The project parcel is currently located in the Commercial Intensive (C|)zoning district which does not list building supply and vvho|eea|a as allowable uses. The USDA Natural Resources Conservation Service Soil Survey (Soil Survey) identifies the primary oui| groups to be Ma— K4ada|in silt loam, BaB— Belgrade silt loam, and FrC— Farmington loam. Soil test pits on the site indicated that the existing soils are fine sandy loam with groundwater at depths of 7 ft or greater below existing grade. 3_0 PROPOSED SITE DEVELOPMENT The applicant is proposing to development the project site with a new A5.G2O square foot, two story, building for use as avvho|eea|e building supply facility. Addition site improvements will include an improved site entrance from Quaker Ruad, paved parking lot and outdoor material storage area. The total disturbance will be on the order ofS.7 acres and the project will result in approximately 6.3 acres of impervious area. Stormvvater management will be attenuated and treated nnoite in accordance with NYSDEC and Town of (]ueenabury regulations (see Stormvvater Narrative and SVVPPP). Stormvvater management practices to include an infiltration basin and a pocket pond. The proposed building will be served via connections to the existing water and sanitary sewer facilities located along Quaker Road. In order to facilitate the sewer connection, the existing C>ueenaburySevver District will be extended to include the project site. A. The proposed project is in general compliance with the current Town Compressible plan which identifies this corridor along Quaker Road for Commercial Mixed Use. The proposed application does require a change in the Zoning Map in order to include the project site in to the CLI district to allow the proposed use. B. The proposed project complies with the requirements of Chapter 179 of the Town code. The proposed site will meet the parking requirements and greenspace requirements for the proposed use and zoning. C. The project will maintain the existing internal sidewalks and pedestrian access. There are no existing offsite pedestrian paths or sidewalks in the general vicinity of the project site that would allow for pedestrian access to the site. D. The proposed project will connect to the existing low pressure sewer force main located along Quaker Road. An extension of the proposed sewer district is required in order to include the project parcel in the current Town Sewer District. E. The proposed project will he in compliance with the requirements of the CLI zoning District. F. The proposed project will include a modified entrance onto Quaker Road to adequately support the anticipated delivering trucks. Onsite travel lanes have been designed to allow for circulation or delivery trucks and emergency vehicles. G. The existing vacant land to the north is owned by an adjacent land owner and due to wetlands areas located to the south and west connections to the adjacent undeveloped lands is not feasible. Therefore, not connections to the neighboring lands are proposed. H. The proposed project will have no impact on the natural, scenic, aesthetic, ecological, wildlife, historic, recreational or open space resources of the town. I. The proposed project will include sidewalks and onsite pedestrian circulation. The proposed project, wholesale building supply, does not lend itself to pedestrian interconnections to adjacent lands due to the nature of the wholesale business which caters to the trade contractors who are traveling to and from job sites to pick up supplies. J. The proposed project has been designed in accordance with NYSDEC and Town stormwater regulations in order to prevent increases in runoff from the project site. K.
