town and with the holidays and people celebrating, just wanted
to point out again it is not worth speeding and getting into an accident or putting somebody in
harm’s way. We should take our time and get to where we are going safely.
This is the season of peace, joy, and goodwill and I know each one of these Board Members
have said this at one point or another but I just thought it was appropriate now that I am so
very proud to be serving with this group of people. This is going to finish up my fourth full
year on this Board and this is the last meeting of 2021. So often you read in the paper there
are Boards or Committees and there’s so much arguments and consternation it doesn’t seem
like anything gets done and our Board seems to work so well together. We might have
different backgrounds, we might come from different political backgrounds but we all work
together for the citizens of Queensbury and I think that’s a great thing to have.

these times and wish everybody good health as its seems like we need to be ever so vigilant
with this COVID thing that is still around.
COUNCILMAN FREER (WARD II)
Noted that he just heard this new Omicron Variant of COVID has overtaken Delta as the
biggest spreader. We are all struggling with how to deal with that vaccines, boosters, masks
so urge everyone to continue to try and do their best they can.
Thanked Look TV and Jessie Jackson for an interview that we had about what the Town is
doing for climate change and energy conservation. I got a little off script when he asked about
electric vehicles and we started talking about electric airplanes.

I put out a memo to the Town Board regarding the 284 Highway Agreement, I hadn’t heard
back but will follow up next week.
Based on some of the discussions we’ve had informally, I would urge people if they have a
strong view about this new Marijuana Law, I think it is important to let us know. We are not
opting out as of right now by the end of the year. If the public has serious thoughts about
what we should be doing with allowing retail, I urge people to speak up if they have strong
feelings about it. We will not be able to satisfy everybody perfectly but I sure would like to
know what people’s views are.
COUNCILMAN METIVIER (WARD I)
Would like to echo George’s comment about this Town Board. This is a very, very enjoyable
Board, it is really a pleasure to work with all of you. The amount of work we get done and
really with so little fanfare it’s more we just seem to get the job done and I want to applaud
you all for that.
Noted that he got two complaints this week. One, we are still missing a Christmas tree. My
fault, I told you that I was going to find one. I had two people, my wife being one of them,
she asked, why didn’t you light the Christmas tree? Unfortunately, the tree died. Oddly
enough, about two years ago it was snowing and I was on my way home. The tree outside was
lit up and it was the most magnificent thing I had ever seen. I stopped and took a picture of it,
I shared in on Facebook the other day on an ad that I ran. I’ve had over a couple hundred
shares, and they wanted to know where the tree was, it’s the most beautiful thing I’ve ever
seen. John, I’m going to find us a tree. We will light it next year. We will replace this tree
and then we will have a nice tree lighting ceremony.

SUPERVISOR STROUGH
Announced all of the programs offered by our Town’s Parks and Recreation in the program
guide for the Fall, Winter and Spring of 21-22. Even with COVID and everything else, they
have a lot of programs being offered to enhance the quality of your life.
Referred to the recent Lafayette and Quaker Road water line break and noting it was fixed
that day. It was deep and rough going. I would like to give our Water Department fellows a
lot of kudos, they are doing a wonderful job and they worked hard that day.
I too want to join my Town Board in wishing everybody Happy Holidays but more
importantly a healthy 2022. If you’re healthy you’re going to be happy. With COVID
rampaging, and if you told me that we would be looking at the situation and it would be almost
just as bad, if not just as bad in March of 2022 as it was in March of 2020, I would say you
were crazy. But I’ve been wrong about this all along. It’s devastating and those people who
have not been vaccinated, you are really paying the price. People are seriously ill in the
hospitals, those who are dying and passing away. Please get vaccinated. Please wear your
mask when you are out in public. We are spaced out here. So if you are in a crowded situation
certainly wear your mask. We even have our guests in the audience wearing their masks,
thank you. Wishing everyone health and happiness for 2022.
