3.07 3.7 Labor&Policy Issues',Non Union Full Time and Permanent Part Time Employees-Terms of CSEA MOA—Wages Health Insurance Percentage—8-22-2022 RESOLUTION AUTHORIZING APPLICABILITY OF EQUAL TERMS OF MEMORANDUM OF AGREEMENT BETWEEN TOWN OF QUEENSBURY AND TOWN OF QUEENSBURY UNIT OF CSEA TO NON-BARGAINING UNIT FULL-TIME PERMANENT AND PART-TIME PERMANENT TOWN EMPLOYEES RESOLUTION NO.: ,2022 INTRODUCED BY: WHO MOVED ITS ADOPTION SECONDED BY: WHEREAS, by previous Resolution the Queensbury Town Board approved, affirmed and ratified the terms of an August 2, 2022 Memorandum of Agreement between the Town of Queensbury and Town of Queensbury Unit of the Civil Service Employees Association, Inc. (CSEA) and authorized a new Collective Bargaining Agreement for the period from August 22, 2022—December 31, 2024 to incorporate the terms of the August 2, 2022 Memorandum of Agreement(MOA), and WHEREAS, the Town Board wishes to grant and authorize the equal applicability of certain terms set forth in such MOA to the Town's Non-Bargaining Unit full-time permanent and part-time permanent Town employees, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby grants and authorizes the equal applicability of the base wage rate increases and the percentage of health insurance premiums to be paid by employees hired on or after September 1, 2022 authorized in the MOA delineated in the preambles of this Resolution to the Town's Non-Bargaining Unit full-time permanent and part-time permanent Town employees, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor's Office to amend the Town Employee Handbook Section 702 "Health Insurance" accordingly to reflect the amendment of terms regarding health insurance premiums, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor and/or Town Budget Officer to take such other and further actions as may be necessary to effectuate the terms of this Resolution. Duly adopted this 22nd day of August, 2022,by the following vote: AYES NOES ABSENT: 2 / ~ � � \ / MEMORANDUM OF AGREEMENT THIS MEMORANDUM OF AGREEMENT is made on August 2, 2022 by and between the TOWN OF [1UEENSBUKY(«Tovvn») and the CIVIL SERVICE EMPLOYEES ASSOCIATION, |NC./ LOCAL 1OO[,AFSCK4E, AFL-CIO,TOWN OF QUEENSBURY UNIT#900700,WARREN COUNTY LOCAL 857("CSEA-)as follows: WHEREAS, the Town and CSEA have entered into a Collective Bargaining Agreement for the period from January 1, 2U20 through December 31, 20Z3;and WHEREAS,the Town and CSEA desire to extend the Collective Bargaining Agreement through December 31, 2024 in accordance with the terms of this Memorandum of Agreement;and WHEREAS, the Town and CSEA have completed collective bargaining in connection with the extension of the Collective Bargaining Agreement through December 31,2024; NOW,THEREFORE,the parties hereto agree osfollows: 1. Effective August 22,2022,the base wage rates for the bargaining unit employees shall be increased by$2.75 per hour, and the wage rates in Schedule A attached to the Collective Bargaining Agreement shall be increased by$23S per hour; effective January 1, 2023,the base wage rates of the bargaining unit employees shall be increased by.5%in lieu of the increase previously negotiated by the parties, and the wage rates in Schedule A attached to the Collective Bargaining Agreement shall be increased by 5%in lieu of the increase previously negotiated by the parties;and effective January 1, 2024,the base wage rate of the bargaining unit employees shall be increased by 5%,and the wage rates in Schedule A attached to the Collective Bargaining Agreement shall be increased by 5%. 2. In Article 11 of the Collective Bargaining Agreement,the reference to "Agency Shop"shall be deleted from the title of the Article,which will now be labeled "Payroll Deductions." 3. In Section I of Article IV of the Collective Bargaining Agreement,the reference to"12:30 p.m."shall be corrected to"12:30 a.m." in connection with the end of the second shift for the "Building K4aintenance /Tmvvn^Genera|\.^ 4, |n Section 2/a\of Article V|[the following shall be added at the end Pf the paragraph: "Employees hired on or after September 1, 2022 shall contribute 15%of the premium,or the percentage paid by employees hired before January 1, 2014, whichever ishigher."
