1985-05-20 QUEENS BURY RECREATION COMMISSION MINUTES OF MEETING MAY 20, 1985 Minutes of the regular meeting of the Recreation Commission of the Town of Queensbury, held Monday, May 20, 1985 at the Queensbury Town Office Building, Queensbury, New York. Chairperson Little called the meeting to order at 7:32 p.m. PRESENT: Commissioners Granger, LaBombard, Little, Martin, Teti, Councilwoman Monahan and Director Hansen ABSENT: Commissioners B1y, Lemery (ex.) VISITORS: D. Roberts, Queensbury Planning Board APPROVAL OF MINUTES Commissioner Teti moved to approve the minutes of the March 25th meeting. Commissioner Martin seconded the motion, which was unanimously approved. Commissioner LaBombard moved to approve the minutes of the April 29, 1985 meeting. Commissioner Martin seconded the motion, which was unanimously approved. NEIGHBORHOOD PARK DISCUSSION Dick Roberts, the Planning Board Chairman was present to dis- cuss and advise the Commission regarding the development of neighbor- hood parks in Queensbury. Sometime ago when the new building/planning codes were being developed, it was suggested that contractors/builders be directed to provide .a suitable area within the subdivision or the cash in lieu of, towards the creation of a neighborhood recreation park. Dick Roberts explained that though it was suggested and dis- cussed, that this type of policy was never adopted in the new codes. Mr. Roberts further explained that there were legal questions whièh were yet to be addressed and other extenuating circumstances. Council- woman Monahan also added that there was a state zoning law which re- quired the developer to provide either land or a cash amount for the purpose of recreation. After further discussion, it was decided that the Recreation Com- mission should investigate more thoroughly the situation regarding subdivision development and how such development might affect rec- reation. Dick Roberts was asked to contact the Department of State regarding information as it applies to this situation. The Commission thanked Mr. Roberts for his input and expertise in this area. GURNEY LANE POOL PROJECT UPDATE Councilwoman Monahan advised the Commission that the pool project was still moving and that the pre-bid meetings with contractors were being set up by Dick Morse. It was explained that the pre-bid meetings would be small informal one-on-one meetings, rather than a large meet- ing with all contractors attending. Once these meetings had been com- pleted, the bids would then be revised and again sent out. The Commission expressed concern that the summer was fast approach- ing and that unless more emphasis was placed on the pool project, that the expected completion by the summer of 1986 would not be possible. Councilwoman Monahan assured the Commission that the project was still active and also relayed that negotiations regarding Round Pond was still in progress. The Commission unanimously adopted a motion to encourage the Town Board to continue working on the Gurney Lane Pool Project so that work can begin at the site this fall, and hopefully be completed by the summer of 1986. SPORTS LIGHTING FOR ATHLETIC FIELDS The Commission reviewed the sports lighting information which the Director presented and overall the Commission was dismayed at the cost figures for installation of tennis and softball lighting. After further discussion, and in light of the Gurney Lane Pool Project, the Commission decided to table any further discussion about sports lighting until after the pool project is resolved. DIRECTOR'SREPORT The Director presented a verbal report and highlighted the school pool situation and the problems at the Glen Lake canoe access site. The Director also updated the Commission regarding spring programs and the upcoming senior citizens trips. There being no further business, the meeting was adjourned at 9:14 p.m. The next meeting will be held on Monday, June 24, 1985 at 7:30 p.m.
