LOCATE A MOBILE HOME ON STEVENS ROAD. . QWNER OF LAND M. LOPEZ . . .
MR. LOPEZ WAS PRESENT . . . APPROVED BY THE BUILDING AND ZONING DEPT .
NOTICE SHOWN 8 :01 P. M.
-HUGHES LAMARSH- STEVENS RD. -I AM OPPOSED TO A MOBILE HOME BEING _
ACROSS THE STREET FROM MY HOME. I CONTACTED THE BANK TODAY AND THEY
TOLD ME THAT IF A MOBILE HOME WAS PUT ACROSS THE STREET FROM MY ROME
THAT THERE WOULD BE A GREAT DEAL OF DEPRECIATION ON THE VALUE OF MY
HOME. PRESENTED THE TOWN BOARD WITH A PETITION FROM THE RESIDENTS
OF STEVENS ROAD. . . ALSO OPPOSED TO A MOBILE HOME . . .
-SUPERVISOR WALTER-THERE ARE MOBILE HOMES ON THE STREET ARE THERE NOT?
-MR. LAMARSH- YES THERE ARE A COUPLE OF MOBILE W MES ON THE STREET .
I DO NOT HAVE ANYTHING AGAINST WHETHER IT IS A NEW MOBILE HOME OR
A USED MOBILE HOME-I WAS JUST TOLD BY THE BANK THAT IF THERE IS A
MOBILE HOME MOVED ACROSS THE STREET FROM MY PROPERTY RIGHT NOW THAT
THE VALUE OF MY HOME RIGHT NOW IF I WAS TO TURN AROUND NEXT WEEK AND
PUT MY HOUSE ON THE MARKET MY HOUSE WOULD DEPRECIATE FROM TEN TO
FIFTEEN THOUSAND DOLLARS , THAT IS WHAT THE BANKER TOLD ME TODAY , I
AM NOT READY FOR THAT .
-SUPERVISOR WALTER- ARE YOU THE SPOKESMAN FOR A GROUP?
-MR. LAMARSH-YES
-LEON BENNETT-STEVENS ROAD-I WANT TO CLARIFY ONE THING THAT MR. LAMARSH
SAID , HE SAID THAT THERE WERE TWO MOBILE HOMES AND A TRAILER , ONE IS
NO LONGER LIVED IN , WHEN THE OTHER ONE WAS PUT IN WAS ABOUT TWENTY
FIVE YEARS AGO, I DO NOT KNOW WHAT THE ORDINANCES WERE THEN , BUT THE -_-
SAME SITUATION , THE DEPRECIATION OF THE VALUE OF OUR HOMES , WHEN YOU
HAVE WORKED THAT HARD AND THAT LONG TO BUILD A HOUSE AND HAVE A MOBILE
HOME COME IN AND DEPRECIATE IT THAT MUCHJIT IS TOO MUCH TO TAKE .
-MR. LOPEZ- THE DEPRECIATION THAT THEY ARE TALKING ABOUT NOT TO DEPRECIATE
ANYONE DOWN OR ANYTHING BUT THERE IS CEMENT BLOCK RIGHT NEXT TO WHERE I
WANT MY HOUSE. . . THE CEMENT BLOCK HOME,, THE VALUE OF THAT , THAT IS NOT A
A REGULAR HOME EITHER. WHEN I WAS TALKING WITH THE DEALERJHE SAID
WITH THE NEW LAW THAT WAS PASSED THIS YEAR MOBILE HOMES HAVE TO MEET THE
STANDARDS OF HOUSES-THIS IS BUILT JUST LIKE A HOUSE. . .
-COUNCILMAN OLSON- THE CONSTRUCTION CODE?
13
-MR. LOPEZ- YES , IT WILL HAVE VINYL SIDING AND SHINGLED ROOF. . . IT LOOKS
LIKE A HOUSE.
-COUNCILMAN MONAHAN- DO YOU HAVE A PICTURE OF THIS -MOBILE HOME?
-MR. LOPEZ- NO I DO NOT . . . I CAN GET A PICTURE FROM THE FACTORY . AT THIS
TIME THIS IS ALL WE CAN AFFORD ON OUR BUDGET . . .WE LOOKED AT HOMES TO
BUILD WE ARE LOOKING AT 28 , 000 TO 32fJ00 AND YOU GO AND TRY AND FINANCE
THAT TODAY, FOUR OR FIVE HUNDRED A MONTH I CANNOT AFFORD THAT .
—MRS. DIDYK—STEVENS ROAD-I AM ONE OF THE LAST ONES TO COME ONTO STEVENS
ROAD—I HAVE BEEN THERE FOR TWO YEARS , ALL THE HOUSES THAT WERE SOLD
l
UP TO NOW , UP TO EVEN YESTERDAY WERE WORTH FIFTY ,SIXTY ,SEVENTY THOUSAND,
WHEN THEY ARE TALKING ABOUT THE BUILDINGS THAT WERE THERE BEFORE WE KNOW
HOW MUCH ALL THE HOUSES ARE WORTH NOW WITH THIS ONE COMING IN THAT IS WHEN
ALL OUR PRICES ARE GOING TO GO DOWN. I PAID OVER SEVENTY THOUSAND FOR
MY HOUSE I DO NOT APPRECIATE IT GOING DOWN NOW TO FIFTY THOUSAND , I CANNOT
AFFORD THAT EITHER , JUST LIKE HE CANNOT A THIRTY OR FORTY ! THOUSAND DOLLAR
HOME . I DO NOT THINK IT IS FAIR FOR US TO FOOT SOMEBODY - ELSES BILL , WE
ARE ALL HERE FFOM THE BLOCK .
BARBARA MELVILLE—I DO NOT WANT TO STRESS ANY POINT UNDULY I AM RELATIVELY
NEW IN THE AREA BEING HERE ONLY ABOUT EIGHT YEARS OR SO , WHEN MY HUSBAND
AND I MOVED UP , ( MY NAME IS BARBARA MELVILLE I LIVE ON STEVENS ROAD ),
WHEN MY HUSBAND AND I MOVED UP TO THE AREA AND BOUGHT OUR HOUSE WE WERE
TOLD THAT THERE WERE OLD TRAILERS ON THE BLOCK AND THAT AN ORDINANCE MADE
IT IMPOSSIBLE FOR OTHERS TO COME IN AND THIS WOULD KEEP OUR VALUES UP ,
SINCE WE MOVED IN TWO OR THREE VERY NICE HOUSES WERE PUT UP AND THE STREET
HAS GROWN CONSIDERABLY . A LOT OF YOUNG FAMILIES. . . I FEEL THAT I WOULD
BE OPPOSED TO A MOBILE HOME ON NO OTHER GROUNDS THEN THAT THE STREET HAS
BEEN BUILDING IN VALUE I WOULD KIND OF LIKE TO SEE IT STAY THAT WAY. THANK
YOU.
—IRENE MULNER—STEVENS STREET—MY HUSBAND AND I BUILT A HOME ABOUT THREE AND
A HALF YEARS AGO. WE ARE OLDER PEOPLE I INTEND TO STAY THLRRCEE FOR THE REST
OF MY LIFE UNTIL GOD CHOOSES TO TAKE ME AWAY. I WOULD NOTnTC7 HAVE TO SIT
THERE AND SAY FOR INSTANCE SOMETHING HAPPENED TO MY HUSBAND WHO HAS
RECENTLY HAD A HEART ATTACK , AND HAVE TO TURN AROUND AND SELL MY HOME
"— WE WORKED VERY HARD FOR OUR MONEY , EVERY BODY ELSE DOES TOO , I AM SAYING
AT OUR AGE I COULD NOT AFFORD TO TAKE ANY KIND OF A LOSS NOT EVEN FOR A
THOUSAND DOLLARS, I WOULD HAVE TO GET WHAT I PAID FOR IT ORTTgg LE MORE .
I DO NOT THINK , BECOMING A SENIOR CITIZENS , I COULD NOT AFFORDS KIND
OF MONEY. I DO NOT OWN THE HOUSE YET HOPEFULLY WITHIN TWENTY YEARS I WILL ,
BUT I DON 'T EVEN WANT TO LOSS_- A THOUSAND DOLLARS OFF THE VALUE OF MY
HOME, I DO NOT THINK IT IS FAIR. THANK YOU.
—MR. .JOHN HURLEY— I LIVE RIGHT NEXT TO WHERE THE TRAILER IS GOING TO BE
BUILT , I CANNOT AFFORD TO TAKE A LOSS ON MY PROPERTY—I HAVE JUST CLEARED
OFF THE LAND AND I AM IMPROVING THE HOUSE, I CANNOT AFFORD TO TAKE A LOSS .
-GEORGE HAVILAND-STEVENS ROAD-I HAVE FOUR CHILDREN-I HAVE LIVED ON THE ROAD
FOR ELEVEN YEARS-WE MOVED OUT THERE BECAUSE IT WAS A NICE RESIDENTIAL
NEIGHBORHOOD OUTSIDE THE CITY-WE ENJOY IT VERY MUCH-WE WORKED HARD ON OUR
HOUSE OVER THE YEARS WE HAVE A NICE HOUSE AND I AGAIN WOULD NOT LIKE TO
SEE IT DEPRECIATE IN VALUE .
-MR. LOPEZ-WE HAVE THE TWO MOBILE HOMES ALREADY ON THE STREET , I DO NOT
KNOW IF THEY ARE BOTH LIVED IN OR NOT- IT WOULD SEEM THAT THE HOUSES
WOULD BE DEPRECIATED TO THE POINT OF WHAT THEY ARE GOING TO BE WITH THE
TWO MOBILE HOMES THERE ALREADY , THERE ARE TWO ON THERE AND I AM MEETING
THE CODE IT IS ACTUALLY DISCRIMINATION BECAUSE I AM MEETING THE !TOWN
CODE AND THERE ARE ALREADY TWO MOBILE HOMES ON THE STREET .
-SUPERVISOR WALTER- I DO NOT THINK THAT THERE IS ANY DISCRIMINATION HERE
I THINK THAT THE ORDINANCE THAT WE HAVE GIVES DISCRE.'T`bf4' TO THE TOWN BOARD
AS TO GIVING APPROVAL. . .
- MR. LOPEZ- I AM NOT SAYING ACTUALLY DISCRIMINATION I AM SAYING WITH THE
TRAILERS , THERE ARE ALREADY TWO ON THE STREET . I JUST CAN ' T SEE HOW
I CAN AFFORD TO BUILD A HOUSE AT THIS TIME .
-COUNCILMAN MORRELL-MIKE DO YOU ALREADY OWN THAT PROPERTY?
-MR. LOPEZ- YES I HAVE THE DEED AT HOME AND EVERTHING.
14
-COUNCILMAN MORRELL- ISN ' T THERE A POSSIBILITY OF AN ALTERNATE PROPERTY?
WERE MOBILE HOMES WOULD BE MORE SUITED?
-MR. LOPEZ-THERE COULD BE PROBABLY , BUT RIGHT NOW I GOT FORTYFIVE HUNDRED
DOLLARS TIES UP IN A LOT , THAT IS NOT INCLUDING THE WORK I HAVE DONE.
-COUNCILMAN OLSON-MIKE TO YOU AND THE RESIDENTS THAT LIVE ON THE STREET
WHERE YOU WOULD LIKE TO LIVE AND BE NEIGHBORS , YOU WANT TO BE A GOOD
NEIGHBOR AND HAVE A PLACE TO LIVE BUT THIS PARTICULAR QUESTION BEFORE US-
PROBABLY NOT YOU OR THIS PARTICULAR MOBILE HOME APPLICATION , MOBILE HOME
HEARINGS AND DISCUSSION LIKE THIS I THINK ARE THE MOST DIFFICULT THING,
DECISION TO MAKE TO COME BEFORE THIS TOWN BOARD IT IS THE HARDEST DECISION
TO MAKE FOR A TOWN BOARD IN SIMILIAR SITUATIONS LIKE THIS . I WILL
BE FRANK WITH YOU AND EVERYBODY-THAT ISj HERE, A PETITION WAS PRESENTED j
TONIGHT THERE IS INFORMATION ON THAT PETITION, A COUPLE OF QUESTIONS
HAVE BEEN RAISED I HAVE THOUGHT BF A COUPLE OF QUESTIONS. MY OWN FEELING
AT THIS TIME IS WE HAVE HAD THE HEARING TONIGHT , WE CAN CLOSE THE
HEARING WHEN IT IS DONE BUT I WOULD LIKE TO LOOK INTO SOME OF THE DEED
RESTRICTIONS ON THE LAND AND SEE IF THERE ARE ANY RESTRICTIONS AND
SEE THE ZONING IN THAT AREA THAT I AM NOT FAMILIAR WITH AT THIS TIME .
I WOULD ALSO LIKE TO INVESTIGATE THE PETITION , THE NAME AND LOCATIONS
I WOULD LIKE TO LOOK INTO IT FURTHER SO I CAN MAKE THE BEST DECISION.
THAT IS JUST MY OWN COMMENTS THE REST OF THE BOARD MAY HAVE THEIR OWN
COMMENTS AND THEY CAN VOICE THEIR OWN OPINIONS , I JUST WANT TO BE FRANK
AND LET YOU KNOW MY FEELINGS.
-COUNCILMAN MONAHAN- I WOULD LIKE MR. SEA4Y-' TO CHECK INTO WHEN THE TWO
PREVIOUS MOBILE HOMES WERE PLACED THERE .
-MR. S,EALY - BEFORE THE ORDINANCE. . .
-COUNCILMAN MORRELL- WE ARE FACING A TIME SCHEDULE HERE WITH WEATHER., I
DO NOT THINK IT WOULD BE FAIR TO TABLE OR NOT TAKE ACTION TONIGHT IT WOULD
DELAY THIS CLOSER AND CLOSER TO FOUL WEATHER. . .
-COUNCILMAN MONAHAN- I WOULD LIKE TO SEE A PICTURE OF THIS MOBILE HOME.
-SHARON LAMARSH- I LIVE ACROSS THE STREET FROM WHERE THIS LOT IS
I WOULD LIKE TO SAY THAT ORIGINALLY THIS LAND WAS OWNED BY MY PARENTS
AS WAS THE HOUSE THAT WE LIVE IN RIGHT NOW , I WOULD BE SURPRISED IF
MR. LOPEZ DID NOT KNOW BEFORE HE BOUGHT THE LAND THAT THERE MIGHT BE
A PROBLEM WITH A MOBILE HOMEjBECAUSE WHEN MY PARENTS ORIGINALLY TRIED
TO SELL THE LAND THAT WAS PART OF THE PROBLEM. THE PEOPLE WHO COULD
AFFORD TO BUY THE LAND WHEN THEY DID CHECK INTO IT REALIZED THAT IT
WAS GOING TO BE DIFFICULT TO PUT A MOBILE HOME ON THERE AND A FEW PEOPLE
WERE TOLD THAT IT WOULD BE NEXT TO IMPOSSIBLE SO IF YOU ARE INTENDING
TO BUY THE LAND FOR THAT REASON . . . A PERSON CAME UP TO THE TOWN OFFICES
AND WAS TOLD IT WOULD BE VERY DIFFICULT EVEN THOUGH HE HAS A SON THAT
WAS TOTALLY DISABLED. I DO NOT THINK , I WOULD FIND IT HARD TO BELIEVE
THAT MR. LOPEZ BOUGHT THE LAND NOT KNOWING THAT THERE MIGHT BE A PROBLEM
WITH PUTTING A TRAILER ON . I KNOW THAT MURRAY 'SjWHO OWNED THE LAND
FOR A WHILEjHAD TOLD US THAT A FEW PEOPLE WERE INTERESTED BUT DECIDED
NOT TO BUY THE LAND BECAUSE OF THE PROBLEM WITH THE TRAILER. . . .
I WOULD ALSO LIKE TO SAY THAT WE ARE NOT , I WILL SPEAK FOR MY HUSBAND AND
I , WE ARE NOT AGAINST A MOBILE HOME , WE LIVED IN A MOBILE HOME FOR A NUMBER
OF YEARS BEFORE WE BOUGHT OUR HOUSE , BUT I THINK TO BE FAIR TO US AND THE
PEOPLE ON THE STREET IF THE MOBILE!WME IS GOING TO DE-VALUE OUR HOME, THEN
WE HAVE A RIGHT TO BE CONCERNED, AND TO SPEAK UP .
-SUPERVISOR WALTER- ASKED FOR FURTHER COMMENTS , HEARING NONE THE PUBLIC
HEARING WAS CLOSED. 8 : 19 P. M. l
