The applicant proposes to revise a previously proposed plan to install two holding tanks with a combined capacity of 3,500 gallons and instead install four holding tanks with a combined capacity of 4,000 gallons. Relief was sought for the use of holding tanks and was granted by the Town on October 16, 2022. The revised proposal represents a modification to that approval. Based on the information presented in the record, no further Agency review is required for this variance since the project does not involve provisions of the Adirondack Park Agency Act. Thank you for your referral of this variance determination. Do not open attachments or click on links from unknown senders or unexpected emails. Robyn, I am contacting the APA to review the modification of an approved septic variance for Sean Chant at 22 North Lane due to the difficulty of placing 2-2000 gallon holding tanks due to the weight of each tank. The engineer Garry Robinson is requesting the placement of 4- 1000 gallon holding tanks which would be able to set with excavation equipment in lieu of a crane and a temporary road installed which would disturb more of the property. As per Town Supervisor John Strough's request the Town of Queensbury would like your approval regarding the change from 2-2000 gallon holding tanks to 4- 1000 gallon holding tanks before we give the owner Sean Chant and the engineer Garry Robinson the approval of the modification. Please see the attached letter and revised plans showing the location of the 4-1000 gallon holding tanks. There will be no additional variances required and the alarm system will remain the same. Please review at your earliest convenience. Thank You! This was brought about by conversations with the contractor, Chris Crandall, who made some suggestions to provide an equal system while making the system construction less intrusive to the area. The storage tank system capacity remains the same as well as the level control and water shutoff system. Below is an outline of the benefits of changing the tankage layout: 1. The proposed 2000 gallon tanks are two piece tanks. They have a joint about halfway in the height of the tank. The tanks will be installed in groundwater and although they will be sealed, over time these joints tend to leak allowing sewage to comingle with the groundwater. The proposed one piece 1000 gallon tanks will not have such problems. 2. The individual 1000 gallon tanks weigh less than the 2000 gallon tanks. They are much easier to handle and can be shipped, moved and placed with smaller and lighter equipment as well as placing a much lighter load on the fragile Assembly Pointe roads. 3. The larger tanks require a crane to be set on site. The 1000 gallon tanks can be set by the contractor's equipment. This will also reduce loads on the road system as well as the time that it takes for the crane to be on Assembly Point roads. 4. The revised 4 tank system will be able to be installed sooner. The tanks are more readily available, will be easier to set on the set and need less preparation before being set in place. In summary, the proposed change will be able to be installed sooner,be more reliable and provide the same system as originally designed. Attached are three copies of the revised plans for you use. If you have any questions or require any further information, please feel free to give me a call. THE ATMOSPHERE IN THE HOLDING TANKS IS CONSIDERED TO BE A CLASS 1, GROUP D, DIVISION 1 RATED SPACE UNDER THE NATIONAL ELECTRIC CODE. THE CONTRACTOR SHALL PROVIDE THAT ALL WORK CONFORMS TO THE APPROPRIATE DETAILS FOR THIS CONSTRUCTION. THIS INCLUDES INSTALLING SEAL OFF FITTINGS ON ANY ELECTRICAL LINE THAT RUNS BETWEEN THE ALARM PANEL AND/OR OTHER ELECTRICAL PANELS, FILLING WITH THE APPROPRIATE SEALANT TO PREVENT GASSES FROM ENTERING THE ELECTRICAL PANELS. WATER SHOULD BE CONSERVED AS MUCH AS POSSIBLE. THE LEVEL CONTROL SYSTEM NEEDS TO BE MONITORED CLOSELY TO ENSURE THAT WHEN THE YELLOW LIGHT IS ENERGIZED THAT A SEPTIC HAULER BE SCHEDULED TO PUMP THE TANKS. ONCE A HISTORY IS DEVELOPED OF HOW LONG IT TAKES BETWEEN PUMPINGS IT WILL BECOME EASIER TO OPERATE THE SYSTEM. THE WATER SUPPLY WILL BE CUT OFF IF 'THE HIGH LEVEL ALARM IS ENERGIZED. WATER WILL NOT BE AVAILABLE UNTIL TANK #4 IS PUMPED! TANK #1 WILL CONTAIN THE MOST SOLIDS AND SHOULD BE PUMPED AT THE SAME TIME AS TANK #4. TANKS #2 AND #3 SHOULD BE PUMPED SHORTLY AFTER. IT IS IMPERITIVE THAT THE TANKS ARE WATERTIGHT. EVEN A SMALL OPENING WOULD ALLOW WATER TO ENTER CAUSING THE LEVEL TO RISE AND RESULT IN MORE FREQUENT PUMPING AS WELL AS INCREASING COSTS DRAMATICALLY. SEND AS LITTLE GREASE AS POSSIBLE TO HOUSE DRAINS. MONITOR HOLDING TANK LEVELS AND PUMP TANK SHORTLY AFTER THE TANK HIGH LEVEL ALARM IS ENERGIZED. ENSURE THAT ALL FIXTURES IN THE HOME ARE LOW FLOW AND THAT EVERYONE THAT RESIDES THERE IS AWARE OF THE LIMITED CAPACITY OF THE HOLDING TANK SYSYTEM. AFTER A FEW MONTHS OF OPEARATION OF THE SYSTEM YOU SHOULD BECOME AWARE OF HOW WATER USE IMPACTS THE CAPACITY OF THE SYSTEM AND HOW LONG IT TAKES TO FILL THE SYSTEM AT A POINT THAT IT TRIPS THE ALARM. HAVE A SEPTIC PUMPING CONTRACTOR ON CALL AT ALL TIMES SO THAT HE CAN COME AND PROVIDE A PUMP OUT IN SHORT ORDER. HAVE THE PHONE NUMBER POSTED IN PLAIN SITE. ALSO HAVE THE NUMBERS OF A FEW ALTERNATE COMPANIES THAT WOULD BE AVAILABLE IF THE MAIN CONTRACTOR IS UNAVAILABLE WHEN NEEDED. FOLLOWING THESE SIMPLE GUIDELINES CAN GET YOU TO A POINT THAT YOU ARE AWARE OF HOW MUCH YOU DISCHARGE TO THE HOLDING TANKS AND HOW LONG YOU HAVE UNTIL THE TANKS FILL AGAIN AFTER THEY ARE PUMPED. WE RECOMMEND THAT EACH TIME YOU CALL THE CONTRACTOR THAT YOU HAVE BOTH TANKS PUMPED OUT IN THEIR ENTIRETY. YOU WILL QUICKLY LEARN THAT CONSERVING WATER IS VERY IMPORTANT IN THE OPERATION OF THIS HOLDING TANK SYSTEM AND THAT IT LOW WATER USAGE WILL SAVE YOU CONSIDERABLE MONEY. IF THE SYSTEM SEEMS TO BE FILLING QUICKER THAN NORMAL YOU SHOULD CHECKS THE TANKS AND THE PIPING TO ENSURE THAT THERE IS NO CLEAR WATER LEAKING INTO THE SYSTEM BY WAY OF DRIPPING FAUCETS, RUNNING TOILETS OR LEAKS INTO THE SYSTEM FROM OUTSIDE (AS GROUNDWATER IS VERY HIGH ON THIS LOT).
