(GFCC) submitted a zoning change application to the Queensbury Town Clerk's Office on or about March 10, 2023 to allow for a change of zoning district designation for parcels identified as Tax Map Nos: 296.5-1-6, 296.6-1-12 and 289.18-1-37 from Waterfront Residential (WR) to Rural Residential 3 Acre (RR-3A), and WHEREAS, the application has been reviewed by the Town's Senior Planner and deemed complete for purposes of review, and WHEREAS, applications for zoning changes are subject to Warren County Planning Department review in accordance with New York State General Municipal Law §239-m, and WHEREAS, applications for zoning changes may be forwarded to the Town Planning Board for recommendations in accordance with Town Zoning Ordinance §179-15-040, and WHEREAS, following such recommendations, the Town Board will review the application and take such other actions as it shall deem necessary and proper, and WHEREAS, prior to making a decision about whether to approve the zoning change, it is necessary to conduct a review under the New York State Environmental Quality Review Act (SEQRA) for potential environmental effects, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby requests that the Planning Board seek Lead Agency status for SEQRA review of the proposed zoning change requested by Glens Falls Country Club, Inc. (GFCC) as delineated in the preambles of this Resolution, and BE IT FURTHER, RESOLVED, that the Town Board hereby authorizes and directs the Town Clerk to forward GFCC's application received by the Town Clerk's Office on or about March 10, 2023 to the Queensbury Planning Board for review, report and recommendation, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Clerk to submit the application to the Warren County Planning Department for New York State General Municipal Law §239-m review, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to execute any necessary documentation and the Town Supervisor, Town Clerk and/or Department of Community Development to take any other necessary actions to effectuate the terms of this Resolution. Their three northerly parcels are currently zoned as Waterfront Residential (WR-2A). The purpose of this petition is create a uniformity of zoning that is consistent with the two southerly parcels owned by the Glens Falls Country Club, which are zoned as Rural Residential (RR- 3 A), This change of zone would meet several goals of the Glens Falls Country Club. The first goal that would be satisfied by the change of zone would be that it would allow the Glens Falls Country Club to be a permitted use and to make improvements and renovations to the northerly parcels without having to go to the zoning board for use variances as a non- conforming use. The second goal that would be satisfied is that it would create consistency of zoning throughout the property. There is currently no accompanying project associated with this Petition for Change of Zone and therefore, there would be little to no adverse impact to the surrounding properties if the petition is granted. Additional Narrative Response to Question 1 In accordance with our recent Town Beard Workshop meeting, the Glens Falls Country Club is hereby petitioning the Town of Queensbury for a change of zone in regard to its three most northerly parcels ofland. Their three northerly parcels are currentlyzoned as Waterfront Residential (WR-2A). The purpose ofthis petition is create a uniformity of zoning that is consistent with the two southerly parcels owned by the Glens Falls Country Club, which are zoned as Rural Residential (RR.- 3A). A golf course is a permitted use in the RR-3A zone but not in the WR-2A zone. The Country Club existed long before Queensbury zoning and it should be a permitted use. There is no accompanying project associated with this Petition for Change of Zone and because of this absence of a project, there will be no adverse impacts to the municipality at this time. There Will also be no environmental resources that will be affected in the municipality because there is no accompanying project with this petition.
