Supervisor Walter- This is not a mobile home but a motor home...
Mr. Bob Rourke-next door neighbor-This is not a mobile home, they drive it in and drive
it out. I have no objections to it.
Mr. Larney-Retired Engineer from General Elec., my wife is Dr. Larney Albany
University...The object right now is to clarify the situation which developed out of the
temporary parking of our motor home on the lot. We restate that we are not a mobile
home, we are a motor home, within the Town of Queensbury Zoning Ordinance it defines
clearly in articles 69, 73 and 106. We have prepared a formal document which states
(on file) defines a mobile home as a structure, transportable in one or more sections,
etc., then article 73 defines a motor home, see "Travel Vehicles" article 106, defines
the travel trailor or travel vehicle, means any portable vehicle, including a tent camper
or motor home, which is designed to be transported on its own wheels, which is designed
and intended to be used for temporary living quarters for travel, recreational or vacation
purposes, and which may or may not include one or all of the accommodations and facilities
customarily included in a mobile home. From the above, it is obvious that the Town
of Queensbury defines the motor home as a travel vehicle, and not as a mobile home. We
can find no section in the Zoning Ordinance which prohibits a property owner from parking
his motor vehicles of any kind (including automobiles, vans, pick-up trucks or other travel
vehicles) on his undeveloped property. Thus, it appears that we are not violating any
zoning ordinance, and that an application to park our motor home on our property is
unnecessary and irrelevant. Therefore, we request that application be withdrawn and
we would feel the Board would concur with us that the parking of the motor home
temporarily on our lot does not inconvenience anyone at all. We have looked very carefully
at the possbility of a negative impact on our neighbors and have considered this very
carefully, we think that we have examined all of the aspects of it and find that there
is no negative impact. We have looked at the concept of physical danger to our neighbors,
and find none. We have looked at the ecological balances and we have not discharged
anything to the air or the ground so we protect the lake waters to a maximum degree.
We have looked at the environment ambiance of the area, and say that we do not have
large noisey parties nor do we cover our lot with automobiles and that sort of thing and
do not restrict any of our neighbors from enjoying their property. We looked at the
financial aspect of it, we cannot envision how we could depreciate anyone else's property. _+
We think that leaving an open green space rather than a structure there actually enhances
the area. We even looked at the aesthetics, but here we must tell you that one neighbor
said the mobile home, motor home there lowers the tone of the neighborhood. We explain
that this judgement, if we were to remove everthing from the area that anyone found
unappealing in any way at all we would wind up with a barron landscape. We did find
a neighbor who said he enjoyed having the motor home there, he liked to look at it. All
of this is irrelevant afid subjective anyhow. The point is that each persons view point
on the artistic end is important to him and that should be respected but not be allowed t

to govern the activities of other people who may have different points of view. We reques
that the Board concur with us that we are not doing anyone any harm by the temporary
use of our lot.
Supervisor Walter- You have said that you are interested in withdrawing the application?
Mr. Larney- Yes, because we find that this is an application for a mobile home and we
feel that we do not fit that category. We are a motor home, it is a vehicle, licensed
by the State of New York as any passenger car and we take it on and off our lot. The
zoning ordinance does not disclose anywhere that you cannot park a vehicle on an
undeveloped lot.
Mr. Wilson Mathias-Town Counsel- I concur with your analysis. I think you are right,
I do not think it applies.
Councilman Olson- I am accepting the fact the he wants his application withdrawn.
Councilman Eisenhart- I think that we have no recourse.
Councilman Olson- He is withdrawning the application and not wanting a hearing, that
is the only thing that I agree to.
Councilman Eisenhart-The only thing that follows is that somebody else is going to have
to bring a complaint that there is a mobile home...
Mr. Larney- There has been a complaint...we would hope that we could resolve here
tonight. That we can park the motor home there and we wish to have this thing end
in harmony that we live with all our neighbors in a peaceful manner.
Mrs. Larney-You said that there are written complaints, could we hear what they were?
If you agree that we are not violating anything, I was wondering whether it would be
possible for the town to communicate that to the complainants so that they would
understand that we are not violating the ordinance.
Supervisor Walter- The letters that you have Mr. Chase, are they addressed to the Town
Board?

'`— ;upervisor Walter- I do not think we have to entertain those, because the public hearing
was advertised that the Town Board was having a public hearing, the correspondence
was to Mr. Dean and can be answered by Mr. Dean. If the Town Board agrees that the
Ordinance does not apply to a motor home we can agree to have the application withdrawn.
Councilman Olson-We do not have to agree on anything. The applicant has asked that
the application be withdrawn, we do not hear it, I will agree that we do not hear the
application.
Councilman Eisenhart-I would agree to that.
Supervisor Walter- Is that the consensus of the Board? I would declare the public hearing
closed because Mr. & Mrs. Larney have indicated to the Town Board that they would
withdraw their application. Their reason 'for that is, that after reviewing the Zoning
Ordinance and the other ordinances in the Town, feel that a motor home is not applicable
in this situation, so therefore the Public Hearing is closed 7:56 P.M.

RESOLUTION NO. 159 , Introduced by Dr. Daniel Morrell who moved for its adoption, seconded

WHEREAS, a map, plan and report have been prepared, in a manner and detail as
determined by the Town Board of the Town of Queensbury, regarding the establishment
of a proposed Water District in the Western (Mountainview) area of the Town; and
WHEREAS, such map, plan and report have been filed in the Town Clerk's Office in the
Town; and
WHEREAS, the map, plan and report were prepared by Charles H. Scudder, a competent
engineer licensed by the State of New York, showing the boundaries of the proposed
district, and a general plan of the water system, and a report of the proposed method
of operation; and
WHEREAS, the map and plan show the source of water supply, the water mains, distributing
pipes and hydrants, together with the location and a general description of all public
works existing or required; and

WHEREAS, the maximum amount proposed to be expended for the improvement is
Twenty-six Thousand Three Hundred ($26,300.00) Dollars; and
WHEREAS, the map, plan and the report describing the improvements are on file in the
Town Clerk's Office for public inspection.
NOW, on motion of Mr. Daniel Morrell, and seconded by Dr. Charles Eisenhart, it is hereby
ORDERED, that the Town Board of the Town of Queensbury, shall meet at the Town
Office Building in the Town, situate at Bay and Haviland Roads, on the 14th day of August,
1984, at 7:30 o'clock p.m., for the purpose of conducting a public hearing on the proposal
to establish said water district with the improvements specified therefor and to consider
the map,plan and report, and to hear all persons interested in the subject thereof
concerning the same, and to take action as may be required and authorized by law, and
it is further
ORDERED, that the Town Clerk of the Town of Queensbury is hereby authorized and
directed to publish a copy of this order in the official newspaper of the Town of Queensbury
and to post a copy of the same on the signboard of the Town of Queensbury, in the time
and manner required by law.

Supervisor Walter- Mr. Scudder has determined the costs and the first year costs for
people in that District will be $7.17 per thousand maximum which is less than the
Queensbury Water Dist. I would' believe that this would be favorable to the residents
of this proposed district. ...Does the Town Board wish to set a public hearing on the
increase in colonial cable TV rates? It was the consensus of the Board not to set a
hearing....Request from Mr. Hansen, Recreation Director to transfer $500.00 from his
.440 account to his .200 account to purchase picnic tables...noted that monies that were
set aside for this purpose were used upon the request of the Recreation Commission
for semi-perminent playground equipment..,
Councilman Olson- Where was the semi-perminent equipment placed?
Councilman Monahan- At the four playground sites. The neighborhood playgrounds are
doing much better this year with the new programs and playground coordinator.

WHEREAS, The Town Board bfthe Town of Queensbury did recommend that we advertise
for bids for Plumbing and Electrical Work on the new Court Project and
WHEREAS, bids were submitted and received and opened at the specified time
and place by the Director of Purchasing/Town Clerk Donald A. Chase, and such
bids were then turned over to Mr. Paul Cushing, Engineer for his recommendation, and
WHEREAS, Mr. Paul Cushing by letter has recommended that the
bid be awarded to Rozell Inc., Glens Falls, N.Y. for Plumbing in the amount of
$4,285.00 and Russell Brown, Glens Falls,N.Y. for Electrical in the amount of $7,640.00

RESOLUTION TO APPROVE TEMPORARY MOBILE HOME PERMIT
RESOLUTION NO. 166, Introduced by Dr. Charles Eisenhart who moved for its adoption,

WHEREAS, a temporary mobile home permit was granted to a Mr. Thomas E. Harris
on April Lane, the temporary permit to expire on July 10, 1984, and
WHEREAS, Mr. Thomas Harris has approached the Town Board requesting an extension

-Mr. Joseph Daire-Expressed his sympathy to the family of Leslie Hillis on the loss of
their son William Hillis.
-- -Councilman Eisenhart- Asked that Mr. Daire contact his Fire Company, So. Queensbury,
and ask that they give their Audit.to him as soon as possible.
-Mr. Thomas Clark of 10 Homer Avenue- presented the Town Board with a petition from
the residents of Homer Avenue, requesting that the zoning on their street be changed
from Light Industrial to Residential...(on file)
-Supervisor Walter- The petition will be turned over to the Town of Queensbury Planning
Board for their recommendation, and then if they concur, we will set a public hearing...
-Miss Sue Rozell of Caroline Street-Spgke to the Town Board, on several situations in
her area, one being the business of Mr. Richard Lee, the storage of equipment and the
blocking of the street by his vehicles and the hours in which he is doing his business,
number two, the inhumane treatment of a dog that is tied up at the property owned by
Mr. Lee and third the rodents that seem to be coming from that location into the
neighborhood. (rats).
Discussion held: Supervisor Walter-suggested the following, regarding the treatment
of a dog at the Lee's property. She requested that the Rozell's contact Mr. Howard Randall,
the Warren County SPCA Officer, secondly, she requested that the Rozells and neighbors
write to the Qsby. Board of Health about the rat condition in the area so that they can
act officially and thirdly, the Town Board will request that the Building and Zoning Office
and the Town Counsel look into possible zoning violations at the Richard Lee site on
Caroline Street. Fourth, the Residents of the area upon seeing that the street is blocked
they should notify the Sheriff's office and also the Fire Company of the blocking of the
street.
-Mr. Donald A. Chase-Resident of Fifth Street, requested that the Board look into the
placement of a fence and shrubs on the Corner of Caroline and Garner, noted that it
blocks the view of traffic...
-Supervisor Walter- Noted that she will ask Mr. Naylor to look at the situation and see
if the placement of the fence and shrubs is on the Town right of way...
196 -Mr. Edward Carr-Woodchuck Hill- Representing Mr. Knox, presented the Town with
a petition from the residents of Knox Road approving the proposed new location of the
road and that the Town Pave it...
-Councilman Olson- Would Mr. Knox pave the road...
-Mr. Edward Carr- No, he would replace the road with a like road of what is there now.
-Supervisor Walter-Accepted the petition...The Board will confer with Mr. Naylor and
Town Counsel on this...Presented the Town Board with a plaque given to the Board by
thee West Glens Falls Vol. Fire Co. for the Board's participation in "Celebration 84"

WHEREAS, the Town Board of the Town of Queensbury recognizes the unselfish devotion
that the Leslie Hillis family has given to the general well being of the citizens of the
Town of Queensbury, and
WHEREAS, the Leslie Hillis Family has suffered a great loss in the untimely death of
their son William Hillis, NOW, THEREFORE BE IT
RESOLVED, that the Town Board of the Town of Queensbury on behalf of the residents
of the Town of Queensbury hereby convey their deepest sympathy to the family of William
Hillis.

RESOLUTION REJECTING BIDS
RESOLUTION NO. 170, Introduced by Mrs. Betty Monahan who moved for its adoption,
seconded by Mr. Daniel Olson:
WHEREAS, the Town Board did advertise and receive bids for the General Construction
and Heat ing/Ventilation/Airconditioning for the renovation of the old Police Office into
a Court Room and Offices and
WHEREAS, the bids were opened at the specified place and time and the firm of Paul
Cushing Assoc. reviewed the.bids and
WHEREAS, on advice of Counsel and after due consideration of the Town Board the bids
were rejected for the reasoning of the lack'of a non collusive certificate and unsatisfactory
—_ bid quotations, NOW, THEREFORE BE IT
RESOLVED, that the Town Board of the Town of Queensbury hereby formally rejects
all bids received on General Construction and Heating/Ventilat ion/A ircondi t ions for
the Town Court Rehabilitation Project.
