Minutes of the March 6, 2007 regular meeting held at the Town of Queensbury
Supervisor's Conference Room
Chairman Jack LaBombard called the meeting to order at 7:02
Present: Commissioner's Irish, Conboy, Maine &t LaBombard
Excused: Commissioner Fusco, Commissioner Mott
Staff Present: Director Lovering
Guest: Bernard Rahill, Jim Miller
Visitor: Ward 3 Councilman John Strough
Approval of Minutes:
It was moved by Commissioner Irish and seconded by Commissioner Maine to approve the
minutes' from February 6, 2007 meeting and to place on file. All members present approved.
Organizational Meeting:
Chairman LaBombard turned the meeting over to the Director who asked for nominations for
the offices Chairman, Vice-Chairman, and Secretary. Commissioner Irish made a motion,
seconded by Commissioner Maine, nominating a slate of Jack LaBombard - Chairman, Tim
Conboy - Vice-Chairman, and Joe Fusco Secretary. All members present approved the slate.
Committee Assignments: To be distributed by the Chairman at the next meeting.

• Memo to Town Board detailing RFP for Ridge Jenkinsville construction awarding bid to
Miller Associates
Mr. Rahill spoke about the need for planned community recreation facilities; Mr. Rahill
referenced Robert Moses creating parks on Long Island. He expressed his concern that the
town was accepting land for parks in areas that were not readily accessible by the town
residents. Mr. Rahill explained his proposal many years ago for purchasing Round Pond and
developing public access to the pond. He also suggested the Town Board use set asides for
locating parks in "better and developable property."
Chairman LaBombard gave a brief history of Queensbury Parks and Recreation and explained
briefly some of the plans, and projects the Recreation Commission and Parks and Recreation
are developing for future use.
Unfinished Business:
Chairman LaBombard praised Commissioner Conboy's work on the Ridge Jenkinsville project
and his efforts to have the needed public support at the Town Board meeting for the public
hearing and vote.
Chairman LaBombard read into the record Commissioner Fusco's e-mail regarding the Ridge
Jenkinsville time line. Director Lovering and Jim Miller detailed the work to be performed at
Ridge Jenkinsville and explained that Tom Hutchins (Hutchins Engineering) would be designing
the septic and irrigation systems. A yet to be determined well company will be drilling the
wells, and Ethan Hall (Rucinski/Hall Architects) will be working with Miller Associates on the
field house design. A brief discussion was held on possible project alternates, although no
decisions were made. Additional detail and discussion will be needed in the future to identify
what areas would be appropriate as alternates. Commissioner Conboy addressed the need to
develop a site plan from the master plan of Ridge/Jenkinsville. Discussion regarding which
fields would be the most practical to begin construction of in the next phase. Mr. Miller
explained the need to balance the take off to avoid having to bring in or bring out fill to
minimize unwarranted excavation and additional cost. Commissioner Conboy addressed
concerns voiced by the Town Board over adequate parking for events. The commission spoke
of conceptual plans and made no decisions. Jim Miller will develop a milestone time line for
presentation to the Town Board at appropriate times throughout the process, with the goal of
keeping the town well informed of the construction progress.
Councilman Strough addressed the plans and status of the Bike Path through the Rush Pond
area.
New Business:
Commissioner Irish Personnel Committee Chairman made a motion, second by Chairman
LaBombard, that Jennifer Baertschi by hired as the Recreation Program Assistant, all
members approved.
Chairman LaBombard asked Commissioner Irish to speak with Hal Paine of Warren County
regarding collaborating for power and heat from the county co-generation plant located
below Gurney Lane. The City of Glens Falls has informally requested the Town of Queensbury
consider taking over the administration of the city recreation program because their Director
is leaving. Chairman LaBombard also spoke about his discussions with the Queensbury Little
League regarding a possible move to a location off Potter Road. Director Lovering will meet
with the Little League and the City Water and Sewer board to discuss.
