Jenkinsville Area Water District Formation
Dear Supervisor Strough:
C.T. Male Associates is pleased to provide this proposal for the preparation of a Map, Plan &
Report (MPR) for the creation of a new water district serving the Jenkinsville area of the Town of
Queensbury.The MPR would be prepared consistent with NYS Town Law and would encompass
the areas generally including Jenkinsville, Sunnyside Rd E, Stonehurst and Ridge Roads. The
scope of services is as follows:
SCOPE OF SERVICES
1. Participate in a kick-off meeting with Town Staff to help define district boundaries and to
create project milestones.
2. Using latest available County GIS data,establish a list of parcels,both vacant and developed,
within the proposed district. The strategy in assigning costs per district parcel would be via
current assessed valuation analysis. Each parcel would be responsible for repayment of debt
service commensurate with their assessment. It is our understanding that the Town would
provide current assessment data for parcels assigned to this district.
3. Develop a Map of the proposed district based on feedback from Town Staff. The Map would
include all parcels in the defined district boundary including undeveloped land. We would
propose to identify up to three (3) potential routes in conveying public water to Jenkinsville.
Specifically, Stonehurst Rd, Ridge Rd and Rockwell Rd will be evaluated separately as
potential options. One preferred alternative will be identified and put forth to the Town in
further evaluating costs.
4. Estimate annual water use costs for the district.
5. With assistance of the Water Department, create an overall operation and maintenance
(O&M) budget for the proposed district.
6. Create a metes and bounds legal description of the proposed district. The description would
be completed by a NYS licensed surveyor and based on the tax mapping data.

7. Using water distribution criteria established in the previously completed Engineers Report,
develop a capital cost estimate to install mains, hydrants, valves, land acquisition and
appurtenances based on the preferred alternative. This will become the basis for estimating
debt service costs per user within the district. Consideration for possible incorporation of the
Jenkinsville District into the Towns Consolidated District will also be discussed in the Report
along with potential cost impacts. Further cost analyses will be presented considering
whether the Town receives Grant funding, incorporation of internal landfill funds or other
sources via New York State.
8. Prepare a draft Map,Plan&Report for review by the Town Board and Staff.
9. Meet with the Town Board at a Public Meeting.
10. Incorporate Town Board and relevant public comments into the final MPR.
11. Prepare and distribute up to ten(10)hard copies of the final Map,Plan,and Report along with
one electronic copy in PDF format.
COMPENSATION
We propose to perform the above scope of services for the lump sum fee of$15,900.00,including
reimbursable expenses.
