2005-05-09 SP MTG 22 289 SPECIAL TOWN BOARD MEETING 05-9-2005 MTG. 22 SPECIAL TOWN BOARD MEETING MTG. #22 MAY 9, 2005 RES, 228 7:00 p.m. TOWN BOARD MEMBERS PRESENT SUPERVISOR DANIEL STEC COUNCILMAN ROGER BOOR COUNCILMAN THEODORE TURNER COUNCILMAN JOHN STROUGH COUNCILMAN TIM BREWER PRESENT Post Star Reporter 1.0 Schermerhorn Concept for Haviland/Meadowbrook Road Supervisor Daniel Stec-Discussed Warren County’s proposal to realign Meadowbrook and Cronin Roads further to the east to improve the westerly view. Rich Schermerhorn-Spoke to the Board regarding his proposed subdivision, noted that the access road will be placed to align with the County’s proposal for Meadowbrook, if this realignment does not go through the access to the subdivision will remain as moved… Attorney Lapper-The plans have been sent to the County’s engineer and they have approved the location of the subdivision road. Rich Schermerhorn-Spoke to the Board regarding the PUD at Hiland Park…existing proposal was for Hotel and Strip Mall, requesting a change to mixed use, two fifty to three hundred thousand dollar homes, duplex units, an association, possible general store and offices… Councilman Boor-Concerned that the architecture facing the Haviland Road is not little fences … Rich Schermerhorn- The Glens Falls Home is dictating how they want the design…architectural review the front and the back and landscape design will be approved by them as well as the Planning Board…will have lighting in the project paid for by the association…will have bike paths and walking paths in the development...maintenance and mowing etc. will be taken care of by the association. Councilman Brewer-Questioned how close was the property to the density build out? Attorney Lapper-Will be doing a density calculation … Rich Schermerhorn-This project is proposed at forty-two units, twenty-one buildings. Councilman Brewer-How large are the lots? 290 SPECIAL TOWN BOARD MEETING 05-9-2005 MTG. 22 Rich Schermerhorn-A little larger than a quarter of an acre. Limited buildings to a story and a half, everything has to have a residential appearance. Attorney Lapper-Noted that a formal application will be submitted… Supervisor Stec-Noted they will wait for the formal application, and in the future it will come back before the Town Board for action. 2.0 Town of Queensbury Safety Committee ByLaws Supervisor Stec-The safety committee should be out there reviewing the conditions of safety in general around the town and provide training programs. Committee represented by Department Heads, two of the five to seven members would be union members…periodic training, safety bulletin boards, assigning more specifics to the safety committee… Budget Officer Switzer-Noted that the safety committee should be reviewing all accident reports … the Town Board should see the minutes of these committee meetings.. Comparing to other municipalities our size the Town has a great safety record. Supervisor Stec-Basically through our insurance carrier we told them that we had a committee…it is not an option to not have one. Budget Officer Switzer-Spoke on the safety initiative which outlines the initiative of the Town and who is responsible … Councilman Strough-Is there a mission statement? This committee will review accident reports, and other things, but I do not see that..suggested developing a mission statement a little bit more clearly … Budget Officer Switzer-Originally when this was started the safety initiative went hand in hand with the by laws, so the initiative tells what the purpose of the safety committee is the scope the duration, who administers, safety initiative. Supervisor Stec-Modifying these would be the early tasks of the new committee. Councilman Strough-Why don’t you go to all the department chairs and ask them what they want to go into the mission statement of the safety committee. The other thing I see just off the surface is the union may have a problem with them suggesting five people and the Town Board will pick two of them, I can see the politics now. Why don’t we suggest that the Union will offer two, to us and we can either take them or not. Discussion held: Have the Department Managers develop a more comprehensive mission statement… 291 SPECIAL TOWN BOARD MEETING 05-9-2005 MTG. 22 3.0 Meeting with Recreation Commission Supervisor Stec-Suggested a meeting with the Recreation Commission… Discussion held-Board decided to meet with the Recreation Commission-tentative date of 5/18/2005…if necessary a resolution can be prepared regarding the Community Center rd for the 23. at a Workshop Meeting. 4.0 G.F. Watershed Discussion Rezoning Supervisor Stec-In the stipulation of action the City is supposed to pick a designated representatives and we are supposed to pick designated representatives to convene an intermunicipal planning meeting to discuss issues related to zoning property owned by the City of Glens Falls located in the Town within thirty days of submission to the Court. I have not heard anything from the City the only person that has prompted me at all on th this has been our own attorneys and it looks like this stipulation was signed on April 12. I think we need to decide what date we might be able to meet and who we want on that. I do not know if it is the City’s intention and I have not been told whether they think that they are going to have an entire group or if they want a quorum or if they want to have a regular meeting or if they want to have just representatives like their planning people and a couple council members or what we want to do? Councilman Strough-I will volunteer for any of that. Supervisor Stec-Do we want to have a full board? Councilman Brewer-Why don’t we find out what they want to do if they are going to have their full council? Supervisor Stec-I will call the Mayor’s office and find out. Spoke about times and dates regarding this meeting we will shoot for a date in mid May.
