QUEENSBURY RECREATION COMMISSION
MINUTES OF MEETING
SEPTEMBER 22, 1980
Minutes of the regular meeting of the Recreation Commission
of the Town of Queensbury held Monday, September 22, 1980, at the
Gurney Lane Recreation Area and the Queensbury Town Office Build-
ing, Queensbury, New York.
Initially, the Recreation Commission met at 6:15 P.M. at
Gurney Lane to discuss and look at the swimming pool and the adJoin-
ing facilities (picnic area, pavilion, play apparatus area and rest
room facilities). The Commission was concerned with a number of
problems at Gurney Lane including; the slipperiness of the pool deck,
the water run off problem and the upgrading of the rest room/shower
facilities. Mr. and Mrs. Richard Tougas, Geer Road, Hudson Falls,
were on hand and had requested to address the Commission regarding
the pool deck situation. Keith Tougas, age 7, had slipped and been
injured earlier this year while leaving the swimming pool area (see
accident report - July 21, 1980. His parents were concerned about
the situation and requested to know what was being done. It was
explained that the action of chlorinated water on a painted asphalt
surface created the slippery condition and that new types of paint,
sand mixed in with the paint and even strips of rubber matting had
all been tried as possible remedies, without success. The Recreation
Commission assured Mr. and Mrs. Tougas that one of the reasons for
tonight's meeting was to view the situation and plan a course of action
to correct the problem as soon as possible.
Mrs. Tougas also explained that the family insurance coverage had
not reimbursed her totally for Keith's accident and wondered about the
Town's insurance coverage and possible reimbursement. The Director
explained that the Town carries only liability insurance for participants
of Recreation Department programs and activities. Inasmuch as the
Recreation Commission had never received such a request for reimburse-
ment, additional time to discuss possible alternatives was requested.
The Director will review the Town's insurance policy and will contact
Mr, and Mrs. Tougas at a later date.
The Director explained and showed the Commission the problem
areas of the pool and it was the concensus that changes would have to
be made before next season. The pool apron was judged to be too steep
in some areas and excessive paint peeling (pool surface) was also
obvious. The water run off problem from both the Pond Hill and the
equipment/pavilion area was also discussed and it was the Commission's
suggestion that an Engineer be contacted to help with a possible remedy.

The need for a urinal in the men's restroom and showers was also
discussed, and here again, the Commission agreed that these items
were necessary. Overall, the swimming pool facility was judged to.
be in need of repairs and maintenance and that if possible some of
the work should be done this fall.
The Commission returned to the Queensbury Town Office Building
where Chairman Lyon called the meeting to order at 7:28 P,M.
PRESENT: Commissioners B1y, Champagne, Howe, Lavigne, Lyon, Roop,
Yasko and Director Hansen.
ABSENT: None
VISITORS: Leå Tugas, (Post Star)
APPROVAL OF MINUTES:
Following a brief review, Commissioner Roop moved to approve the
minutes of the July 28, 1980 meeting. Commissioner Howe seconded the
motion, which was unanimously approved. Inasmuch as a quorum was not
present at the August 25, 1980 meeting, there were no official minutes
to approve.
COMMUNICATIONS/CORRESPONDENCE:
The Director briefly reviewed the letter from the Robert Garden's
Sociables Club which was enclosed in the monthly packet. The Senior
Trip to the Adirondack Museum was discussed at length and the Commission
was concerned about the financing for this and future trips. The
Director explained the Recreation Department's committment to the
Que ens bury Senior Citizen Club and suggested how future trips should
be planned. However, these trips should be paid for as much as possible
by those who wish to participate. The Commission also suggested that
future trips use school busses and a bag/box lunch, rather than a sit
down mea 1.
DIRECTOR'S REPORT:
The Director's Report was reviewed and the two new programs which
were being offered by the Department were explained. Both programs
are paid for by the user/participants and there is no cost to the
Department.
The Director explained that the monthly budget recap was missing
because the Bookkeeping Department was busy on the 1981 Budget.

EXECUTIVE SESSION:
The Commission adjourned to Executive Session to discuss the
Recreation Department's 1981 Budget, personnel and possible land
acquisition.
Returning to Open Session and there being no further business,
the meeting was adjourned ac/9:03 P.M. The next meeting will be held
on Monday, October 27, 1980.
