ASSOCIATES TO CONDUCT SOLAR FEASIBILITY STUDY LOCATED AT
QUEENSBURY WATER TREATMENT PLANT PROPERTY

WHEREAS, the Queensbury Town Board wishes to engage C.T. Male Associates to conduct
a solar feasibility study located at the Queensbury Water Treatment Plant property as delineated in C.
T. Male Associates' February 14, 2023 letter proposal presented at this meeting,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes and directs engagement of
C.T. Male Associates to conduct a solar feasibility study located at the Queensbury Water Treatment
Plant property as delineated in C. T. Male Associates' February 14, 2023 letter proposal substantially
in the form presented at this meeting for a lump see fee of$11,800, and
BE IT FURTHER,
RESOLVED, that such solar feasibility study shall be paid for by the Town's General
Fund, Engineering Account No.: 001-1440-4720-8310, but if such solar feasibility study should
reveal that solar power is feasible at the Town Water Department, then the Water Department
shall reimburse the Town General Fund for such feasibility study, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Budget Officer to
take all actions necessary to amend the Town Budget and effectuate the transfer of $11,800 from
Miscellaneous Contractual Contingency Account No.: 001-1990-4400 to Engineering Account No.:
00 1-1440-4720-83 10, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to
execute any needed Agreement with C.T. Male Associates in a form acceptable to the Town
Supervisor, Town Water Superintendent/Wastewater Director, Town Budget Officer and/or Town
Counsel, and any other necessary documentation, and the Town Supervisor, Town Water
Superintendent/Wastewater Director and/or Town Budget Officer to take all actions necessary to
effectuate the terms of this Resolution.

C.T. Male Associates Engineering, Surveying, Architecture, Landscape Architecture, and
Geology D.P.C. (C.T. Male) is pleased to provide the Town of Queensbury (Client) with
this proposal for conducting a solar feasibility study located at the Queensbury Water
Treatment Plant (WTP) property at 823 Corinth Road. It is our understanding that the
Town wishes to explore the feasibility of developing a ,ground-mounted solar array on
this Town-owned property adjacent to the WTP. The Town would then potentially own
and operate this solar array.
C.T. Male has partnered with U.S. Light Energy (USLE) for this proposal, who is an
experienced solar developer based in Latham, New York, to assist with certain
components of this feasibility study. USLE will work as a subconsultant to C.T_ Male. The
following scope of services is proposed to identify site and electrical interconnection
constraints and opportunities for developing a solar array at this property.
SCOPE OF WORK
1. Site Review
C.T. Male and LISLE will conduct a site visit to review the property and existing
electrical infrastructure as well as neighboring properties. In addition, C.T. Male will
complete a desktop review of site and environmental features and information
pertinent to land clearing and solar development.
2. Preliminary Application Report to National Grid
USLE will review the exiting electrical infrastructure and perform an initial sizing and
feasibility study for interconnection, including a concept site plan, single line electrical

diagram, and recommended PV equipment for the array. USLE will also prepare and
submit the technical Preliminary Application Report to National Grid. This will start
the process to determine preliminary feasibility of electrical grid interconnection,
3. Summary Report
C.T. Male and USLE will prepare a summary report with recommendations for the
site and the most beneficial energy crediting program in which to participate. This
also includes consultation with the Town on available PV system options based on
the results of the National Grid Preliminary Application Report and other site aspects
reviewed during the feasibility study. In addition; C.T. Male and LISLE will consult
with the Town on their options for potentially generating and using solar power at
the WTP and provide recommendations.
FEE ESTIMATE
The scope of work will be completed for a lump sum fee of $11,800. This includes the $750
National Grid application fee.
EXCLUSIONS & ASSUMPTIONS
Should the project progress beyond a feasibility study, CT. Male and USLE can offer the
following related services, which are excluded from this initial scope of work%
• Interconnection application to National Grid
• Detailed utility study coordination and analysis
• Site engineering and design services
• Environmental and. permitting services, as needed
The Town shall provide the following:
Access to the site to complete scope of work
Authorization in utility-accepted format allowing USLE to apply for
Preliminary Report for a PV system located on their property_
• CAD file of the site boundary survey of usable area. (if available).
• 1 year of utility bills for the site including any 3rd party supply services billed
separately from National Grid.

Fees will be charged by C.T. Male monthly on a percent complete lump sum basis under
our 2023 engineering services contract with the Town. LISLE will work as a subconsultant
to C.T. Male and will not bill the Town. We can begin work immediately on this project
upon authorization.
