4.15 4.15 Grants\LGA and Waterkeeper-Road Salt Reduction Grant Program-Local Match&—Sign Grant Agreement 12-19-2022 RESOLUTION AUTHORIZING ROAD SALT REDUCTION GRANT PROGRAM MUNICIPAL SWIM IMPLEMENTATION GRANT AGREEMENT 2022/23 BETWEEN TOWN OF QUEENSBURY AND LAKE GEORGE ASSOCIATION RESOLUTION NO.: 12022 INTRODUCED BY: WHO MOVED ITS ADOPTION SECONDED BY: WHEREAS, the Lake George Association (LGA) is an organization dedicated to the protection and safeguarding of Lake George, its water quality and the overall health of the Lake George Watershed and has awarded certain grant funding related to projects to help protect Lake George's water quality, and WHEREAS, the LGA has advised that the Town of Queensbury has an opportunity to participate with the LGA in a Road Salt Reduction Grant Program as part of its winter maintenance operations based on the application of Sustainable Winter Management (SWIM) guidelines, such program to be a long-term, cost savings initiative to the Town, and WHEREAS, a local "match" to the Grant award is required, such match to come in the form of the Town's cash contribution in the amount of$10,000, and WHEREAS, as part of the program, the LGA will provide the remaining funds necessary for the Town to utilize the professional services of advisors to provide training, analysis, intervention and other services necessary to facilitate the achievement or maintenance of SWIM certification, and WHEREAS, the Town Board believes that this Grant Program will benefit the Lake George Watershed Basin and Town of Queensbury residents and therefore wishes to authorize participation in the Grant project, execution of the Road Salt Reduction Grant Program Municipal SWIM Implementation Grant Agreement and the Town's $10,000 local match, and WHEREAS, a copy of the proposed Road Salt Reduction Grant Program Municipal SWIM Implementation Grant Agreement has been presented at this meeting, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby authorizes the Town of Queensbury's participation with the Lake George Association (LGA) in a Road Salt Reduction Grant Program as part of its winter maintenance operations based on the application of Sustainable Winter Management (SWIM) guidelines, such program to be a long-term, cost savings initiative to the Town, and further authorizes the Town's cash contribution in the amount of $10,000 to be paid from Highway Fund Misc. Contractual Account No.: 004-5142-4400, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Budget Officer to amend the Town Budget and transfer $10,000 from Health Insurance Premium Account No.: 004-9060-8060 to Highway Fund Misc. Contractual Account No.: 004-5142-4400 and take any other needed actions to effectuate the Town's contribution, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to execute the Road Salt Reduction Grant Program Municipal SWIM Implementation Grant Agreement substantially in the form presented at this meeting and/or any other associated documentation, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor, Town Highway Superintendent and/or the Town Budget Officer to take any other actions necessary to effectuate the terms of this Resolution. Duly adopted this 19t'day of December, 2022,by the following vote: AYES NOES ABSENT : J .pke George LG L, AKE o GE (JRGE SIVATERKEEPER Road Salt Reduction Grant Program Municipal SWIM'" Implementation Grant Agreement 2022/23 Purpose: This grant is to provide financial assistance to the (referred to as "Municipality") toward implementing the Road Salt Reduction Program as part of the their winter maintenance operations based on the application of the Sustainable Winter Management (SWIM') guidelines and certification. The Road Salt Reduction Program will be a long-term, cost savings initiative for the Municipality as successfully demonstrated by public and private SWIM certified entities as well as providing for water quality protection for Lake George and its basin. Grant Process: In accepting this grant program, the Municipality will agree to contribute as a commitment to improve salt application outputs through SWIM' Certification and to partner with the Lake George Association. In receipt, the LGA will provide the remaining funds necessary for the Municipality to utilize the professional services of WIT Advisers to provide training, analyses, intervention and other service necessary to facilitate the achievement of or maintenance of their SWIM® certification. It should be realized the acceptance of this grant agreement does not assure the grantee will receive SWIM® Certification. It is necessary for the Town personnel to commit to practices and training detailed by The FUND and WIT Advisers to secure SWiM'"" Certification. Grant Requirements: The following criteria have been developed for the grant issued by the LGA to the Municipality: (1) Grant funding for the Municipality will be directly applied for discovery and needs assessments (for start ups), training (focusing on practices such as calibration, measurement, software application, etc.), support for analysis, interventions for pre- and post-event analysis of application rates and practices, project management and any other needs that may arise_ It shall be noted this grant funding will not be provided to the Municipality but will be distributed by The LGA directly to WIT Advisers and/or ether contractors providing such services. (2) The funds provided by the Municipality will be applied to the purchase of equipment necessary to implement the practices to be able to achieve SWiMT" Certification, including by not limited to, GPS enabled Salt Tracking devices necessary for measurement, ROAD/SITE cameras necessary for analysis, flow meter tracking devices for brine application, dash cameras for analysis and improvement, and necessary software upgrades. It should be noted the Municipality will own all equipment and will be responsible for coordination of all maintenance and repairs in accordance with the recommendations of the LGA"s consultants. (3) Through this grant agreement, the Municipality accepts and agrees to the following conditions: a. The municipal superintendent/staff/operators shall agree to attend and actively participate in all said trainings (awareness, pre-season, interseason, postseason), webinars, interventions, etc_ that are not in conflict with normal, everyday activities necessary for the superintendent/staff/operators to complete their responsibilities, storm event maintenance activities or emergency tasks determined necessary_ Page 1 b. The Municipality shall agree to maintain records on material application rates, be available for analysis on rates and practices and upon recommendation and discussion, implement program modifications and/or amendments to improve and optimize winter maintenance operations. C. The Municipality shall implement best practices and policies necessary in order to obtain and maintain SWiMT" Certification and agrees to an annual post season audit and evaluation performed by WIT Advisers. If the audit/evaluation determines improvements are necessary, the Municipality will recognize such recommendations and agrees to develop a plan with WIT Advisers to retain SWiMT"" Certification- d. The Municipality shall agree to participate in press, outreach, social media, communications to promote the Lake George Road Salt Reduction Program of the LGA and provide information, data.
