Notice of Completion of Final Generic EIS
Lead Agency: Town of Queensbury Planning Board
Address: Town Hall
724 Bay Road
Queensbury,NY 12804-1472
Date: June 25, 2001
This notice is issued pursuant to Part 617 of the implementing regulations pertaining to Article 8
(State Environmental Quality Review Act) of the Environmental Conservation Law, and Article V of the
Town of Queensbury Zoning Ordinance regarding site plan review.
A Final Generic Environmental Impact Statement ("FGEIS") dated June 22, 2001 has been
completed and accepted by the Town of Queensbury Planning Board, as lead agency, for the proposed
action described below.
Name of Action:
Great Escape Theme Park LLC
Description of Action:
The proposed action is the expansion of the existing Great Escape Theme Park through the
construction of additional parking, vehicle circulation and pedestrian access facilities including
parking lots, a "ring road", dedicated access lanes, pedestrian bridge and new visitor entrance
plaza; construction of a 200 room hotel, possible construction of a convention center/trade show
facility. A new tertiary wastewater treatment system, upgrades to the park's electrical service and
stormwater management facilities is also planned. The purpose of the action is to provide
support facilities and capacity to allow for planned growth in annual patronage at the Park,
anticipated to increase from 900,000 to 1,500,000 visitors. It is anticipated that rides and
attractions in the park will change and/or be constructed to attract such additional visitors.
Location: (Include street address and the name of the municipality/county):
1172 State Route 9, Queensbury, NY 12804-1372 (between Round Pond Road and Glen Lake
Road), in the Town of Queensbury,Warren County. See attached general project location map.
Notice of Completion of Final Generic EIS Page 2
Potential Environmental Impacts:
Construction of the new visitor support facilities and the cumulative impacts of operating the Park
may have the potential for significant adverse environmental impacts and the Planning Board has
therefore requested the preparation of a Draft and Final Generic Environmental Impact Statement
("GEIS") to assess such potential for direct and cumulative impacts to the surrounding natural
environment and community. Parking improvements may increase stormwater runoff. The
increased Park attendance will also increase traffic volumes on State Route 9 within the Project
study area. The FGEIS studies the direct and cumulative potential for adverse impacts on traffic,
audible noise, visual, drainage and stormwater, surface and ground water quality, terrestrial
ecology, aquatic ecology, and cultural (historical and archaeological)resources. The FGEIS also
assesses the purpose, need and social and economic benefits of the Park's proposed expansion
to the community and region, as well as alternatives to the proposed action. As SEQR also
requires, the FGEIS responds to all substantive comments made by the public and involved
governmental agencies to the Draft GEIS accepted and distributed by the Planning Board for
public review and comment in July 2000.
