QUEENSBURY RECREATION COMMISSION MINUTES OF MEETING DECEMBER 17, 1979 Minutes of the regulàr meeting of the Recreation Commission of the Town of Queensbury, held Monday, December 17, 1979, at the Queensbury Town Office Building, Queensbury, New York. Vice-Chairman Yasko called the meeting to order at 7:32 P. M. PRESENT: Commissioners Bly, Howe, Lavigne, Yasko & Director Hansen ABSENT: commissioners Lyon (ex), Champagne, Roop VISITORS: Jeff Wise (Post Star) APPROVAL OF MINUTES Following review, Commissioner Lavigne moved to approve the minutes of the November 26, 1979 meeting. Commissioner Howe seconded the motion, which was unanimously approved. COMMUNICATIONS The Director relayed information concerning a recent phone conversation with Mr. Richard Willmen, who is a member of the Warren County Youth Board from Lake George. Mr. Willmen had contacted the Director on behalf of the Lake George Town Board regarding participation by Queensbury Youth in some Lake George Recreation Department programs. It would seem thata. number of North Queensbury Youth who attend Lake George School\also participate in a number of summer and winter programs offered by the Recreation Department. The Lake George Town Board felt, in as much, as they were providing a service for Queensbury children, that some form of reimbursement from the Town of Queensbury would be forthcoming. Mr. Willmen felt that $30.00 per individual, (approximately $900.00 total), would be adequate reimbursement. The Director advised Mr. Willmen that the Queensbury Recreation Department had plans to offer neighborhood programs to North Queensbury area children beginning in the Summer of 1980. In addition, those in the North Queensbury area have always been encouraged to take part in Department activitie., most of which are conducted at the Queensbury School facilities. The Director informed Mr. Willmen that his request would be presented to the Queensbury Recreation Commission at their next meeting. The Recreation Commission discussed the request, and agreed with the Director that reimbursement for past services was out of the question. The Director pointed out that non-residents, (Lake George, Glens Falls & Hudson Falls residents), have in the past taken advantage of Queensbury Recreation programs, and that public recreation by its very nature is open to anyone regardless of residency. The Director was instructed to contact Mr. Willmen and relay the Commission's decision. Page 2 RECREATION DEPARTMENT RESERVE ACCOUNTS . The Director briefly explained the Recreation Department reserve account sheet which was prepared as a method of updating Commission Members concerning the funds the Department has put away for future recreational development. The R-2 Account has $49,202.83 and may only be used for the purchase of land. The R-3 Account has $19,221.80 and may be used for the purchase of land, but may also be used for the construction of any physical public betterment, including equipment, furnishings and machinery. 1980 RECREATION COMMISSION DATES The Commission reviewed the 1980 schedule of tentative meeting dates, and requested that the December meeting be changed from December 22 to December l5.because of school vaèàtions. This change was made and Commissioner Sly then moved to approve the dates as scheduled. Commissioner Howe seconded the motion which was unanimously approved. The Director will see that the schedule is posted at the Town Office Building and that appropriate media personnel receive a copy. DIRECTOR'S REPORT The Director's Report was reviewed and discussed. The majority of winter programs began as scheduled on December 15, and hopefully will continue through the Christmas holiday. The ice skating area, due to weather, did not open on schedule, however, the Director is confident that this situation will change shortly. EXECUTIVE SESSION Upon the Director's request, the Commission adjourned to executive session to discuss possible land acquisition. Returning to open session, and there being no further business, the meeting was adjourned at 9:15 P.M. The next meeting will be held on Monday, January 28, 1980 at 7:30 P.M.
