THE STATE LEGISLATURE HAS CHOSEN NOT TO ASSUME THE RESPONSIBILITY AND I WOULD LIKE TO INTRODUCE A RESOLUTION WHICH WOULD AFFORD US THE OPPORTUNITY TO HAVE A PUBLIC HEARING TO HAVE INPUT AS TO THE WORDING OF THAT RESOLUTIONJTO REGULATE WHAT ARE CALLED ' ' HEAD SHOPS " THAT DISPENSE DRUG. PARAPHERNALIA. I HAVE A NUMBER OF ITEMS OF INFORMATION WHICH WOULD GIVE THE BACKGROUND AS FAR AS DEFINITION 125 OF WHAT IS CONSIDERED DRUG PARAPHERNALIA. 'THE KEY POINT SEEMS TO BE,, IF THXS WERE TO BECOME A LOCAL LAWS THAT THE VIOLATION WOULD COME ONLY IF THE %UKVZYCROF THESE ARTICLES KNOWINGLY SELLS OR OFFERS FOR SALE OR DISPLAY SAID ARTICLES. THEY CAME BEFORE THE TOWN BOARD ABOUT A YEAR AGO AND ASKED US TO LOOK INTO IT-WE ASKED FOR THEIR COMMENTS AS TO WHAT AREAS OF THE ORDINANCE THEY WISHED TO SEE AMENDED AND WHAT WE HAVE COME UP WITH IS A TOTALLY NEW LOCAL LAW. IT WOULD BE THE INTENT OF THE TOWN BOARD TO REPEAL ORDINANCE NO. 35 AND 16 AND REPLACE IT WITH THE LOCAL LAW ON TRANSIENT MERCHANTS .
