2.2(A) SEQRA ISSUES\Extension#4 to Greater Qby Consolidated Sewer District—Olde Coach Manor Bay Road—12-19-2022 RESOLUTION ADOPTING SEQRA DETERMINATION OF NON-SIGNIFICANCE REGARDING GREATER QUEENSBURY CONSOLIDATED SANITARY SEWER DISTRICT EXTENSION NO. 4 TO SERVE OLDE COACH MANOR, 565 BAY ROAD PROPERTY RESOLUTION NO.: 12022 INTRODUCED BY: WHO MOVED ITS ADOPTION SECONDED BY: WHEREAS, the Town of Queensbury wishes to extend the Greater Queensbury Consolidated Sanitary Sewer District to serve the Olde Coach Manor located at 565 Bay Road in the Town of Queensbury, New York (Tax Map No.: 296.11-1-45) referred to as the "Property" in accordance with New York Town Law Article 12-A, and WHEREAS, such Extension No. 4 has been determined to be a State Environmental Quality Review Act (SEQRA) Unlisted Action and a SEQRA Short Environmental Assessment Form (EAF) has been prepared, and WHEREAS, the Town's Wastewater Director has not identified any environmental impacts, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board, after considering the proposed action, reviewing the SEQRA Short Environmental Assessment Form (EAF) and thoroughly analyzing the action for potential environmental concerns, determines that the action will not have a significant effect on the environment, and BE IT FURTHER, RESOLVED, that the Town Board hereby authorizes and directs the Town Supervisor to complete the EAF by checking the box indicating that the proposed action will not result in any significant adverse impacts, and BE IT FURTHER, RESOLVED, that the Town Board approves of a Negative Declaration and authorizes and directs the Town Clerk's Office to file any necessary documents in accordance with the provisions of the general regulations of the Department of Environmental Conservation. OCM is served by public water and private sewer (about 16 on-site septic 00 systems). OCM proposes to eliminate their on-site septic systems and to connect to public sewer. Olde Coach Manor proposes to connect to the existing 12" public sewer line, located on Bay Road, directly in front of their property. The connection will result in an increase in sewer flow of approximately 3,400 gallons per day, with a peak flow of about 7.8 glom. The increase in flow will occur at the following sewer infrastructure locations: 1 . Willowbrook Lift Station I 2. Meadowbrook Lift Station 3, Glens Falls Treatment Plant 4. Connecting Sewer Lines and Force Mains The associated infrastructure has ample capacity to manage the additional flow. No problems are anticipated as a result of the proposed Ctlde Coach Manor sewer connection . I—!
