WHEREAS , MUNICI''PAL SUBDIVISIONS , IN GOOD FAITH, BUDGETED FOR 1983 STATE
AID AS DIRECTED UNDER THE CONSOLIDATED HIGHWAY IMPROVEMENT PROGRAM , AND
WHEREAS, THE RECENTLY ANNOUNCED SUBSTANTIAL REDUCTION IN THE CHIPS PROGRAM
AS PROPOSED IN THE STATE BUDGET WILL CAUSE SEVERE DISRUPTION TO THE MINIMUM
MAINTENANCE PROGRAMS FOR THE LOCAL STREETS AND HIGHWAYS AND
WHEREAS , TOWNS IN THE PROPOSED BUDGET REDUCTION WILL LOSE 41% OF
REVENUES TO BE RECEIVED UNDER CHIPS FUNDING WHILE THE PERCENTAGE
LOSS OF OTHER GOVERNMENTAL SUBDIVISIONS IS SUBSTANTIALLY LESS , NOW ,
THEREFORE BE IT
RESOLVED, THAT THE QUEENSBURY TOWN BOARD REQUESTS THE GOVERNOR 'S OFFICE
AND THE LEGISLATURE TO BE COGNIZANT OF THE EXTREME HARDSHIPS CAUSED WHEN
THE MUNICIPAL YEAR BUDGETED FUNDING IS SUMMARILY DECREASED DURING THE YEAR
AND BE IT FURTHER
RESOLVED , THAT THE TOWN BOARD REQUESTS THAT THE CHIPS FUNDING BE CONTINUED
AT THE PREVIOUSLY PROJECTED 1983 LEVEL AND THAT FUTURE REDUCTIONS BE EQUALLY
DISTRIBUTED AMONG ALL GOVERNMENTAL SUBDIVISIONS . j

REGARDING THE PUBLIC TRANSPORTATION SYSTEM. . BASIC PROBLEM
THE BUDGET PROVIDED BY THE CITY , QUEENSBURY 'S AMOUNT $ 14 , 393 FOR
CAPITAL $16 , 704 FOR OPERATIONS FOR THE FIRST YEAR WHICH MAKES A TOTAL
OF $31 ,097. 00 IN 1980 WHEN THIS WAS FIRST PUT TOGETHER OUR SET UP
WAS FOR LESS THAN $23, 500. 00 IT HAS NOW GONE TO $31 ,097. 00
THE PROVISIONS THAT WE MADE WILL BE $7 ,597. 00 SHORT. . . I BROUHGT THIS
TO THE ATTENTION OF THE CITY COUNSEL AND THE ANSWER FROM THE MAYOR WAS
QUEENSBURY REQUESTED AN ENLARGED NUMBER OF ROUTES IN THE TOWN OF QUEENSBURY
WHICH INCREASED OUR AVERAGE , OUR PERCENTAGE OF TRAVEL ON THE BUS FROM
22% TO 30 % AND REDUCED THE Y OF GLENS FALLS 62% TO 52% THAT IS WHY
THE DIFFERENCE OCCURED. SOMEA ROM THE TOWN REQUESTED MORE MILEAGE IN
THE TOWN THEN HAD BEEN IN THE ORIGINAL PROPOSAL WHICH UPPED OUR PERCENTAGE
THEY DID THE ALLOCATION OF EXPENSES ON THE BASIS OF THE NUMBER OF MILES
IN THE MUNICIPALITY AND WE HAVE 30%. . .THE BUS GARAGE WILL BE BUILT IN THE
CITY AND WILL HOLD SIX BUSSES THIS WILL BE FUNDED BY PUBLIC MONIES FROM
STATE AND FEDERAL FUNDS. THE TRANSPORTATION SYSTEM WILL RUN MONDAY THROUGH
FRIDAY FROM SIX A. M. TO SIX P. M. THEY WANT TO START THE SYSTEM AROUND THE
FIRST OF JUNE. THE PROPOSAL IS A FIFTY CENT FARE - WITH A TEN CENT TRANSFER
FEE. . . THERE ARE SEVEN ROUTES WITH SEVEN COMMUNITIES INVOLVED. . .
�. SUPERVISOR WALTER-I WAS VERY UNHAPPY THAT THIS WAS SCHEDULED DURING A
VACATION WEEK AND PARTICULARILY DURING A WEEK WHEN THE ASSOCIATION OF

WEST GLENS FALLS , TEN UP GLEN STREET AND SEVEN UP BAY ROAD TO ACC.
WITH A MODIFIED SCHEDULE ON SATURDAYS. . .THERE WILL BE DISCOUNTS FOR
SENIOR CITIZENS AND THE HANDICAPPED AND A TICKET POLICY FOR STUDENTS. . .
THE NEXT STEP WILL BE DRAWING UP THE CONTRACTS WITH THE' COMMUNITIES . . .
