FOR PROVISION OF PROFESSIONAL ELECTRICAL ENGINEERING SERVICES RELATED TO REPLACEMENT OF GENERATOR SERVING TOWN HALL AND TOWN ACTIVITIES CENTER RESOLUTION NO.: ,2023 INTRODUCED BY: WHO MOVED ITS ADOPTION SECONDED BY: WHEREAS, the Town of Queensbury's Facilities Manager has recommended that the Town Board engage LaBella Associates, D.P.C. for professional electrical engineering services associated with the replacement of the existing 50kW generator serving Town Hall and the Town Activities Center for an amount not to exceed $22,250 as delineated in LaBella Associates, D.P.C.'s letter proposal dated February 14, 2023 substantially in the form presented at this meeting, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby authorizes and directs engagement of LaBella Associates, D.P.C. for professional electrical engineering services associated with the replacement of the existing 50kW generator serving the Town Hall and Activities Center buildings for an amount not to exceed $22,250 as delineated in LaBella Associates, D.P.C.'s letter proposal dated February 14, 2023 substantially in the form presented at this meeting, such services to be paid for from Account No.: 203-1620-2899, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to execute any needed agreement with LaBella Associates and/or any necessary documentation and the Town Supervisor, Town Facilities Manager and/or Town Budget Officer to take all actions necessary to effectuate the terms of this Resolution. (LaBelle) Is pleased to submit this proposal to provide electrical engineering services to the Town of Queensbury regarding replacement of the existing 50kW generator serving the Town Hall and Activities buildings. 1 . PROJECT DESCRIPTION An existing SDkW diesel generator provides backup power to both the Town Hall and Activities buildings. The generator only backs up power panel A in the town hall and a small emergency panel in the activities building, The town would like to Install a larger, natural gas generator, that will provide backup power to meet the full load of both buildings, with the ability to add additional load in the future. 11 . SCOPE OF WORK LaBeila proposes the following, scope of services; 1. Evaluate utility bills to determine the peak load for the. Town Hall and the Activities Building. a. Provide generator sizing and model selection. 2. Provide electrical demolition floor plans and one-line diagrams to remove the existing generator and associated electrical Items. a. The existing 400A ATS unit installed at the Town Half will be saved for reuse and relocated. 3. Provide electrical floor plans and one-line diagrams to reconfigure the existing building distribution systems to allow the generator to power the entire building. a. Provide details for reconnection of existing loads for all equipment that.needs to be relocated / reconnected. 4. Provide electrical site plans for the new generator and underground conduit runs. a. Evaluate the existing generator pad size and natural gas piping location for reuse with the new generator. b, Design new generator pad if necessary, 5. Provide plumbing drawings for natural gas piping connections, a. Confirm existing natural gas piping can supply the appropriate amount of gas for the generator. 4 British American Blvd I Latham. Review bidder questions and prepare addendums as necessary. 4. Assist the•town In leveling bids and down selecting the appropriate contractor. 5, Review equipment submittals and respond to contractor RFls, 6, Perform up to two construction site visits to verify work Is progressing as planned. 7. Perform one final punch list visit to verify installation was completed according to ,plans, the generator is tested, and all systems are operational with no code compliance Issues. 1I1 . ASSUMPTIONS AND EXCLUSIONS The following assumptions and exclusions apply to the work outlined in this proposal. Site visits will be performed as described in the section above. Any additional site visits as requested by the client will be billed on a T&M basis as per LaBella's terms. 1. There is no existing one-line diagram for either building. This project does not provide time to trace out the existing bullding'dlstributlon systems. Connections will be made after the main 400A disconnect in the Town Hall, and all loads tapped off the main disconnect will be refed, The Main panelboard, immediately Inside the garage door at the Activities center will be refed from a new ATS unit. The existing disconnect which is fed from the current ATS will be repowered off the main panelboard. 2. Any panelboards or equipment which are not powered from these sources are outside the scope of this project If these items are identified during or after the duration of this contract, a change order will be required to provide updated drawings, 3. No hazardous materials assessments or waste disposal are Included in this project 4. No permitting or other fees are included in this proposal, 5. Only those services specifically Identified under the scope of work are included in this proposal, 6, No are flash or coordination study is included in this proposal. We PROJECT FEE LaBella will' complete these services for a lump sum fee of $22,250. This fee includes estimated expenses, which will be billed at cost.
