MEETING OPENED 7:39 P.M.
DEPUTY SUPERVISOR DANIEL OLSON- Our Town Supervisor is out of the
Country this evening. Mrs. Walter, is in Europe with a group of representatives
of Warren and Washington Counties on a first hand inspection tour of a Resource
Recovery Plant which is similiar to the plant that is planned for Washington
County. This trip is taken at no cost to the Town of Queensbury or Counties
of Warren and Washington.
RESOLUTION TO APPROVE MINUTES
RESOLUTION NO. 272, Introduced by Dr. Charles Eisenhart who moved for
its adoption, seconded by Mr. Daniel Morrell:
i RESOLVED, that the Town Board Minutes of November 8th and 13th of 1984
be and hereby are approved.

RESOLUTION TO AMEND BINGO LICENSE
RESOLUTION NO. 273, Introduced by Mr. Daniel Morrell who moved for
its adoption, seconded by Mrs. Betty Monahan:
RESOLVED, that Bingo License NO. 17044 for West Glens Falls Volunteer
Fire Company be amended to include one Sunday Bingo Occasion.

AUTHORIZE EXECUTION OF SPECIAL CONTRACT FOR SNOW AND ICE
CONTROL IN THE PILOT KNOB AREA
RESOLUTION NO. 274, Introduced by Dr. Charles Eisenhart who moved for
its adoption, seconded by Mrs. Betty Monahan:
WHEREAS, for many years, providing snow and ice control services in the
Pilot Knob area has required men, materials and equipment from the Town
of Queensbury, the Town of Fort Ann, Washington County and Warren County,
and
WHEREAS, because of the location of the boundary lines between the various
jurisdictions, several municipalities are required to provide snow and ice
control services in the same general area, and
WHEREAS, it is the intention of the Town of Queensbury to provide snow
and ice control services in a cost-efficient manner without unnecessary expenses
for duplicating efforts, and -
WHEREAS, the General Municipal Law Article 5G authorizes municipal joint
ventures for the performance of certain governmental activities including --�
snow and ice control services, and
WHEREAS, the Town of Queensbury has determined that a municipal joint
service for snow and ice control in the Pilot Knob area is in the best interest
of the citizens of the Town of Queensbury, and
WHEREAS, a proposed contract for snow and ice control in the Pilot Knob
area between the Town of Queensbury, the Town of Fort Ann, Warren County
and Washington County has been prepared by Wilson S. Mathias, Counsel to
the Board, a copy of which is annexed hereto,
NOW, THEREFORE BE IT
RESOLVED, that the Supervisor, or her deputy, be and they are hereby authorized
to execute the special contract for snow and ice control in the Pilot Knob
area, which contract, when executed by the other municipal contracting parties
shall be filed in the Town Clerk's Office.

DISCUSSION HELD- Deputy Supervisor Daniel Olson called on Highway Superin-
tendent Paul Naylor to review the proposed contract agreement...
Paul Naylor, Highway Superintendent-(map used)This will be approximately
three or four miles of additional road to be plowed...we will be paid for plowing
this piece of road which will allow the town to place another truck in the
area to bring faster service to the residents of Queensbury...
Deputy Supervisor Olson- I would like to point out that we have to plow in
this area anyway...
Paul Naylor, Highway Superintendent- Noted that a town plow cannot plow
in another municipality unless there is a contract, up to this point Washington
County was plowing this section of road and it would take them two hours
to get to the location. Noted that this problem was brought to light when
a residence became year round. The residence was in Queensbury The road
in Washington County, the Town of Queensbury could not plow that road.
When service was requested all parties met and a contract agreement for
plowing was made between the municipalities...This will be a good blueprint
for Warren County to look at. We will be keeping records of exactly what
it costs to maintain this highway per mile...this may change the policy of
a lump sum to maintain roads, to time and material policy.
DEPUTY SUPERVISOR OLSON- Our Attorney has reminded me of a letter
we had last meeting requesting stop signs from a private mold to home court
onto a highway, asked if Mr. Naylor had a report on this...
PAUL NAYLOR, HIGHWAY SUPT.- The V&T Law says that wo can put one
up by Town Board Resolution—requested that stop signs be pl 1 :"ed at the interseciton
of Luzerne Road and the entrance of Homestead Village, the intersection
of Pitcher Road and Woodland Path and the intersection of VanDusen Road
and the entrance of Forest Park Mobile Home Court.

RESOLUTION TO INSTALL STOP SIGNS
RESOLUTION NO. 275, Introduced by Dr. Charles Eisenhart who moved for
its adoption, seconded by Mr. Daniel Morrell:
WHEREAS, the Town Board of the Town of Queensbury has received a requests
for stop signs to be placed at the intersections of Private Mobile Home Parks
'h and Town Roadways, and

WHEREAS, Mr. Paul Naylor, Highway Superintendent has reviewed the situation
and has recommended to the Board that such signs could be installed, NOW,
THEREFORE BE IT

--- RESOLVED, that the Town Board hereby authorizes Mr. Paul Naylor, Highway
Superintendent to place the proper stop signs at the following intersections:
Luzerne Road and the entrance to Homestead Village
Pitcher Road and Woodland Path
VanDusen Road and the entrance to Forest Park

-Mobile Home Application-Alan B. Converse of 30 Center St. Fort Edward
to place a mobile home on Warren Lane...Mr. Converse was present...
Discussion Held, it was requested that Mr. Converse have title to the property
and that the entrance to the mobile home must be from a Town Highway...
RESOLUTION TO AUTHORIZE PUBLIC HEARING
RESOLUTION NO. 276, Introduced by Dr. Charles Eisenhart who moved for
its adoption, seconded by Mr, Daniel Morrell:
WHEREAS, Alan B. Converse has made application in accordance with paragraph
2 (c) Section 4, of an ordinance of the Town of Queensbury entitled ORDINANCE
FOR THE REGULATION OF MOBILE HOMES AND MOBILE HOME COURTS
IN THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate
a mobile home outside at property situated at Warren Lane, and
WHEREAS, it is hereby determined that said application complies with the
requirements of said ordinance, and
WHEREAS, it is hereby determined that the facts presented in said application
are sufficient to justify further consideration by this board, therefore be
it
RESOLVED, that pursuant to the provisions of the above mentioned ordinance,
the Town Board shall conduct a public hearing on said application on December
11, 1984 at 7:30 P.M. in the Queensbury Town Office Building, Bay Road,
and that the Town Clerk is hereby authorized and directed to give proper
notice of said public hearing in accordance with the provisions of said ordinance.

RESOLUTION APPROVING SPECIAL AUDIT OF BILLS
RESOLUTION NO. 277, Introduced by Dr. Charles Eisenhart who moved for
its adoption, seconded by Mr.Daniel Morrell:
RESOLVED, that Audit of Bills as appears on Abstract No. 84-IIC and numbered
2213 through 2214 and totaling $3,946.00 be and hereby is approved.
