2023-06-21 ZBA meeting (1)Site Improvement and Building Additions for Griffey Residence Applicant: Alisha and Michael Griffey Consultants: Environmental Design Partnership, LLP Balzer & Tuck Architecture June 21, 2023 Variance Requests •Expansion of Existing Floor Area by Greater than 1/3 •Building Height •Accessory Structure Area and Building Height Meeting Summary From Last ZBA meeting on April 19, 2023 the board expressed the following concerns with the proposed project •Concerns with Size and Use of Proposed Accessory Structure •Concerns over lack of Storage/Garage on the site •Concerns over amount of Living Space •Concerns over Stormwater Management and Drainage Previously Proposed Site Plan Revised Site Plan Revised Accessory Structure Accessory Building Height • Required = 16 ft max • Existing = 20.06 ft • Proposed = 18.5 ft ( 0.29’ decrease from previous proposal) Accessory Building Height Storage Space and Garage ● Concerns over need for Garage on the site for storage ● Existing basement and cottage provide the storage area they need on site ● The owners hire out for snow plowing and lawn maintenance. Storage Space and Garage Total Living Space ● Total living area (excluding storage and outdoor spaces) has been reduced by 173 sf) ● Total Floor Area reduced by 203 sf Site Restrictions ● Steep slopes and bedrock prevent extension of existing house away from the lake Site Restrictions Site Restrictions Site Restrictions Stormwater and Drainage •All stormwater devices are designed to meet the minimum setback requirement of 35 ft from Lake and therefore no variances are proposed • The Town Engineer has reviewed and signed off on both the previously proposed stormwater design as well as the changes proposed as part of these plan revisions. • This site proposes many challenges for stormwater management including steep slopes and shallow bedrock. But using a combination of permeable pavers and built-up stormwater devices the drainage on the site can be limited to pre-development runoff rates and volumes in accordance with the Town Code. Stormwater and Drainage Building Height • Required = 28 ft max • Existing = 28+/- ft • Proposed = 31.52 ft • No change from previous proposal 31.25’ Building Height Variance Requests The following changes to the proposed variances are proposed with the new plans •Expansion of Existing Floor Area by Greater than ⅓ (Change from 1,548 sf to 1,848 sf for 300 sf increase from previous proposal) •Building Height (No Change) •Accessory Structure Area (Reduced from 925 sf to 673 sf for 27.3% reduction from previous proposal) •Accessory Structure Building Height (Reduced from 2.79 ft to 2.5 ft for 10.4 % reduction from previous proposal) Questions/Comments? Proposed Site Benefits • Update existing dwelling (constructed in in 1929) to modernize fit the needs of the Griffey family of current the future generations. • Decrease in total patio area on lake side of house (1,205 sf existing to 720 sf proposed) • Improve safe access to dwelling • Stormwater Management Design to handle runoff from new impervious areas as enhancing stormwater management for existing areas • Proposed building and accessory structure design utilizes existing areas of development on the site to greatest extent practicable in order to reduce total development along the shoreline.
