Subject: Adirondack Factory; Outlet Center, Phase 3
On Wednesday, October 18, 1989, Mr. Whitney Russell of
the Queensbury Building C Code Department called me re-
garding the reinforcing bars in the concrete footings at
the Adirondack Factory Outlet Center, Phase 3.
For the footings on' the 4 foot high walls, the drawings call
for #4 rebars vertically 24" into the 4 foot high 12 inch
thick wall from the footing. The bottom leg of the rebar
is 1811 long and ties to the cross-tie rebars in the footing.
A double row of these vertical bars is required and is on
the drawing [F-612-2, section DD , typical] as 10" on cen-
ter for ..each double row. For the 4 foot high wall area, a
double row every 20" is adequate.
If the concrete has already been poured and set, doweling
of the #4 rebars into the concrete 3" and applying epoxy
grout is acceptable, with the double row , 20" on center,
and 24" protruding as the criteria.
If the concrete has just been poured but not set, doweling
of the #4 rebars 6" into the wet concrete is acceptable , with
the double row, 20" on center , and 2411 protruding as the cri-
teria.
On the 4 foot walls which have already been poured, the back-
fill on each side is in place and compacted without movement
of the wall and is acceptable. Openings in these walls have
been left to allow the structural steel columns to be connect-
ed to the footing at the bottom of the wall . After the col-
umns are set, the rest of the wall is poured around the steel
column which ties the walls and columns together as one unit.

sprinkler system in Phase III .
Concurrently we agree to install a sprinkler system in all of
the existing basement area of Phases I & II, all of the existing
common area of Phases I & II , and the existing Corning and Manhattan
stores .
We agree that this will be completed within 1 (one) year of the
opening of any store in Phase III .

fire exits at the Adirondack Factory Outlet Center.
Dear Mr. Kenny:
I have made a site visit to look at the wood structure along the
rear wall outside of the existing mall building which serves as a
protective covering for the air conditioners and rear fire exit
doors.
At your request , I have reviewed the New York State Building Code to
check the requirements for this protective covering.
The construction classification of the main building is Type 2b per
Table III-704. The protective covering is attached to the rear
outside bearing wall of the main building. This bearing wall is
constructed of steel studs in a structural steel frame with 2 layers
of 5/8" type "X" sheetrock, fiberglass insulation , and metal siding
on the exterior. All of the rear doors are metal 2-hour fire rated.
There are bo windows in this wall.
The 4-foot by 320-foot wood structure is attached to the rear
bearing wall of the mall building two feet below the main roof . The
canopy roof of the protective covering is a 2 x 6 wood frame with z"
plywood with metal on top. Solid 6 x 6 wood posts at 12 foot
intervals support the lower end of the canopy roof on a 4 x 6 beam
of built-up wood. The heavy timber frame structure is outside the
fire area of the main building because it is separated by the wall
of the main building. This means that the open canopy addition of
Type 3 or 5 construction is allowed to have a fire area of. 8000
or 6000 square feet , whichever is the case. The area of the wood
canopy structure is 1280 square feet and well within the fire
limits.

The common wall which separates the two distinct fire areas is Type
2b which is non-combustible.
It is my interpretation that the open canopy construction is allowed
because it is separated from the main building by a common non-
combustible wall of higher fire rating and is within the allowed
fire area for square footage for its own fire area rating.
