Minutes of the October 6 2009 regular meeting of the Queensbury Parks and
Recreation Commission held at the Town of Queensbury Supervisor's Conference
Room
In the absence of Chairman Irish due to illness, Vice Chairwoman White called the
meeting to order at 7:02 pm
Roll Call:
• Present— Conboy, Fusco, LaBombard, Maine, White
• Excused—Irish, Mott
• Staff—Director Lovering,
• Guests—Jim Miller
Approval of Minutes:
It was moved by Commissioner Maine, seconded by Commissioner LaBombard,
to approve the minutes from the September 1, 2009 meeting. All members present
approved.
Communications and Remarks from Visitors: (see file for copies)
• Monthly Correspondence
• Letter of apology from youth responsible for vandalism at West End
Park
• Newspaper article about historical significance of Blind Rock and
efforts by councilman Strough to establish a "pocket park" around
Blind Rock
• Newspaper article about Rowing Club and series of e-mails regarding
dedication activity. This dedication was planned and took place
without knowledge of any Town officials.
• Budget Control Report as of 09/30/2009
• Employee Roster Report as of 09/30/2009
Unfinished Business
• 2010 Budget Update by Director Lovering currently stands at $855,776
down from $896,493. The 2010 budget will be less than the 2009 budget.
• Queensbury Rowing Club discussion—tabled until we have the full
Commission present.
New Business
• Gurney Lane Master Plan draft presented by Jim Miller. Mr. Miller
reviewed some of the areas that could be developed. Topography of this
area poses a real challenge to development. Improvements would include
parking and signage, amphitheater, pool area development, play areas,
pavilions, trail head improvements, and phased in facilities such as tennis,
basketball, softball. This would be a major project with costs estimated in
excess of two million dollars. Question and answer session took place with
Commission members. Future and further development of Gurney Lane is a
high priority for Director Lovering and the Commission. Further discussion
will be on future agenda's.
• Discussion of proposed new maintenance building at Ridge/Jenkinsville
current barn is in deplorable condition and poses health and safety hazards.
The age of the building is in excess of 100 years. There are also code
violations. Discussion on need for a new maintenance barn next to current
barn. The consensus of the Commission was to table approval of this project
until a full Commission is present and priorities for projects are understood.
• Feeder Canal Park Grant-discussion on benches and tables to be purchased
and installed. (Alliance Grant) This grant will be administered by the
Warren County Planning Department and assisted by our department.
