4.08 4.8 APPOINTMENTSTleet Manager—Jason Sanchez—4-17-2023 RESOLUTION AUTHORIZING APPOINTMENT OF JASON SANCHEZ AS FLEET MANAGER IN TOWN HIGHWAY DEPARTMENT RESOLUTION NO.: ,2023 INTRODUCED BY: WHO MOVED ITS ADOPTION SECONDED BY: WHEREAS, by Resolution No.: 466,2022, the Queensbury Town Board authorized the abolishment of the full-time position of Parts Shop Foreman and the establishment of the full-time position of Fleet Manager in the Town's Highway Department in accordance with the Fleet Manager Job Description adopted by the Warren County Department of Personnel and Civil Service, and WHEREAS, the Town advertised for candidates for the position and the Town Highway Superintendent conducted interviews and recommended that the Town Board authorize the appointment of Jason Sanchez as Fleet Manager, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby authorizes and directs the appointment of Jason Sanchez to the Town's full-time, overtime-exempt Fleet Manager position effective on or about April 24th, 2023, subject to the Town successfully completing a pre-employment physical and background checks as reasonably necessary to judge fitness for the duties for which hired, drug and/or alcohol screening and Mr. Sanchez's successful completion of a six (6) month probationary period, with such appointment to be on a provisional basis until such time as Mr. Sanchez places successfully on the Civil Service exam for the position and meets all Civil Service requirements, and BE IT FURTHER, RESOLVED,that Mr. Sanchez shall be paid an annual salary of$68,800, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor, Town Highway Superintendent and/or Town Budget Officer to complete any forms and take any action necessary to effectuate the terms of this Resolution. Duly adopted this 17t'day of April, 2023,by the following vote: AYES NOES ABSENT : - RESOLUTION AUTHORIZING ABOLISHMENT OF PARTS SHOP FOREMAN POSITION AND ESTABLISHMENT OF FLEET MANAGER POSITION IN TOWN HIGHWAY DEPARTMENT RESOLUTION NO.: 466, 2022 INTRODUCED BY: Mr. Harrison Freer WHO MOVED FOR ITS ADOPTION SECONDED BY: Mr. George Ferone WHEREAS, the Town of Queensbury' s Highway Superintendent has recommended that the Town Board abolish the existing full-time position of Parts Shop Foreman and establish the full-time position of Fleet Manager in the Town Highway Department, and WHEREAS, a job description for the Fleet Manager has been adopted by the Warren County Department of Personnel and Civil Service and presented at this meeting, and WHEREAS, the Town Board wishes to abolish the position of Farts Shop Foreman and establish the position of Fleet Manager as recommended, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby authorizes and directs the abolishment of the full-time position of Parts Shop Foreman and the establishment of the position of Fleet Manager in the Town's Highway Department in accordance with the Fleet Manager Job Description adopted by the Warren County Department of Personnel and Civil Service in substantially the form presented at this meeting, and BE 1T FURTHER, RESOLVED, that the Town Board hereby authorizes and directs the Town Supervisor w F and/or Town Budget Officer to complete and file airy documentation and take such other and further actions necessary to effectuate all terms of this Resolution. Duties include oversight and administration of fleet maintenance operations, fleet maintenance data retention, inventory management and risk management_ The incumbent may plan and implement database system program updates across the Department. The work is performed under the general direction of an administrative superior. Supervision is exercised over subordinate staff. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Supervises the maintenance, operations and repairs of a municipal fleet which includes automobiles, trucks, construction equipment, sanitation, snow removal vehicles etc.; Oversees and is responsible for the supervision of mechanics and other assigned staff; Plans, develops, implements, maintains and/or manages a preventive maintenance system for fleet vehicles, including creation and/or updates to digital work order systems for the repair of fleet vehicles; Plans, develops, implements, maintains and/or manages a comprehensive computerized fleet maintenance records system; Plans, develops, implements, maintains and/or manages a computerized system to record an accurate inventory of shop parts including tools, supplies, equipment; Plans, develops, implements, maintains and/or manages a fleet safety program to mitigate risks to equipment and facilities, as well as resolving potential hazards; Develops, implements and enforces policies and procedures relating to all areas of fleet and equipment program systems operations, including safety procedures and standards for all shop operations; Prepares reports, provides analytics/analysis to assist department administration in making informed decisions relating to fleet and equipment operations; Maintains current licenses, inspection, registration and warranties on all vehicles; Establishes and maintains positive working relationships with vendors, dealers, contractors to secure equipment and vehicles in most cost-effective manner; Participates in meetings and assists in the implementation of department goals; Confers with department administration for prioritization of repair and maintenance activities; Writes specifications for equipment repair and replacement; Provides setup, diagnosis, troubleshooting, and calibration of computerized equipment systems; Assigns specific tasks to Automotive Mechanics and other workers in the repair of equipment; Provides training and related instruction on vehicle and equipment maintenance and operation; Develops and implements programs to train Automotive Mechanics and other shop staff; Supervises the ordering, receiving and issuance of supplies, tools, and equipment; Responsible for adequate inventory of automotive, mechanical, and related parts and supplies for use in the repair and operation of equipment; Maintains warranties, licenses and registrations for all vehicles and equipment; Maintains records of environmental management of storage tanks and oil/water separator; Interprets Department of Transportation, Department of Motor Vehicles, and other rules and regulations that govern municipal equipment operation and is responsible to train employees and implement changes as needed.; Utilizes computer applications or other automated systems such as spreadsheets, word processing, calendar, e- mail and database software in performing work assignments; Utilizes computerized shop operations management, spreadsheets and word processing software; Does related work as required. Page 1 of 2 REQUIRED KNOWLEDGE4 SKILLS ABILITIES AND ATTRIBUTES: Thorough knowledge of the practices, tools, machinery and supplies required for the repair and maintenance of motor vehicles and motor equipment; Thorough knowledge of computer programs such as fleet management software, web-based parts and/or repair programs and other related fleet and equipment operations software; Good knowledge of governmental and purchasing practices and procedures; Good knowledge of the principals of mechanical design and repair costs; Good knowledge of Federal, State and local laws and regulations relating to fleet and equipment operations program requirements, including safety requirements for shop operations; Ability to instruct and supervise motor equipment maintenance personnel in the methods of repair and care of tools and equipment; Ability to plan, direct and supervise the daily activities of all motor equipment maintenance personnel in a manner conducive to full performance and high morale; Ability to communicate effectively, both orally and in writing; Ability to maintain records; Ability to establish and maintain effective working relationships; Ability to effectively use computer applications such as spreadsheets, word processing, calendar, e-mail and database software in performing work assignments; Ability to effectively utilize computerized shop operations management, spreadsheets and word processing software; Reliability, resourcefulness, sound technical judgment; initiative, tact_ MINIMUM QUALIFICATIONS: Graduation from high school or possession of a high school equivalency diploma, and A) Associate's Degree or higher and three (3) years of paid experience supervising a vehicle and/or heavy equipment maintenance operation which shall have included utilizing a computerized fleet maintenance management system; or B) Five (5) years of paid experience supervising a vehicle and/or heavy equipment maintenance operation which shall have included utilizing a computerized fleet maintenance management system; SPECIAL REQUIREMENT: Possession of valid New York State Driver's license appropriate to the vehicles operated at the tune of appointment and throughout the term of employment.
