3.15 3.15 SERVICES/SleWert Equipment-Repair Vertical Turbine Pump Water Plant—Transfer Fund Balance—10-6-23 RESOLUTION AUTHORIZING ENGAGEMENT OF THE PROFESSIONAL SERVICES OF SIEWERT EQUIPMENT TO REPAIR VERTICAL TURBINE PUMP AT TOWN WATER TREATMENT PLANT RESOLUTION NO.: ,2023 INTRODUCED BY: WHO MOVED ITS ADOPTION SECONDED BY: WHEREAS, by Resolution Nos: 308 and 403 of 2022, the Queensbury Town Board authorized engagement of Siewert Equipment (Siewert) to refurbish a Vertical Turbine Pump (Pump) at the Town's Water Treatment Plant, and WHEREAS, the Water Superintendent has advised that an Inspection Report by Siewert dated October 9, 2023 has revealed that another Pump at the Plant requires repairs which repairs necessitate the disassembly of the Pump and its removal by a 30 ton crane for its trucking and transportation for such repairs, and WHEREAS, the necessary repair work cannot be determined or completed until after such disassembly and the inspection, analysis and specialized determination by Siewert of exactly what is required to make the repairs on such Pump, and WHEREAS, the Water Superintendent has recommended that the Town Board again engage the professional services of Siewert for an amount of $39,924 for these important and specialized Pump repair services as set forth in Siewert's October 10, 2023 Service/Repair Proposal presented at this meeting, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby authorizes the Town Water Superintendent's engagement of the professional services of Siewert Equipment to make needed repairs to a Vertical Turbine Pump at the Town's Water Treatment Plant in accordance with Siewert's October 10, 2023 Service/Repair Proposal substantially in the form presented at this meeting for the amount of$39,924 to be paid from Account No.: 040- 8320-4350, and BE IT FURTHER, RESOLVED, that the Town Board hereby authorizes the Town Budget Officer to take all actions necessary to amend the Town Budget and effectuate the transfer of$39,924 from the Water Department's Undesignated, Unassigned Fund Balance Account No.: 040-0000-0909 to Account No.: 040-8320-4350, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor and/or Town Water Superintendent to sign the Service/Repair Proposal and/or any other needed documentation and the Town Supervisor, Town Water Superintendent and/or Budget Officer to take such other and further actions as may be necessary to effectuate the terms of this Resolution. Queensbury reported the pump had been experiencing a decreased output and requested a repair estimate. Queensbury delivered the pump to the Siewert Service Center in Albany on or about September 14th,2023. The pump has been disassembled,cleaned, and inspected, and the inspection findings and recommendations are below. INSPECTION FINDINGS: The pump was delivered in good condition and appeared to have good overall mechanical integrity. The pump was disassembled, cleaned,and inspected. Impellers (4): Impellers shows minor signs of erosion. There is no sign of cavitation. The collets show no signs of wear or damage. Impeller Skirt Ring OD (All 4 Impellers): 8.875" Bowl Wear Rings (4): Bowl wear rings show signs of erosion and should be replaced as a wear item. Bowl Wear Ring ID (All 4 Rings): 8.901" Recommendation: Impellers are worn but not to a point of needing replacement. That given,replacement of bowl wear rings using OEM wear rings will not bring the assembly into manufacturers specification. Siewert recommends fabrication of new bowl wear rings and truing up the existing impellers to bring the assembly back to OEM specification. This same repair was performed on pump serial 65954-1-1 previously repaired in 2022. For optimal performance, fabricating new bowl wear rings and truing the impellers will ensure an OEM specified running clearance between 0.016 and 0.022"." The couplings were also noted to have severe pitting,also likely caused by the chlorine treatment. The bowl shaft exhibited normal wear with no signs of pitting. No warranty conditions will be considered until payment of this contract has been made In full. 13.SELLER'S LIABILITY:Seller's liability shall be limited to the stated selling price of any defective product and In no event shall Seller be liable for prospective profits or special,direct,indirect or consequential damages of any kind caused by a product,component or part failure.Buyer assumes all risk and liability for loss,damage or Injury to persons or property of Buyer or others arising out of the use or possession of any product,component or part herein. 14.RETURNS:Products purchased herein may not be returned without the express written permission of Seller,as evidenced by Seller's or Manufacturer's properly authorized return material form,of which a copy must accompany the returned material.Authorized returns shall be shipped at the expense and liability of Buyer to the destination specified by Seiler.Such returns are accepted by Seller or Manufacturer for Inspection only;any allowance or credit originates with the Manufacturer subject to charges for freight,handling,inspection,repair,restocking and otherwise.Damaged,installed,used or special order products are not returnable.Seller or Manufacturer will not accept debit charges from Buyer for returned products. 15.SERVICE:Seller does not include any field or shop labor or service equipment and/or materials for the products herein unless specifically stated as an Item in the body of this contract.Any service requested In addition to that not included in the body of this contract will be considered a separate contract and require a separate purchase order from Buyer.No service requests will be accepted or performed when Buyer's account is past due according to the payment terms herein. 16.CHANGE,MODIFICATION,CANCELLATION:This contract cannot be changed,modified or cancelled except by written agreement executed by Buyer and an officer of Seller. 17.JURISDICTION:This agreement shall be governed and construed In accordance with the laws of the State of Maryland.
