Dear Mr. Harris!
This letter will serve to document items discussed during our recent, October 4,
2004 visit to your site. During this meeting, which was attended by Mark Cronin,
Bruce Frank, you and 1, we discussed the status of the stormwafer control system
that you have constructed. The outcome of these discussions was that we
agreed that the majority of the site has been addressed with the exception that;
a few disturbed areas along the roadway, surrounding your home and the
entire area at the "bottom" of your driveway need further attention.
Specifically, all of the open disturbed areas must re-graded appropriately,
seeded and hay mulched as.soon as possible.
We also discussed your request for a Certificate Of Occupancy, (CO) for your
newly constructed home. Our agreement, as discussed, is that all outstanding
site work shall be completed within 30 days in order for you to' maintain your
approvals. By copy of this letter I will notify Dave Hatin, Director of Building and
Codes, to issue your CO,as long as all other building permit requirements have
been met.
Lastly, I have reviewed the Stormwater Management Plan, prepared by James
Hutchins, and submitted to this office on your behalf. I note a few differences
from the plan versus the aqtual field construction. As such, you will need to
have Mr. Hutchins review your field changes and supply a letter of approval
addressing the changes to his original design. If you have filed for the necessary
permit coverage with the Department of Environmental Conservation,'(DEC) I
suggest you update your-plans with them,as well.

associated with your new home construction project at the above-referenced
Property.
As discussed, due to the scope of your project and the activities associated with the
development of the site, your project is classified as a Major project with regards to our
Stormwater Management requirements. The requirements for a Major project.include
the.submission of detailed engineering plans and calculations. As such, your plans,
developed by Jim Hutchins, 'were submitted to the Town-along with a Stormwater
Report. These plans were forwarded to the Lake George Park Commission (LGPC) for
review and comment from.their Director of Engineering,Tom Wardell. Attached please
find a copy of a comment letter from the LGPC regarding your plans.
Mr. Wardell's letter suggests that we may wish to have you address the items in his letter
prior to issuance of our permit: Therefore, I hereby request,that your project plans be
revised to address the concerns raised in the January 29, 2004 letter from J. Thomas
Wardell regarding your project. It is my expectation that you will address these matters
by February 20, 2004 and that revised plans and information will be submitted to me by
that date.

As you:requested, I,have reviewed the.Stormwater Control Report (SCR)for the above
referenced project. In general, the technical design follows the requirements of the
Stormwater Management Regulations. There are, however, a few deficiencies that you
may wish to require the.applicant to reconcile:
1. Actual.test pit and percolation test data for the proposed infiltration areas.
2. Design details for inlets and outlets of the retention areas.
3. 'More detailed description of the slopes encountered throughout the project.
4. Site-location map in-the report is incorrect..

Per our recent telephone conversation I have revised the submission as
follows:
1. I have included recorded soil test data on the drawings. My observations
led me to conclude the soils were consistently granular. In fact the area
proposed for the retention near Bay Road shows evidence of being a sand
pit. SCS mapping suggest soils are Charlton and Bice, which are well
drained, granular soils.
2. I have added retention outlet and inlet details to the drawing.
3. I have added USGS contours to the mapping. I have also provided
clinometer readings from the existing drive.
4. I have corrected the location map.

5. I have included in the report culvert sizing (P 26 — P 30) with velocity
data. Stoned outlet protection has been incorporated into the design-for
culverts #1 and #2. I have also added 2, 50 and 100 runoff-rates. While
the proposed retention is designed to mitigate the impact of a 25 year
storm, the facilities will function to at-least partially mitigate runoff
impacts of a less frequent; more intense storm.
The stormwater permit for the project is being requested as"after the fact".
The permit process is further complicated by the fact the original construction
and logging operation are not part of this project. It is recommended that the
stormwater and erosion control measures be installed immediately when the
ground has thawed and becomes workable.
I have added notes relative to maintenance of temporary as well as
permanent stormwater and erosion control measures on the drawings.
When the proposed measures are installed and maintained,,it is my opinion,
the control measures will function adequately.

referenced project. In general, the technical design follows the requirements of the
Stormwater Management Regulations. There are, however, a few deficiencies that you.
may wish to require the.applicant to reconcile:

2. Design details for inlets and outlets of'the retention areas.
3. More detailed description of the.:lslopes encountered throughout the project.

The existing.parcel includes approximately 146 acres, The Soil-Survey of Warren
Counter suggests soils in the area are Bice, Charlton, and Hinckley Plainfield.
Test pits and a review of the topography suggest the soils in the area proposed
for development are predominately Bice and Charlton series. The improvements
V will have an impact stormwater runoff.

It'is the.purpose of this reportito evaluate stormwater produced and provide .
designs which mitigate impact of additional runoff.
�l PR03ECT PROPOSAL
The project proposes the following:
- Widening the existing access road to accommodate utilities and a
stone surface driveway.
Construction of a single family dwelling.
STORMWATER
_ The project plans propose a series of stormwater management;practices and
devices. Practices which will minimize increases in stormwater include:

r-� - Access road will be gravel or crushed stone surface,
- Utilization of the existing'road to again minimize clearing as well as
additional stormwater generation.
The plans propose a series of stormwater devices to mitigate the impact of
any stormwater generated. The devices include retention and infiltrative
Li trench with the goal of infiltrating excess runoff into the soil strata.
The proposed stormwater management facilities are located and sized on the
project drawings. Computations quantifying runoff and sizing the infiltrative'
devices are attached.
